Washington and its allies vow to put pressure on North Korea

Bangkok - (AFP) - US Vice President Kamala Harris and the leaders of Japan, South Korea, Australia, New Zealand and Canada pledged pressure on North Korea during a session of emergency talks they held Friday to discuss Pyongyang's launch of an intercontinental ballistic missile.

Hours after North Korea launched a missile that Japan said could target the US mainland, Harris met leaders of close US partners on the sidelines of an Asia-Pacific Island summit in Bangkok.

"We strongly condemn these actions and again call on North Korea to cease any further illegal and destabilizing actions," Harris told reporters as the talks began. "On behalf of the United States, I stress our unwavering commitment to our alliances in the Indo-Pacific region," she added.

Japan reported that the missile landed in its territorial waters.

The launch came after weeks of escalating tension with North Korea, which US intelligence agencies believe is preparing a seventh nuclear test.

A White House statement on the Bangkok talks said the six leaders also warned of a "strong and resolute response" if North Korea conducted a nuclear test.

The statement said the leaders agreed that "the path of dialogue remains open to the DPRK," which they called on to "abandon unnecessary provocations and return to serious and sustainable diplomacy."

In a veiled reference to China, which is the most important lifeline for Pyongyang, the statement called on all UN members to "fully implement" UN Security Council resolutions that imposed broad sanctions on North Korea.

Australian Prime Minister Anthony Albanese said the leaders were also calling for an emergency session of the UN Security Council, where China and Russia in May vetoed a Washington-led effort to toughen sanctions against North Korea.

"It's about the world coming together to condemn North Korea's actions and defend peace and security in our region," Albanese told Australian reporters.

But during the meeting, Japanese Prime Minister Fumio Kishida acknowledged concerns that North Korea was ignoring the pressure. "There is a possibility that North Korea will launch more missiles," Kishida said.

South Korean Prime Minister Han Dak-soo stressed that the "blatant" launch should be "never tolerated". "The international community must respond resolutely," Han said.

The meeting is the last in a series of meetings held to discuss the North Korean file.

US President Joe Biden met Sunday with Kishida and South Korean President Yoon Sok-Yul on the sidelines of the Southeast Asian Summit in Cambodia.

The leaders issued a similar warning of a nuclear test, prompting North Korea to denounce the trilateral meeting as evidence of US hostility.

And Friday's meeting showed that the allies will not back down, as three other countries joined their ranks.

Canadian Prime Minister Justin Trudeau said he added his voice to allies by "denouncing in the strongest terms" North Korea's "continued and irresponsible actions."

In turn, New Zealand Prime Minister Jacinda Ardern pledged that her country would "continue to respond forcefully," stressing that she understood the "concern" of Japan and South Korea.

Despite the pressure, the Biden administration believes that China remains the country most capable of putting pressure on North Korea.

Biden met Monday with Chinese President Xi Jinping on the sidelines of the G20 summit in Bali and expressed confidence that Beijing shares the same goals regarding North Korea, which is among the world's poorest and most isolated countries.

"I am confident that China does not want North Korea to engage in further escalation," Biden told reporters after the meeting.

Harris is participating in the Asia-Pacific Economic Forum (APEC) after Biden returned to the United States to attend his granddaughter's wedding.

Biden offered to start a working-level dialogue with North Korea, something Pyongyang showed no interest in.

North Korean leader Kim Jong Un held three showy meetings with Donald Trump, Biden's predecessor, during which he succeeded in easing tensions but without reaching a lasting agreement.

The United States stresses that it will never recognize North Korea as a nuclear power, while most experts believe that Pyongyang will never give up its arsenal.

India prevents a photojournalist from traveling to the United States to receive the Pulitzer Prize

New Delhi - (AFP) - The Indian authorities prevented a female photographer from traveling to the United States to receive the Pulitzer Prize , according to what close to the young winner said, in an additional example of Kashmiri journalists who are subject to travel bans.

Sana Irshad Mato was among four Reuters journalists who won this year's prestigious award for photojournalists.

The 28-year-old journalist has won acclaim for her reporting on life in Indian Kashmir, a disputed territory in the Himalayas that has been militarized and insurgent for decades.

Immigration authorities stopped her at New Delhi airport on Tuesday and prevented her from leaving India, while two of her colleagues were allowed to travel.

Mato later posted a tweet on Twitter showing a picture of her travel ticket with the words "cancelled without any infringement of rights."
Mato, who is also a member of the prestigious Magnum Foundation, regretted the move, which was marred by a "unique occasion".

"I was arrested without any reason while the others were allowed to leave," she told AFP. "Maybe this is related to my being from Kashmir."

