On this occasion, the following facts must be taken into account.



Oslo died Israeli

If we do not consider that Oslo was stillborn, then it has died in Israel since the failure of the Camp David summit in the year 2000, and instead of abandoning it and adopting a new approach, new parties were brought under its roof through the involvement of the factions that boycotted the 1996 elections and participated in the 2006 elections, without linking Its participation in the agreement means abandoning it and adopting a national project. Rather, it is now required to agree through the government in which it participates to the terms of the international Quartet. The worst thing is the continuation of the Palestinian, Arab and international attempts to revive Oslo, and it is natural that these attempts fail, to the extent that no one calls for its revival and the resumption of negotiations other than the Palestinian side, and some Arabs and friends compliment him despite their realization that Oslo is behind us, and it cannot be revived while it is in ruins. And they did this to ensure that the status quo, which they see constantly changing for the worse, remains.

And when the US administration talks about its adherence to the two-state solution without doing anything to achieve it, it is thus drugging the Palestinians and pushing them to continue clinging to the tails of the political process, so that they do not adopt another approach that the Palestinian leadership has been threatening and adopting for 12 years, and has issued decisions to translate this in the Central and National Councils. It repeated its approval several times without implementation. Because it does not have the necessary will to change the course, and because it fears confrontation and the reaction of the beneficiaries of the so-called “peace process”, and they have become a great force, and rely on a complete and integrated structure that cannot be underestimated at all, and the opposition remained demanding, and awaiting the implementation of the official leadership of the decisions taken.

The fall of the solution theory and the adoption of apartheid alone is not a solution

The fall of the two-state solution through negotiations and concessions does not open the way to one state by adopting the discourse of rights and law, as some imagine. A movement that was unable to end the occupation of part of Palestine will not be able to remove Israel, or defeat the Zionist project, dismantle the system of racist privileges, and establish a single state in Palestine. Talking about a one-state solution without linking it to the defeat of the Zionist project is another aspect of Oslo. What frightens the official leadership about confrontation and the consequences of changing course, and what worries the opposition and makes it reluctant to articulate a practical alternative to the Oslo authority, is the fear for their interests, the gains and positions they obtained, and the dominance and consolidation of the Israeli right, and its sweeping control over Israel, contrary to the expectations of many, who They bet on the decline of Israel, and that it is about to disappear, or they bet on the historic reconciliation with the Zionist movement.

While it is necessary to realize the impossibility of changing this right-wing Israeli reality in the immediate term, and for several years to come at least; Because he rules without a competitor from the left, or what is called the "peace camp".

The greatest competition in Israel has become between the right and the most extreme right. As for the remnants of the left and the center, they are a small minority that do not have an alternative to the right, but identify with it, and cannot rule alone without the participation of right-wing parties in the government, as happened after the fall of the Netanyahu government, and it will be It has the veto in any government in which it participates, and it is the decision-maker, as we saw in the government of Naftali Bennett, and the subsequent government of Yair Lapid, who, as evidenced by his incursion into Palestinian blood and the Judaization of Jerusalem, especially Al-Aqsa, competes with the fiercest right in his hostility to the Palestinians.

Resolve the conflict, not reduce it

The ruling right in Israel does not continue to manage the conflict, as did the Israeli governments since Oslo and until Benjamin Netanyahu’s return to power in Israel in 2009. Rather, it began to resolve the conflict and escalate it, and not to reduce the conflict as the ruling circles in Israel claim, and Palestinian circles believed it. It is Arab and international. Rather, what is taking place is frantic Israeli attempts to resolve the conflict and liquidate the Palestinian cause from its various dimensions, as evidenced by what is happening in Jerusalem, Al-Aqsa and the entire West Bank in terms of Judaization, displacement, colonization, settlement and racism, as well as repeated military aggression and continuous siege of the Gaza Strip, and the application of the racist national law in Israel, intensified efforts to liquidate UNRWA, change the definition of a refugee, settle refugees, write off the right of return, and displace refugees to new areas of refuge.

