'Silent annexation': How the Knesset is passing laws to take over the West Bank

Other than the judicial overhaul, which has captured the imagination of the streets and the world, Israel's far-right government is advancing a series of steps that amount to the de facto annexation of the occupied West Bank, the newspaper Haaretz reported.

Beyond the transfer of civilian authorities in the West Bank to extremist minister Bezalel Smotrich, the Knesset has already passed a law that allowed Israelis to return to the four settlements evacuated as part of the disengagement plan in 2005.

As part of a gradual process described by the newspaper, other bills are being prepared that would give Israeli institutions a greater foothold in the West Bank, apply Israeli sovereignty over antiquity and heritage sites, and bolster the ability of military courts to collect fines from Palestinians.

Haaretz also reported that another string of laws will target Palestinian citizens of Israel and the Palestinian Authority.

In the last days of the last Knesset term, one law passed a first of three votes in the Knesset that would allow families of Israelis killed in attacks to file compensation claims with the Palestinian Authority, as well as preventing payments of Palestinian prisoners.

Another recent law targets the Palestinian school curriculum in East Jerusalem.

Palestinian leader discloses new information on Egypt reconciliation talks

A Palestinian leader who took part in reconciliation talks between different Palestinian factions in Egypt over the weekend has disclosed new information to Al-Quds.

Walid Al-Awad, a member of the Political Bureau of the Palestinian People's Party, revealed that his party presented an initiative that prohibits political arrests and not exclude the resistance's weapons in any internal disputes.

While all parties rejected political arrests in principle, Palestinian President Abbas rejected the notion that the PA had carried out arrests on "political grounds," and that those arrested had attacked public, police and security headquarters. He invited all factions who disputed this to independently verify his claim.

Al-Awad said in an interview with Al-Quds.com that the meeting "discussed political issues and visions in detail" for the first time in years, and focused on narrowing political differences rather than solving them entirely, in order to confront the Israeli occupation as effectively as possible.

Other aspects that were agreed upon by consensus was the role of the Palestine Liberation Organization (PLO) as the sole legitimate representative of the people, and the need to reactivate the body and elect its representatives.

Al-Awad said that while the meeting only lasted four hours, but "opened the door for dialogue." He also pointed to the agreement to hold regular meetings as another positive step, and said that it was essential to name and kick start the follow-up committee as soon as possible.

Amnesty International pans Israeli court's decision to demolish Bedouin village

Washington — Amnesty International has condemned the "deep discrimination" of an Israeli court after it ruled to demolish the village of Ras Jrabah in the Negev region of southern Israel and to evict its 500 Palestinian Bedouin residents.

The international rights group said that the decision, which would pave the way to build a new neighborhood for the Israeli city of Dimona, testifies to the ongoing practice of "apartheid" carried out by Israel.

On Thursday, the Be'er Sehva Magistrate's Court ordered the Palestinians community in Ras Jrabah to vacate their homes and pay a fine of about 117,000 shekels ($31,700).

The authorities refused for the people to merge into the new neighborhood of Dimono, and will instead be transferred to the nearby Bedouin town of Qasr al-Sir.

“This judgment shows how Israel's deeply discriminatory laws around land and property ownership are used to enforce apartheid against Palestinian citizens of Israel, who are systematically denied the same rights as Jewish Israelis,” Heba Morayef, the Regional Director for the Middle East and North Africa at Amnesty International, said.

"This judgment underscores the need to dismantle Israel’s apartheid system, right now. The international community must put pressure on Israeli authorities to scrap these cruel plans, and end their policy of forcibly evicting Palestinians in the Negev/Naqab,” she added.

11 Palestinians killed in clashes in Lebanon refugee camp

Analysts tell Al-Quds: Palestinian reconciliation meeting unlikely to yield results

Two analysts who spoke to Al-Quds believe that the convention between Palestinian factions in Egypt over the weekend was a "formality" that will not yield any changes to the impasse on national unity.

Led by Palestinian President Mahmoud Abbas, the meeting did not vastly differ from previous meetings in terms of content, and the final statement by the parties also echoed past attempts to secure an agreements.

Abbas called for the establishment of a follow-up committee to discuss the issues raised in the meeting, which reportedly included demands from Abbas to limit the resistance to peaceful means that conform to "international legitimacy."

