Israel announces the death of a second Palestinian prisoner in "Ofer" prison

The authority and the club added, in a joint statement, that a court session was held for him yesterday, via video technology, while the prisoner was languishing in Megiddo prison, and in the presence of his lawyer, Ashraf Abu Sneineh, in the “Ofer” military court, who confirmed that he spoke with him and asked him about his health, He replied that he was in good health.


The Prisoners' Commission and the Prisoners' Club expressed doubt about the occupation's story, which said that Daraghmeh had suffered a heart attack. They described what happened with Daraghmeh as an "assassination" operation, and pointed out that "whoever kills thousands of our people in front of the world will not hesitate to assassinate the prisoners in his prisons."


The announcement of Daraghmeh's death came in an official statement issued by the Israeli Prison Service, identical to the statement issued following the death of the second prisoner, today, which stated that "one of the detainees in Megiddo Prison felt unwell, and went to the prison clinic to undergo examinations."

Released Israeli: The army abandoned us and Al-Qassam were very friendly

Israeli prisoner Yochavid Lifshitz attacked the Israeli government because of its management of the prisoners’ file in the Gaza Strip, stressing, in return, that Al-Qassam Brigades fighters treated them “with the utmost friendliness, politeness and morals” throughout their captivity in the Gaza Strip.


The Al-Qassam Brigades released the captive Yochavid Lifshitz, yesterday evening, Monday, in coordination with the Egyptian authorities, and for humanitarian reasons, after the occupation refused to hand her over earlier.


Today, prisoner Yochavid Lifshitz spoke in a press conference about the conditions of her captivity, stressing that she and the rest of the prisoners received good treatment in the hands of the Qassam Brigades.


Yochavid Lifshitz said that upon their arrival in the hands of the Qassam Brigades, the fighters told them that they believed in the Qur’an and therefore they would not harm them. Then they were taken to the tunnels, and there they were entered into a large hall in which 25 people gathered. Then, after two hours, the prisoners were separated from each other.


Lifshitz confirmed that a doctor was with them all the time, while another doctor accompanied by a nurse came every two days to monitor their health condition and obtain the necessary medicines for their diseases, and if some medicines were not available, they would bring them alternative medicine, adding that they slept on beds, and ate from The same food the guards eat - bread, cheese, eggs and cucumbers - every day.


She continued: "It appeared that they were ready to receive the prisoners. Everything was ready and everyone's needs were met. They took care of every detail. They were cleaning and disinfecting the toilets. They were afraid of an epidemic outbreak."


Lifshitz indicated that an Israeli raid targeted a location close to where they were detained.


She accused the government, the army, and the Shin Bet of abandoning them and treating them like scapegoats.

UN warns of a severe shortage of basic resources in the Gaza Strip

Today (Tuesday), the United Nations warned of a severe shortage of basic resources such as water, food and medicine in the Gaza Strip in light of the continued Israeli aggression for 18 days, according to what was reported by the German News Agency.


The United Nations Office for the Coordination of Aid Affairs (OCHA) said in a statement that only five of the 24 bakeries contracted with the World Food Program in Gaza are operating and supplying shelters with bread.


The statement stated that the lack of fuel necessary to operate electric generators constitutes the main obstacle preventing bakeries from meeting the local demand for fresh bread, which exposes them to the risk of closure.


According to the statement, bakeries are facing difficulties, as long queues form before dawn, and the average waiting time is six hours, and residents endure this wait to get half the normal portion.


Furthermore, as of yesterday, 17 of the 202 stores contracted with the World Food Program were forced to close. This closure comes as a result of the devastation caused by the hostilities, especially within Gaza City and the northern Gaza governorates, or due to security concerns and blocked roads caused by debris. .


The statement stated that on October 21, the World Food Program indicated that stocks of basic food commodities inside Gaza were sufficient for approximately 13 days.


Despite the availability of basic food items, retailers face major challenges when restocking food from local wholesalers due to widespread destruction and insecurity.


Wholesalers are mainly located in Gaza City and face difficulties in distributing food stocks available in the southern region.


Due to flour and fuel shortages, bakeries are unable to meet local demand for fresh bread and are at risk of closing. The only operating mill cannot process wheat due to power outages.