What is happening leaves no room for doubt that what is happening before us is the establishment of the one Jewish Israeli state, through an increasing effort to annex and Judaize the West Bank, or large areas of it to Israel, and not the establishment of a state or a semblance of a Palestinian state, neither in the West Bank and Gaza Strip, nor in the West Bank alone. Not only in the Gaza Strip, the political content of the occupying state’s relationship with the Palestinians has been set aside, and it now deals with them as individuals and not as a people, and that what is required is to use all means to push them to accept, or at least, to coexist and deal with the reality imposed by Israel on the ground, which makes the Israeli solution the The only feasible solution.

Will the settler-colonial project succeed in settling the issue?

This makes it at best to keep the cause alive, but it does not have the ability to continue and escalate, and most importantly Accumulation and achievement of political achievements and victory; What makes heroics and valiant resistance mere sacrifices and heroics.

There is no alternative to changing the path and discourse, liberating it from the theory of ready-made solutions, and adopting the path of national liberation from settler colonialism that rules through military occupation, apartheid and aggression in all its forms, and aims to confiscate and Judaize the largest area of land and the least number of the indigenous people of the country with separation from them, and complete control over them.

This is the required path that stops the collapse of the national movement and rebuilds it jointly, or builds a new national movement that can unite the entire people by combining the discourse of interim and final solutions and the various forms of resistance, the common perception, the special circumstances and priorities of each gathering, and between ending the occupation and rights. Civil, patriotism, apartheid, equality, the right of return, self-determination, and a radical historical and democratic solution, but in conjunction with the challenge of the racist colonial project, and the struggle to defeat it, not to improve the conditions of life in it, with the importance of extracting any gain, no matter how small, but on the condition that it be linked to a broad horizon.

And he adds: "Through the stations of his captivity, my brother moved between all Israeli prisons, and he was punished by isolation in solitary cells more than living in prisons with his fellow prisoners. Isolating him from the outside world was the most difficult thing for him, as he was subjected to penalties of deprivation of visits, clothes and two canteens."


Youssef continues: "Nevertheless, before he fell ill, he was able to complete his undergraduate studies in political science at the Hebrew Open University and obtained his bachelor's degree. He aspires to complete a master's degree in the same major, but the occupation punishes him and prevents him from continuing his studies."

In addition to the weakness of the position and the inability of the Palestinian leadership, which still does not believe in anything other than negotiations to end the occupation and fights the resistance and bets on the American position and sponsor of the stalled Palestinian-Israeli negotiations, and what remains of them and the Oslo agreement is only sacred security coordination, which increased the marginalization and absence of the Palestinian cause internationally and in the Arab world. The internal Palestinian politics go from one setback to the next, and the internal political disputes are exacerbated, which in turn affects the level of Arab and international sympathy and solidarity with the Palestinian cause. Division, siege, wars, and Gazan life are devastated at all levels. The Palestinian case is unique, as the Palestinian elections took place in 1996 and then did not take place until after the martyrdom of President Yasser Arafat, as President Mahmoud Abbas was elected in 2005, and presidential elections can only be held after the death of President Abbas, may God extend his life, and then The radical change is taking place in the Palestinian case. But that does not mean stillness, as the Palestinian cause is governed by a rule that states that "the momentary variable is the only constant." ‏
The current official Palestinian leadership bears all responsibility for what the Palestinian cause has reached. Therefore, it and the factions and the national whole are required to take the following steps:
1. Implementing the decisions of the National and Central Councils regarding defining the relationship with Israel, withdrawing its recognition, and ending security coordination from the Palestinian dictionary. ,
2. Starting from the agreement that took place between the Palestinian organizations in Cairo in February 2021, with Egyptian mediation, which provided for the holding of the third general elections, as Presidential Decree No. 3 was issued on January 15, 2021, to hold presidential and legislative elections. And the National Council, which is to hold legislative elections on May 22, 2021, and according to the decree, presidential elections will be held at the end of July 2021, given that the results of the Legislative Council elections are the first stage in the formation of the Palestinian National Council, provided that the election of members of the Council is completed The National Assembly at the end of August 2021, in accordance with the basic system of the Liberation Organization and national understandings, so that the elections for the National Council will be held wherever possible, and the general elections will be reconsidered on the basis of this agreement, from the stopping point that began when the legislative elections were postponed on April 30, 2021.
3. Formation of a national unity government whose main task is to prepare for the legislative and presidential elections to renew the legitimacy of all the bodies of the Palestinian people, including the National Council, the Central Council, and the Executive Committee.
4. Immediately lifting the blockade imposed on the Strip, announcing the end of all decisions taken by the President regarding the Strip and Hamas, and treating Gaza employees as employees of the West Bank.
5. Rehabilitation of the Palestine Liberation Organization, and the consideration of the Palestinian Authority and its government as one of the bodies of the Liberation Organization, leading to the termination of the Authority in its current form, so that the Liberation Organization is the one with sovereignty over power, and not the other way around.
6. Reforming the Palestine Liberation Organization, by taking an urgent step represented by the joining of the Hamas and Islamic Jihad movements to the organization, leading to the reconfiguration of the organization’s committees based on the elections.
7. Dealing positively with the vision paper that Ismail Haniyeh, head of the political bureau of Hamas, presented to the Egyptian leadership at the end of November 2021, and the document of leader Nasser Al-Qudwa, which he presented at the end of July 2022, to get out of the Palestinian crisis, which is a programmatic paper. A mission that can be built on, and open a serious dialogue towards implementing its provisions. ‏
8. Opening the way for the masses to take the initiative, and for the security services not to interfere with the popular action. Rather, the security services must be a supportive factor supporting the movements and protecting the people from the danger of occupation. ,
9. Releasing political prisoners in both parts of the country, stopping media harassment, and preparing the atmosphere for initiatives of unity and cohesion in confronting the occupation.
10. The Palestinian Authority between state and chaos