The leader of Hamas' political bureau Ismail Haniyeh had called on Abbas on Sunday to end security cooperation with Israel and to release political prisoners that were detained in a recent crackdown by the Palestinian Authority.

Islamic Jihad, the Popular Front for the Liberation of Palestine - the General Command, the Ba'athist party As-Sa'iqa (the Vanguard for the Popular Liberation War - Lightning Forces) and the Fatah splinter group known as Fatah al-Intifada all boycotted the confab over the issue.

Despite the rare photo-op at the end of the meeting, political analyst Mustafa Ibrahim believes that "no real output" came from the long-awaited meeting. Ibrahim said that the briefing echoed another reconciliation attempt in September 2020 that also fizzled out.

Political analyst Ibrahim Al-Madhoun, however, said that merely holding the meeting at this time warrants "cautious optimism," especially since the gap between Fatah and Hamas is "huge," especially over forms of resistance against Israel's occupation, and in light of the Palestinian Authority's quashing of resistance groups in the northern West Bank.

He also added that the Palestinian people have largely lost hope in such processes.

The meeting of general secretaries was held on the coastal city of El Alamein on Sunday was the latest attempt to achieve intra-Palestinian unity in recent years.

Numerous attempts to end the split between Fatah and Hamas during the 2006 civil war in Gaza, where Hamas secured power in the Strip after winning the election the previous year, have failed.

UN experts call for action to end Israel's 'illegal acts' against Palestinians

Thirty leading human rights experts at the United Nations called on the international community to use a "range of available legal means" to step in against Israel's ongoing occupation of Palestinian territories, and said that the creeping annexation of the West Bank makes apartheid "an unavoidable consequence."

“Israel’s continuous annexation of portions of the occupied Palestinian territory, now focusing on large swathes of the West Bank after unlawfully annexing east Jerusalem, suggests that a concrete effort may be under way to annex the entire occupied Palestinian territory in violation of international law,” the experts said.

The experts pointed to a similar letter of 46 experts to oppose Israel's proposed annexation of the West Bank in 2020. "Our call went unheard then and we cannot stay silent now," they wrote.

They specifically pointed to the powers granted by Prime Minister Benjamin Netanyahu to far-right minister Bezalel Smotrich over the civil administration as evidence of annexation, "which is categorically prohibited under international law."

"Over the last five decades, Israel has confiscated or endorsed confiscation of Palestinian lands and resources, resulting in over 270 colonies housing 750,000 Israeli settlers,” they added.

"While the Israeli settlers in occupied Palestinian territory enjoy civil and political rights, Palestinians are subject to military rule. “The consolidation of an apartheid regime is an unavoidable consequence of such a system,” they concluded.

The experts also pointed to double standards between the United Nations' approach to Palestinians and Ukrainians.

“The large majority of Member States of the UN unequivocally condemned Russia’s invasion of Ukraine and its annexation of Ukraine’s eastern parts as an act of aggression”, the experts said, “and they imposed sanctions on Russia to encourage a cessation of this violation of international law”. “By contrast, Israel’s annexation of the occupied Palestinian territory is obfuscated by political rhetoric, debates and negotiations, which ultimately rest on double standards,” they said.

And they continued: "This proposal for the selective enforcement of international law undermines the foundations of the United Nations Charter and the promise of the universality of international human rights, 75 years after the Universal Declaration of Human Rights."

The experts expressed their deep concern about the escalating scope and brutality of violence against Palestinian men, women and children, noting the violation of the right to life, with the intensification of annexation, calling on Israel to immediately end these violations.

They expressed their fear that the cycle of violence would continue unless the primacy of international law is restored as a basis for peace and security, urging the Member States of the United Nations to take advantage of the range of legal means available to seek an end to these illegal actions.

The experts called for justice, and respect for international law without double standards, to end this cycle of violence and secure a just and lasting peace.