This is the second time that a photojournalist has been banned from leaving India this year.

In July, Manu was stopped in the same way at the same airport when she was preparing to travel to Paris to launch her book at a meeting place in the city of Arles, in southeastern France.

India has sought to extend its control over Kashmir, which neighboring Pakistan also claims full sovereignty over, which constitutes a constant source of tension between the two neighboring countries, which have nuclear military capabilities.

Thousands of people have been killed since the start of the rebellion against the Indian regime in 1989, and more than half a million soldiers are still constantly stationed in the region.

Finland allows the export of military equipment to Turkey for the first time since 2019

Helsinki - (AFP) - The Finnish Ministry of Defense announced on Wednesday that it had granted an authorization to export military equipment to Turkey after suspending its export since the fall of 2019, due to Turkey's launch of a military operation in Syria.

The ministry's special adviser, Rika Petkanen, told AFP that the export license relates to steel that will be used to make armor.

"No commercial export licenses have been issued to Turkey since October 2019," Petkanen added.

The resumption of licenses to export military equipment is one of the conditions set by Ankara to give the green light to Finland and Sweden's accession to the North Atlantic Treaty Organization (NATO).

Stockholm lifted the suspension of exporting this equipment to Turkey at the end of September.

This announcement comes after Ankara on Tuesday postponed talks with Sweden and Finland about their accession to NATO, coinciding with Turkish President Recep Tayyip Erdogan's condemnation of Stockholm for allowing a demonstration during which a far-right activist burned a copy of the Qur'an in front of the Turkish embassy in Sweden.

The Finnish Defense Minister's decision was immediately criticized by one of the parties involved in Prime Minister Sanna Marin's government.
Left Alliance party leader Lee Anderson said on Twitter that her party "does not support exporting defense equipment to countries at war or violating human rights. We believe Finland should not grant an export license to Turkey."

Tunisia sends "reassurance" messages, but without apology, following the president's speech on immigrants

Tunisia - (AFP) - Tunisian Foreign Minister Nabil Ammar confirmed Monday, in an interview with Agence France-Presse, that his country is sending messages of "reassurance", but excludes an apology, following criticism that considered President Kais Saied's speech regarding immigrants from sub-Saharan African countries "racist". .

Tunisian President Kais Saied stressed on Tuesday that "urgent measures" should be taken to stop the flow of irregular migrants from sub-Saharan Africa to his country, stressing that this phenomenon leads to "violence and crimes."

Saied's remarks came while he chaired a meeting of the National Security Council at the Carthage Palace on Tuesday, "dedicated to urgent measures that must be taken to address the phenomenon of the influx of large numbers of irregular migrants from sub-Saharan Africa to Tunisia," according to a statement by the Tunisian presidency.

Many NGOs denounced the speech as "racist and hateful", and the African Union denounced it and considered the president's remarks "shocking" and called on member states to "refrain from any racist hate speech".

"It is a tendentious interpretation of the statements of the higher Tunisian authorities on this matter. A few days have passed since this happened and we must now remain calm, and messages of reassurance have been sent through official and other channels," the foreign minister told AFP.
And he continued in the context of his speech, "No, the issue of apology is not raised, we did not harm anyone."

According to official figures reported by the Tunisian Forum for Economic and Social Rights, Tunisia, with a population of about 12 million, has more than 21,000 citizens from sub-Saharan Africa, most of whom are in an illegal situation.

"For legal immigrants, no problem. On the contrary, we want more," the minister added. As for "illegal immigrants, they are invited to return to their homes, but with respect for their rights and dignity."

Following Said's strongly worded rhetoric, a number of NGOs and witnesses reported an escalation of attacks against African migrants in Tunisia.

"We should not confuse individual behavior with what the authorities do. The authorities take all measures to protect all migrants in Tunisia, whether they are legal or illegal," Ammar said.

The minister, who has been in office for three weeks, justified Saied's speech, saying that "the Tunisian authorities have the right to alert when illegal immigrant flows increase, with all the consequences that may ensue."

Said's statements about the existence of a "criminal arrangement prepared since the beginning of this century to change the demographic composition of Tunisia" in order to "settle irregular migrants from sub-Saharan Africa" in the country, reinforced comparisons with what is known as the "Great Replacement" conspiracy theory, which is defended in France by the right-wing. Extremist Eric Zemmour.

Ammar commented, "It is just one element (of the discourse), why did the commentators focus on this element to make it central? Even if this study was found, where is the problem with that? It is not the Tunisian authorities that produced it."