The cumulative number of displaced people since the start of the round of fighting in Gaza is estimated at more than 1.4 million people. This number includes approximately 590,000 people residing in 150 United Nations educational directorates, and 101,500 people residing in hospitals, churches, and other public buildings.


The number of displaced people in many shelters reached 4,400, while they were designed to host between 1,500 and 2,000 displaced people in each shelter. In many shelters, up to 70 people are housed in one classroom.


It is estimated that more than 15% of internally displaced people suffer from disabilities, but most shelters are not adequately equipped to meet their needs.


The shelters lack the necessary mattresses and medical beds, which causes ulcers and other medical problems that cannot be treated in unsterile conditions. The food distributed also does not meet the needs of people who have difficulty swallowing. For the fourteenth day in a row since October 11, Gaza suffers from a complete power outage, following Israel’s suspension of electricity and fuel supplies to Gaza, which in turn led to the closure of the only power plant in Gaza.


This forced the basic service infrastructure to rely on backup generators, which are limited due to the scarcity of fuel in the Strip. Goods entering Gaza since October 21 through the Rafah crossing do not include fuel.


Four out of 20 trucks that entered Gaza through the Rafah crossing yesterday were carrying vital medical supplies, and these supplies will play a crucial role in strengthening the response to shocks and sustaining basic health care services.


The World Health Organization is coordinating with the Palestine Red Crescent Society to facilitate the rapid delivery of these supplies to major hospitals. Five of the main hospitals in Gaza have resorted to setting up tents inside their complexes to accommodate patients due to the lack of available space. Al-Shifa Hospital in Gaza City, which is the largest in the Gaza Strip, treats About 5,000 patients, which far exceeds its capacity of 700 patients, in addition to approximately 45,000 displaced people who took refuge in and around the hospital. Al-Quds Hospital, which is also located in Gaza City, accommodates more than 400 patients and about 12,000 displaced people. The United Nations statement warned that: These and other hospitals are on the verge of collapse due to the lack of electricity, medicines, equipment, and specialized personnel, and large numbers of patients are being treated on the ground due to the lack of sufficient hospital beds. In addition to fuel shortages, hospital operations are being undermined by frequent breakdowns and malfunctioning of backup generators, which were not designed to operate without interruption. Its maintenance and repair face increasing challenges due to the shortage of necessary spare parts. The Ministry of Health requested the deployment of international medical teams, especially those with experience in the field of trauma treatment and surgical care, to enhance hospital capabilities and provide relief to health workers who have worked tirelessly over the past 17 days.

American Press: A Positive Exit Strategy From Gaza

The ground campaign in Gaza has yet to start as I write on October 16. Much of the world’s focus is rightly on supporting Israel’s stated objectives: destroy Hamas and free the 199 hostages. At the same time, Israel must provide for the humanitarian supply of Gazan civilians and take all possible measures to avoid civilian casualties, consistent with both the laws of war and its legitimate military objectives, as Jim Jeffrey laid out in his recent piece in this journal. 

Now there is a third priority: planning for a positive exit strategy from Gaza once Israel completes the military campaign. Recognizing that the kinetic phase (to use US military jargon) may take many weeks, this planning is nevertheless urgent. To contribute to what is an emerging conversation over planning for future Gaza reconstruction and governance, I outline below two aspects: models to avoid; and a good model to adopt. 

After decades of failed international engagement in Gaza, we owe it this time to the Palestinians, Israelis and Egyptians – and to ourselves – to get this right. 


Bottom Line Up Front: The MFO Model

Once the fighting is finished and humanitarian supply is assured, the IDF should withdraw troops from Gaza as soon as their replacement is in place. A lingering Israeli security presence throughout Gaza will not help post-stabilization efforts, though Israel should continue to maintain a corridor into Gaza in support of the multinational missions. The replacement should be two separate missions with two commands under a single head: one is a multinational gendarme force to maintain order and begin training a new Gazan police force; and the other is a multinational civilian governance team to help the Gazans rebuild economically and begin the process of governing themselves politically. 


We cannot repeat two failed prior efforts in Gaza: the Palestinian Authority and the United Nations Relief and Welfare Agency (UNRWA). They have troubled missions on the West Bank in desperate need of internal reform. They must focus on the West Bank and cannot take on a new mission in Gaza with any realistic expectation of success. 