The international experts included Francesca Albanese, Special Rapporteur on the situation of human rights in the Palestinian Territory occupied since 1967; Reem Alsalem, Special Rapporteur on violence against women and girls, its causes and consequences; Pedro Arrojo-Agudo, Special Rapporteur on the rights to water and sanitation; Ravindran Daniel (Chair-Rapporteur), Sorcha MacLeod, Chris Kwaja, Carlos Salazar Couto, Working Group on the use of mercenaries; Olivier De Schutter, Special Rapporteur on extreme poverty and human rights; Surya Deva, Special Rapporteur on the right to development; Fernand de Varennes,Special Rapporteur on Minority issues; Isha Dyfan, Independent Expert on the Situation of Human Rights in Somalia; Dorothy Estrada Tanck (Chair), Ivana Radačić (Vice-Chair), Elizabeth Broderick, Meskerem Geset Techane and Melissa Upreti, Working Group on discrimination against women and girls; Michael Fakhri, Special Rapporteur on the right to food; Ian Fry, Special Rapporteur on the promotion and protection of human rights in the context of climate change; Ashwini K.P, Special Rapporteur on contemporary forms of racism;

Al Jazeera: Abbas presented Haniyeh with new political vision in Turkey meeting

Palestinian President Mahmoud Abbas presented Ismail Haniyeh, the head of the Hamas political bureau, with a new political vision ahead in Ankara on Wednesday night, Al Jazeera reported.

Abbas' proposal comes ahead of the convention of all Palestinian factions slated for the end of the month in Cairo.

Quoting undisclosed sources, Al Jazeera said that Abbas' plan would be based on the framework of the Palestine Liberation Organization (PLO), which the convention is trying to re-energize, and will seek international legitimacy. It will therefore be based on peaceful resistance, and the monopoly on arms of the Palestinian Authority.

Haniyeh reportedly told Abbas that Hamas is targeting the Israeli occupation and has no interest in overthrowing the Palestinian Authority. He stressed that Hamas is committed to resistance in all its forms and does not accept the commitment to international legitimacy.

Abbas also rejected the request from Haniyeh to release Hamas' political detainees in the West Bank, and said that the matter will be linked to the dialogue in Cairo, Al Jazeera stated.

Meanwhile, the Popular Front for the Liberation of Palestine-General Command and the Ba'athist Vanguard for the Popular Liberation War - Lightning Forces threatened on Wednesday to boycott the meeting in Cairo unless political prisoners were released ahead of the meeting.

The Iranian judiciary cancels a death sentence against the background of the protests

The Iranian judiciary has annulled a death sentence issued against a young man in connection with the protests that took place in the Islamic Republic after the death of Mahsa Amini, according to a local news agency reported on Wednesday.

In October, the judiciary ruled the death penalty for Muhammad Qabadlu, 23, on charges of “corruption on earth” in connection with the killing of a police officer who was run over by a car and the wounding of others on the sidelines of protests that erupted in September after the death of Amini after she was arrested by the morality police for non-compliance. Strict dress code.

"The Supreme Court overturned the conviction of ... Qabadlu, and the case will be transferred to another court to deal with the defendant's mental health problems," the Mehr news agency quoted the defense team as saying.

The "Mizan Online" website affiliated with the Iranian judiciary reported in early February that the execution of the death sentence for Qabadlu had been suspended pending investigation into the case of premeditated killing of a policeman. The convict's family asked for his forgiveness at the time, noting that he suffers from bipolar disorder.

The Islamic Republic witnessed a protest movement, starting on September 16, 2022, following the death of Amini after her arrest. It reached its peak in October and November, before it decreased significantly.

Hundreds were killed on the sidelines of the protests, including dozens of members of the security forces, and thousands were arrested in connection with the movements, which Iranian officials considered as "riots" supported by foreign countries.

Since late last year, the Iranian authorities have executed seven people for assaulting members of the security forces on the sidelines of the protests. And human rights organizations confirm that seven others face a similar fate.

Biden administration spokesman: U.S. will not cut aid to Israel over judicial overhaul

Washington — The U.S. State Department said that Washington will not slash military aid to Israel over the government's judicial overhaul, despite President Joe Biden's opposition to the unilateral steps to push the legislation through parliament.

The Deputy Spokesperson of the U.S. State Department, Vedant Patel, responded to Al-Quds' question at a press briefing. "There’s not going to be any cut or stoppage of military aid, and that is because our commitment to Israel and our commitment to Israel’s security is ironclad," he said.