Ammar added, "There were testimonies in video clips, I do not want to mention them because I do not want to participate in the development of this debate, but there were testimonies given by immigrants from sub-Saharan countries and they said + here we are at home and so on + I do not even want to talk about that".

The majority of migrants from sub-Saharan countries arrive in Tunisia, some of whose coasts are less than 150 kilometers from the Italian island of Lampedusa, and then try to migrate illegally to Europe by sea.

Some NGOs consider Tunisia, whose coast guard regularly intercepts migrant boats bound for Europe, to be a key player in monitoring migration routes in the Mediterranean.

The minister continued, "We are in a difficult situation between the north and the south. When we say that there is a problem, they accuse us of racism. Do you see how unfair that is?"

He also denied accusations by non-governmental organizations and the opposition that Said's discourse on immigrants aims to distract public opinion from the deteriorating living conditions and the tense political situation with a series of arrests in political circles.
"Of course not... These are their interpretations... This is not the reality," he concluded.

Shtayyeh said: "The settlers' terrorism is a result of the incitement of the Israeli government ministers, and what happened in Hawara and its environs is the greatest evidence of the danger of this extremist government that is pushing for more killing and violations against our people, accelerating the pace and density of settlement, and the Judaization of Jerusalem."

He added, "The laws imposed by the Israeli government and judicial amendments will not only be reflected internally and help extremists consolidate their control over power, but also threaten the Palestinians, their children's lives, and their lands."

And the Prime Minister continued: "The approval and passage of the Israeli Knesset today's preliminary reading of the draft law to execute prisoners is a manifestation of these racist and criminal policies that defy international norms, conventions and covenants."

He said, "Israel imposes a state of apartheid by de facto and legislation, and this matter was documented by reports of prestigious international institutions, such as Human Rights Watch and Amnesty, as well as Israelis such as B'Tselem."

On the other hand, the Prime Minister discussed with the German minister the need to build on the Arab peace initiative in order to fill the political vacuum and protect the two-state solution, stressing that any development efforts without a political horizon will not be sufficient.

The Prime Minister welcomed the German stance towards the settlers' crime in Hawara, which appeared in the statement of Foreign Minister Analina Berbock, who denounced "settler terrorism."

He expressed his appreciation to the Federal Republic of Germany for its support in many sectors, whether technical and vocational education, water, infrastructure, and most importantly the spirit of partnership between Palestine and the Republic of Germany in order to end the occupation and establish a Palestinian state.

The two sides discussed the Palestinian-German bilateral dialogue, and the joint committee meeting in Berlin next April.

For his part, the German minister expressed his country's commitment to support peace in accordance with the two-state solution and the resolutions of international legitimacy and to continue economic support to support the Palestinian people.

Under American pressure, the Security Council fails to issue a statement condemning settler attacks

New York - (AFP) - Agencies - The UN Security Council , in its session held on Tuesday evening, failed to reach a statement condemning settler attacks against Palestinians and their property in the town of Huwwara .

UN sources attributed the failure to issue the statement to the United States exerting great pressure to withdraw the draft resolution, and it threatened to use its veto.

Following a closed meeting of the Security Council, the Palestinian ambassador to the United Nations, Riyad Mansour, called on the council to "take action" to "protect" its civilian citizens after the attack by Israeli settlers on the village of Hawara in the occupied West Bank.

Mansour told reporters, "We believe it is the responsibility of the Security Council (...) to take measures to ensure the protection of the civilian population, especially after the criminal and terrorist act committed by the settlers in Hawara and the neighboring towns and villages."

The Security Council held this emergency meeting at the request of the United Arab Emirates, after the village of Hawara in the northern occupied West Bank, on Sunday night, was subjected to widespread vandalism and destruction, during which houses and cars were burned in an attack launched by settlers in retaliation for the killing of one of them.

Mansour added, "It would have been wonderful if the Security Council had gone there to see with its own eyes (...), to feel the horror in the heads and hearts of children, women and families."

Mansour made this statement, and the Maltese ambassador to the United Nations, Vanessa Frazier, stood by him, whose country assumed the rotating presidency of the Security Council during the month of February.

Frazier said that "all the countries around the table" of the Security Council agree that "we should try to find out if there are ways to end incitement to violence and promote dialogue."

"Both sides must refrain from violent actions and statements," she added.

For the first time in six years, the UN Security Council last week issued a statement condemning the Israeli settlements in the Occupied Palestinian Territories. The statement was issued unanimously by the 15 members of the Council, including the United States.

"We will continue to knock on the council's door, not only to speak with one voice, but for it to take other measures," Mansour said.

"Protection, protection, protection is what the Palestinian civilian population is asking for," he added.