However, both the Palestinian Authority and UNRWA must be consulted frequently, along with Israel and Egypt. The Palestinian Authority must be assured that the ultimate intention of the multinational mission is for Gaza to decide to reunite with a reformed West Bank Authority. That intention must be publicly and frequently stated: the multinational mission cannot be seen as a continuation of any “divide and conquer” strategy separating Gaza and the West Bank. After it is formed and established in Gaza, the multinational mission must be independent of Israel, Egypt and its member nation governments, with frequent consultations with all of the above.  


The positive model is the Multinational Force and Observers (MFO), a non-UN international organization staffed and funded by 22 member states with a strictly defined mandate. The US and Israel should convene a joint planning team now to begin defining mandates for the two missions – a security mission and a governance/reconstruction mission – while recruiting nations for these two new multinational teams. The Negev Forum countries (Israel, Egypt, Morocco, UAE and Bahrain) should be consulted from the early stages of planning. But the key members are most likely to be American friends and allies in Europe, South America and the Pacific. 

 


Refrain from Doing Harm

In chatting with experts over the past week about Gaza, I confirmed what seems obvious: no one in the international community knows very much about the potential politics of a liberated Gaza. So the key becomes choosing the right personnel who can innovate in a fairly unknown and somewhat unpredictable environment. 

Hamas has killed any competitors for leadership. There are vestiges of Fatah support and some supporters of Mohamed Dahlan, the former Fatah security chief from Khan Yunis who lives in Abu Dhabi. Dahlan is preoccupied with his many business interests in the Gulf these days and was seen as corrupt when he exercised power; he is unlikely to want to return. Likewise the al-Shawwa family, the traditional source of Gaza City mayors under both the Egyptian and Israeli occupations from 1949-1995, hasn’t had significant political support in Gaza since the Hamas coup d’etat of June 2007. 


In short, the Gazans post-Hamas may be able to have a fresh start at self-government. But of course they will need a stable security environment and the support of capable, dedicated multinational teams, who are funded and prepared to stay in Gaza to support the locals for many years. As a point of comparison, the MFO recently celebrated its 40th year in Sinai observing and monitoring the Israel-Egypt peace.

The American-Israeli planning team for post-Hamas Gaza should first take an oath to do no harm, and here is what I mean by that. 

 

No Expatriate Rulers 

One lesson from past failures in Gaza, Iraq, Afghanistan and elsewhere is to avoid the well-educated, English-speaking expatriates whom Americans feel will be welcomed by the locals. Everyone recalls Iraq’s Ahmed Chalabi or Afghanistan’s Hamid Karzai, but more relevant here is the PLO return to Gaza in the mid-1990s. They replicated their Tunis seaside villa lifestyle in the midst of Gaza. They set up armed guards on the corniche to prevent the average Gazan from entering the exclusive residential zone of their new rulers. When the Gazans got a chance, they voted the PLO out of power . 

Even the expatriate Palestinian technocrats in the international organizations are bad fits (though some are impressive individuals, for instance, former World Bank economist Salim Fayyad and former IMF economist Jihad al-Wazir). They have no local followings and don’t have the hard experience of building political constituencies. That’s not their training or background. 

Instead of taking the easy way out of town by dumping Gaza on some set of beguiling expatriates, the multinational governance team should be prepared to work with the local Gazans to build governance capacity – over the course of years. 


No Amateurs or Adventurers – and No Consultants Seeking Their Own Business Interests 

As an Arabic-speaking US diplomat I was assigned in 2003 to the Coalition Provisional Authority in Iraq to help build self-government among Iraqis. That mission attracted hundreds of Americans from outside government service, some very well-meaning, but nearly all of whom had no Middle East experience and thus achieved little to nothing in Iraq. Now some of these volunteers over time built a resume of Middle East experience, they learned from mistakes made, including by them, in the US occupation of Iraq. But we cannot indulge the amateur adventurer model at the Gazans’ and our expense.


We must also avoid the Washington consultants, and current government officials who will exit the revolving door into their former consultancies, who always try to tie anything Middle-East related to the Saudis, because they want those ties for their own private business interests.

On one of last Sunday morning talk shows, I heard one such person say that the way to really defeat Hamas was to achieve Israel-Saudi normalization. I felt a familiar chill creep my spine – this was the kind of talk that after 9/11 had the US invade Iraq, a country that had nothing to do with 9/11. Saudi Arabia – Israel normalization likewise is a completely different issue from rebuilding Gaza. 