"And the President – and you saw the White House be very clear about this over the past couple of days – has expressed his views in this scenario, that major changes in a democracy need to be enduring, they need to have as broad consensus as possible.  We also understand that talks are ongoing and likely to continue over the coming weeks and months to forge a broader compromise," Patel said.

"We also will continue to engage with our Israeli counterparts and Israeli officials to strengthen the bond between the United States and Israel and to advance our shared democratic values, cooperating on a full range of issues while working through our differences and concerns, like our – most relationships where we have bilateral relations with a country," he added.

Patel's remarks came a day after the Knesset voted to abolish the "reasonableness standard," limiting the Supreme Court's oversight on government decisions and appointments. The law was passed against the backdrop of mass demonstrations across the country, increasing insubordination from military reservists, and a boycott of the parliamentary session from the opposition parties.

They also came a week after U.S. ambassadors to Israel, Dan Kurtzer and Martin Indyk, called on Washington to adopt a new approach to the relationship. "Aid provides the U.S. with no leverage or influence over Israel decisions to use force; because we sit quietly while Israel pursues policies we oppose, we are seen as 'enablers' of Israel's occupation," they told the New York Times.

The United States provides Israel with $3.8 billion in military aid annually.

President Joe Biden has indicated that the judicial reform could impact the "special relationship" between the U.S. and Israel, however, the Secretary of Defense Lloyd Austin reportedly reassured his Israeli counterpart Yoav Gallant by phone on Tuesday that the opposition to the government's conduct would not impact the aid.

Doctors Without Borders: Israeli measures in Masafer Yatta amount to war crimes

Today, Wednesday, Doctors Without Borders (Doctors Without Borders) confirmed that the humanitarian conditions experienced by the Palestinian residents of Masafer Yatta, south of Hebron, as a result of the Israeli measures of forced displacement, have become intolerable, amounting to war crimes, and are in violation of international humanitarian law.

This came during a press conference held in the Jordanian capital, Amman, in which it discussed the repercussions of the humanitarian crisis in Palestine, specifically the health effects resulting from the occupation measures and the forced displacement of the residents of Masafer Yatta, under the title: (Unbearable Life).

"The Israeli coercive measures are undermining the health of people in Masafer Yatta, and its people are at risk of forced displacement," said Enas Abu Khalaf, director of the organization's global regional office in Amman.

She added, "Palestinians living in Masafer Yatta and its surroundings, in the south of the West Bank of the occupied Palestinian territories, face great challenges, such as living in constant fear of displacement, the demolition of their homes, the deprivation of water, the restriction of their movements, in addition to exposure to settler violence."

For his part, the head of the Doctors Without Borders mission in the occupied Palestinian territories, David Cante Ruberez, called on the international community to assume its legal responsibility for what the residents of Masafer Yatta are exposed to.

He added, "About 1,100 residents of Masafer Yatta live in danger of forced displacement, which constitutes a violation of international humanitarian law that Israel must respect, and constitutes a grave breach of the Fourth Geneva Convention, and thus becomes a war crime."

"The residents of Masafer Yatta are subjected to all forms of violence. Soldiers enter villages at night, impose curfews and other restrictions, conduct military training near the residents' living areas, seize vehicles and demolish homes, which has made people's lives unbearable," said Roberez.

"As a humanitarian medical organization, we condemn Israeli policies and call on the Israeli authorities to immediately halt the displacement plan and stop implementing measures that restrict access to basic services, including medical care, for Palestinians in Masafer Yatta," he said.

He urged, "the international community to take urgent and necessary measures to protect the population and ensure respect for their human rights."

In her turn, Maryam Qabas, the supervisor of psychological counseling at Doctors Without Borders, confirmed, "This conference came to shed light on what is happening to the residents of Masafer Yatta, and to convey part of the doctors' experiences and their experience of the reality of the residents' suffering, which is absent from the media."

She stressed that the residents there are subjected to psychological pressures and great daily suffering as a result of the Israeli measures and the occupation’s attempt to forcibly displace them.

The press conference dealt with the health effects resulting from the Israeli measures for the residents of Masafer Yatta, which were witnessed by the organization's team.

During the conference, a documentary film entitled: "Musafir Yatta, the Forcibly Deported" was shown, which included testimonies from villagers who suffer from house demolitions and daily pressures.