The final indecisiveness of the Palestinian leadership regarding the transition from a status of a limited self-governing authority to a state under occupation, even though President Abu Mazen, in his speech at the United Nations General Assembly, left the door open to all possibilities, requires a rational and objective approach to the future of the authority and its obligations according to the Oslo Accords, especially since Voices are rising calling for its overthrow, and some are working to weaken it. This coincides with: the escalation of commando operations against the occupation, the increasing state of anger against the authority, continuous Israeli efforts to weaken the authority, the suspension of the political settlement process, the consolidation of division, and the absence of a horizon for the electoral process.

We wrote dozens of articles on the national authority and talked about the subject in dozens of conferences, seminars, interviews and through audio-visual media, in which we said that the self-rule authority restricted by the requirements of the Oslo Accord is not a final or fixed given of our national rewards, but rather it is a temporary condition that can be overcome if there is the national will to change its function. Or by moving to the state or by returning to the state of national liberation, as we distinguished between the principle of the existence of a national authority on the one hand and the mistakes and abuses of the ruling political class on the other hand. However, for some to demand the dissolution of the authority without preparing a national alternative, this will lead to a state of chaos from which only the enemy will benefit. Today, after the passage of lean years, there has been no transition towards the state, nor a return to the state of national liberation, nor the rebuilding and revival of the PLO, nor an end to the division, but rather the authority has become even weaker. The weakness and exposure of its opponents has increased. Some are still calling for the abolition of the authority or working to weaken it!

The effects and repercussions of overthrowing or dissolving the Palestinian National Authority will not be limited to the collapse of the government and its institutions and the consequent cessation of the payment of salaries and the provision of basic services to the majority of citizens, or the end of the Fatah movement’s control over power. The Zionist entity and those with a non-national agenda, and with the state of weakness that the PLO is in, the Hamas movement and its authority in the Gaza Strip remain the main address for the Palestinians, and Israel is ready to deal with this address.

It is not a questioning of the intentions of all opponents of the authority, nor of the intentions of all the armed youth expelled from Israel and sometimes from the authority in the West Bank; The latter accumulated mistakes, which angered many, even those who belong to the PLO and the Fatah movement and defend the principle of the existence of a national authority. However, it is not guaranteed that weakening or overthrowing the authority serves the national interest in the absence of a national alternative to replace it.