Let’s allow Saudi-Israel normalization to develop gradually, maturing from mutual Israel-Saudi interests rather than US inducements. Normalization will be best achieved through private sector contacts that produce benefits seen by the Saudi people. Let’s not try to force it into the Gaza project because some people want to benefit personally from Saudi ties.


So who then?

Governmental and non-governmental organization professional staff – in the US, Europe and a few other places – may not have effective lobbies or media appeal, but they (and especially those with prior Middle East experience) are the most likely to succeed in helping Gaza become self-governing. Among this cohort are many who don’t have the right skill sets for the Gaza mission. Personnel recruitment and selection will be the most important initial step in planning. 


On the civilian governance side, the multinational team will need to be able to bring in a wide variety of expertise, from education to business development, once there is interest by the locals. Again, this cannot be driven from outsiders, including West Bankers. The pace and intensity of engagement has to be dictated by local Gazans and the process could take many years. But identifying and recruiting expertise should begin early in the planning process. 


The MFO has worked effectively for over 40 years and it is the right model for Gaza. There are no Israeli or Egyptian staff in it, nor should there be in the Gaza missions. The MFO security team is usually headed by a non-American military officer while the civilian side is headed by an American diplomat seconded to the mission. The entire staff are government professionals from MFO member countries. 

Now, the Gaza reconstruction mission will be much more complicated than the MFO border monitoring mission. But some MFO elements are directly applicable : funded by member states and intended to be in place for years with no pre-planned end date, and staffed strictly by professionals. 

No one knows what to expect precisely from a post-Hamas Gaza. But we might be surprised at some of the Gazans’ reactions.

Agricultural Relief monitors attacks by the occupation and settlers on farmers in Salfit

Agricultural relief crews and volunteers in Salfit Governorate monitored a series of repeated attacks committed by occupation soldiers and settlers against farmers during the olive harvest season.


Farmers in the villages of Yasuf, Askaka, Kafr ad-Dik, Kifl Hares and Marada, in addition to the city of Salfit, were subjected to a series of attacks. They included beating and shooting at farmers, injuring a number of them, stealing crops, and cutting down trees, with the aim of intimidating them, expelling them, and preventing them from carrying out their work of picking olives under the protection of the occupation army.


It is noteworthy that the farmers of Salfit Governorate are repeatedly exposed to attacks, which have increased in frequency during this season. Salfit Governorate is considered one of the largest olive oil producing governorates in Palestine, and the area of its lands planted with fruitful olive trees is estimated at about 43 thousand dunams, most of which are located in areas classified (C) and close to Settlements and bypass roads.


Salfit Governorate suffers from the encroachment of settlement projects, and its agricultural lands are constantly subjected to bulldozing and confiscation for the benefit of settlement construction. It is also exposed to attacks from settlers who periodically steal crops, break and burn trees, and shoot at farmers under the protection of occupation soldiers.


It is noteworthy that the olive sector in Palestine is the largest agricultural sector, and more than 110,000 Palestinian families make a living from this sector. It is also considered one of the traditional sectors that distinguish the Palestinian people through the means and methods of harvesting, which usually produce high-quality oil varieties that are marketed and consumed locally. And internationally.


Agricultural Relief considers that the conflict based on the olive tree, with its symbolism, is a conflict over land, and for this reason it organizes many campaigns and events during the olive season under the title “We Are With You Campaign” to help them and strengthen their steadfastness on their lands by mobilizing volunteers and distributing production inputs to them.

There was a time when the “Arab-Israeli conflict” concerned Arabs and Israelis. But over the years it has been renamed. The media are telling us today that this is a “Hamas-Israel conflict”.


But what went wrong? Israel has simply become too powerful.

The supposedly stunning Israeli victories over the years against Arab armies have emboldened Israel to the point that it has come to view itself not as a regional superpower, but also as a global power. Israel, by its own definition, has become “invincible.”

This terminology was not simply a tactic aimed at breaking the morale of Palestinians and Arabs. Israel firmly believed in it.