Since the beginning of this year, violence and confrontations have killed 63 Palestinians, including fighters and civilians, some of whom are minors, and 11 Israelis, including three minors, as well as a Ukrainian woman, according to an AFP count based on official Israeli and Palestinian sources.

Israel has occupied the West Bank, including East Jerusalem, since 1967. The Israeli settlements, where about 475,000 settlers live, are considered illegal under international law, while the number of Palestinians in the West Bank is 2.9 million.

Moscow expels Estonian ambassador, accusing Tallinn of 'hostility to Russia'

Moscow - (AFP) - Moscow announced Monday the expulsion of the Estonian ambassador, accusing Tallinn of "hostility to Russia", after Estonia expelled earlier this month 21 Russian diplomats and other embassy staff.

The Russians, on the one hand, and the Westerners, on the other, have intensified the expulsion of diplomats in recent years, especially since Russian forces launched their invasion of Ukraine on February 24. But this is the first time that an ambassador has been expelled to his country since the start of the Russian attack.

"The ambassador of the Republic of Estonia must leave Russia on February 7, 2023," the foreign ministry said in a statement, referring to the downgrade of diplomatic relations to the charge d'affaires.

"In recent years, Estonian leaders have deliberately destroyed all relations with Russia.

Tallinn has made state policy out of complete hatred of Russia and a culture of hostility towards our country.

According to Moscow, Estonia's January 11 announcement of the expulsion of Russian diplomats confirms the "policy of destroying relations" between the two countries.

"The full responsibility for the development of this situation in relations between Russia and Estonia rests with the Estonian side. We will continue to respond to the hostile measures taken by the Estonian leaders," the ministry noted.

Estonia, which supports Ukraine in its dispute with Russia and which has many points of contention with Moscow since the collapse of the Soviet Union, justified the expulsion of Russian diplomats by the need to "achieve parity" in the numbers of diplomatic staff for the two countries in Tallinn and Moscow.

Last April, Russia ordered the closure of the Estonian consulates in St. Petersburg and Pskov and declared their employees "persona non grata".

Moscow made its decision after the three Baltic states, Estonia, Lithuania and Latvia, expelled Russian diplomats following the invasion of Ukraine.

Russia has expelled diplomats several times since the outbreak of the conflict, notably 34 Frenchmen in May and 14 Bulgarians in August.

Islamabad summons the US ambassador after Biden considered Pakistan "the most dangerous country in the world"

ISLAMABAD (AFP) - Pakistan on Saturday summoned the US ambassador to seek an explanation for US President Joe Biden's description of the South Asian country as "one of the most dangerous countries in the world" and his questioning of nuclear safety protocols.

Biden made his seemingly unprepared comment Thursday night while speaking about US foreign policy during a private Democratic Party fundraiser in California. But the White House later published the transcript of his remarks, which sparked outrage in Pakistan.

Relations between Washington and Pakistan have been strained since last year, when the United States ended the two-decade war in Afghanistan.

Pakistan provided important logistical support in the war, but US officials believe Islamabad's powerful military and intelligence apparatus also helped the Taliban, who returned to power with the withdrawal of foreign forces from Afghanistan.

And Biden was talking about his usual contacts with Chinese President Xi Jinping, when he said, "Did anyone expect that we would be in a situation in which China is trying to define its role in relation to Russia, in relation to India and in relation to Pakistan?"

"This is a guy who understands what he wants but he has a huge set of problems. How do we deal with that? How do we deal with that in relation to what's happening in Russia?"

"And what I think is probably the most dangerous country in the world: Pakistan. Nuclear weapons, but without any coherence."
Hours after publishing the text of his speech, US Ambassador Donald Bloom was summoned to the Ministry of Foreign Affairs in Islamabad.

He said Pakistani Foreign Minister Bilawal Bhutto Zardari during a press conference in Karachi, "I discussed the matter with the prime minister and summoned the US ambassador ... to take formal action."

"I was taken aback by President Biden's remarks. I think that's exactly the kind of misunderstanding that arises when there is a lack of communication," he added.

It seemed that Zardari allows Washington some space to interpret the statement, as he said, "The ceremony was not official, it was not a speech to the nation or a speech before Parliament."

He continued, "We have to give them an opportunity to explain this situation. I do not think that this should negatively affect relations between Pakistan and the United States."

The United States is wary of Pakistan's close partnership with China as Beijing pushes ahead with a $54 billion "economic corridor" project to build infrastructure that would give Beijing access to the Indian Ocean.

Washington has long stressed that China will be the biggest beneficiary of the project and will leave Pakistan mired in debt that it will not be able to bear.

Pakistan has ignored warnings from the United States, which considers China its number one global rival.