There are three active political parties in the political scene: Israel, the Palestinian Authority, and the opposition forces - without ignoring other forces, including Arab and regional countries, that work in secret and without official addresses. Israel has well-known goals, and it is hostile to the Authority as well as its opponents, even if it coordinates tactically with some of them, because it considers every Palestinian an enemy to it, just as it views the West Bank as part of (the Land of Israel) and will not give it up to anyone. As previously mentioned, although it sees itself as a national achievement and gain and is supported by a large segment of the people, but what about the opposition parties?

The word or term “opposition” in the Palestinian case is ambiguous and ambiguous. If most of the opposition forces declare their hostility to Israel and stand against the authority, they do not agree on everything else, nor do they have any vision or strategy for the post-collapse period.

Under the heading of the opposition, the ropes are mixed with bombs, in which:

1- Activists and civil actors who oppose the authority because of its violations of freedom of opinion and expression, or the existence of corruption in it, or against some of its political positions, but they are not against the principle of the existence of a national authority, and among them are those who belong to the Fatah movement and the organization's factions.

2- Al-Aqsa Martyrs Brigades, and they say that they are part of the Fatah movement, and the latter is the one that leads the authority!

3- Hamas and Islamic Jihad, with their hidden differences and disagreements. They are also committed to a truce with Israel in the Gaza Strip and binding on them even in the West Bank and the 48 areas.

4- The Islamic Liberation Party, which tweets alone and disagrees not only with the authorities, but with all other opposition parties.

5- Young men from the security services decided to rebel against the Dayton Doctrine, which deluded them that security coordination and suppression of activists and opponents of the authority achieve security and safety and bring the desired Palestinian state closer, but they discovered that what they are doing serves the occupying state more than it serves the Palestinian people.

6- Some families, clans and class of beneficiaries of the occupation who feel that the authority threatens their influence and interests.

7- And there are those who were formed by Israel to form the village associations again.

8- There are those who owe loyalty to Jordan and their loyalty to Jordan is stronger than their loyalty to Palestine.

9- And do not forget the criminals, thieves and bandits concerned with chaos, because it facilitates their criminal work.

10- In addition to spies and agents of Israel working in secret or under various names, we may find some of them in civil society institutions and within the authority itself.

If Israel is reducing the powers of the PA and its areas of influence and is trying to weaken it by various means and does not trust it despite all the political flexibility and security coordination provided by the PA leadership... Will it trust the opponents of the PA and this is their situation? Is it possible to grant them powers and the possibility of working that serve the national interest more than it granted the Liberation Organization and the national authority emanating from it?

There are those who compare, in the context of defending the national authority, between what was happening in Gaza before the Hamas coup and what is happening in the West Bank these days, and we believe that the comparison is relatively correct in one aspect, which is the weakening of the national authority. Israel is ready to leave the Strip, and Hamas was ready to take it. As for the West Bank, Israel will not allow any Palestinian national party to control the West Bank, because in its eyes, the West Bank is an essential part of their alleged state.

This does not mean sticking to power and defending it in its current situation, whether it is unjust or oppressed. Rather, we call for rational thinking for the sake of the national interest, away from the calculations of Arab and regional countries and those with foreign agendas, especially since the Palestinians’ experience with these countries and agendas throughout the decades of the history of the Palestinian cause was painful, and nothing will change it. Something about the slogans and ideologies raised by these parties, and we should also take advantage of what happened to the first uprisings in 1987 and the second in 2000, and how the absence of a vision and a unified national strategy led to the lack of practical political achievements.

On the other hand, the Palestinian leadership is required to work hard for the transition from the authority to the state, while we are aware of the legal and practical challenges and difficulties of this transition. All the Palestinian people, and in order for it to be so, it must be in the context of a national consensus, or the matter must be done through a popular referendum. We believe that the issue deserves discussion in the (reconciliation) meetings in Algeria, which, although we are not optimistic about achieving important breakthroughs, we hope that it will go beyond the frivolous dialogues that took place over the years in Cairo and other Arab and foreign capitals.