Israel’s “miraculous victory” against Arab armies in 1967 marked a turning point. Israeli Ambassador to the United Nations Abba Eban then declared in a speech that “from the rostrum of the United Nations, I proclaimed the glorious triumph of the Israeli Defense Forces and the redemption of Jerusalem.”


According to him, this could only mean one thing: “Never has Israel been so honored and revered by the nations of the world.”

The sentiment expressed by Eban was echoed throughout Israel. Even those who doubted their government's ability to completely prevail over the Arabs joined the chorus: Israel is invincible.

Little rational discussion took place at the time about the real reasons for Israel's victory and whether that victory would have been possible without Washington's absolute support and the West's willingness to support Israel at all. any price.

Israel has never been a victor knowing how to restrain itself. As the size of the territories controlled by the small, triumphant state tripled, Israel began to strengthen its military occupation of all that remained of historic Palestine.

Obama warns some of Israel's actions in Gaza may backfire

Some of Israel's actions in its war against Hamas, like cutting off food and water for Gaza, could "harden Palestinian attitudes for generations" and weaken international support for Israel, former U.S. President Barack Obama said on Monday.

In rare comments on an active foreign policy crisis, Obama said any Israeli military strategy that ignores the human costs of the war "could ultimately backfire."


"The Israeli government's decision to cut off food, water and electricity to a captive civilian population (in Gaza) threatens not only to worsen a growing humanitarian crisis; it could further harden Palestinian attitudes for generations, erode global support for Israel, play into the hands of Israel's enemies, and undermine long-term efforts to achieve peace and stability in the region," Obama said.

Israel has heavily bombarded Gaza with air strikes since Hamas' Oct. 7 assault on Israel left over 1,400 people dead. Israel's air strikes have killed more than 5,000 Palestinians, Gaza officials say.

Obama condemned Hamas' attack and reiterated his support for Israel's right to defend itself, while cautioning about risks to civilians in such wars.


It was not clear whether Obama had coordinated his statement with U.S. President Joe Biden, who served as his vice president for eight years.


During his presidency, Obama often backed Israel's right to self-defense at the start of conflicts with Palestinian Islamist group Hamas in Gaza, but quickly called for Israeli restraint once Palestinian casualties mounted from airstrikes.

Gaza, a 45 km-long (25-mile) strip of land that is home to 2.3 million people, has been ruled politically since 2007 by Hamas, an Iran-backed Islamist group, but faces a blockade from Israel.

The Obama administration sought, but ultimately failed to broker, a peace deal in negotiations between Israel and the Palestinians.

Since taking office in early 2021, Biden has not tried to resume long-stalled talks, saying that leaders on both sides were too intransigent and the climate was not right.

Obama and Israeli Prime Minister Benjamin Netanyahu had a testy relationship when Obama was in office, including when Obama's administration was negotiating a nuclear deal with Iran. Biden, as Obama's vice president, often acted as a mediator between the two men.


In his statement on Monday, Obama acknowledged that the U.S. had itself "fallen short of our higher values when engaged in war," especially after the Sept. 11, 2001 attacks.

Palestinian prisoner dies in Israeli jails 2 weeks after his arrest

Palestinian administrative detainee, Omar Hamza Hassan Daraghmeh, died in Megiddo Prison last night in mysterious circumstances, the Palestinian Information Centre reported.

The Prisoners and Ex-Prisoners’ Affairs Authority and the Palestinian Prisoners Society said in a joint statement that the Israeli occupation arrested 58-year-old Daraghmeh, along with his son Hamza, on 9 October, and placed them under administrative detention – without charge or trial – for six months.

The statement pointed out that a court session was held for Daraghmeh earlier today via video conference in the Ofer Military Court, in presence of his lawyer, Ashraf Abu Sneineh, who asked him about his health and he replied that he was in good health.

The statement stressed that the Israeli narrative about the circumstances of his death was and will remain questionable.

The joint statement held the occupation fully responsible for the crime, which first began with Daraghmeh’s administrative arrest without charge, under the pretext of a “secret file.”


Several detainees who have recently been detained confirmed that they were subjected to severe abuse and beatings. 

Political experts have said the increase in Israel’s arrest campaign in the occupied West Bank is an effort to ensure it has a large pool of Palestinians should a prisoner swap deal be made with Palestinian resistance in Gaza who are currently holding more than 200 Israeli prisoners of war.
