According to NEWSWEEK, Zelensky said in an interview Sunday with Ukrainian media that "we are likely to get this exact model, the Israeli model that includes weapons, technology, training and financing."


Such an arrangement would provide Ukraine with less security compared to its membership in NATO, which US President Joe Biden said would not happen before the end of the war. But such training would make Ukraine a crucial long-term partner for the United States in Eastern Europe, while sending Russia the message that Western support for Kiev will not diminish.


Experts believe that the current arrangements between the United States and Ukraine are a reliable temporary arrangement until the issue of Ukraine's membership in NATO is clarified.


A bilateral security alliance similar to the agreement between America and Israel is supposed to create a permanent stream of military aid to Ukraine, along with training, intelligence cooperation, and other resources. Since the beginning of the Russo-Ukraine war, the US Congress has approved military aid to Ukraine on an ad hoc basis, which has created uncertainty for military planners in Kiev, military experts say.


A long-term security guarantee could also help insulate Ukraine from changes in power in the White House and Congress caused by the elections. A growing number of Republicans in Congress and some of the party's 2024 presidential candidates oppose more military aid to Ukraine.


But it is not clear from Zelensky's comments whether the negotiators are using Israel as a model for Ukraine, or whether this is simply the direction he would like the talks to go. Zelensky is known to urge Western allies to try to get them to do more to support Ukraine.


It is noteworthy that the Ukrainian president's comments last Sunday were not the first time that Zelensky raised Israel as a possible model for moving forward in the relationship between the United States and Ukraine.


The administration of US President Biden has not publicly disclosed much about the security negotiations with Ukraine since the announcement in early August of the start of the talks.

Around 45,000 Perform Friday Prayers in Al-Aqsa Mosque

Tens of thousands performed Friday prayers at the Al-Aqsa Mosque in the Old City of occupied Jerusalem, despite the strict military measures imposed by the Israeli occupation forces at the gates. 


The Waqf in Jerusalem estimated that about 45,000 worshipers performed Friday prayers at the holy site, who came from various areas of the West Bank, Jerusalem, and within the '48 territories. 


The occupation forces were stationed across the city and the vicinity of Al-Aqsa Mosque, stopping worshipers, checking their IDs and preventing dozens from entering the mosque.

The Future of Hamas

In October Hamas is supposed to be conducting its internal elections for the new political bureau and other leadership institutions. What has been reported is that the competition for the head of the political bureau, which is the highest political body in Hamas is between Yehya Sinwar who heads Hamas in Gaza, and Salah al Aruri, who is currently number two in the political bureau today.  The Hamas internal elections are secretive and they are conducted separately in the West Bank, East Jerusalem, Gaza, the diaspora, and within the Israeli prisons. Those who vote are secret and the process is carried out over a period of weeks. Sinwar cannot run for leading Hamas in Gaza because he has served two terms and that is the limit. These elections could be crucial for the future of Hamas and, therefore; they are important for the future of Palestine and for the future of Israel. 

 

Aruri is one of the founding commanders of Izz ad-Din al-Qassam Brigades, the Hamas military apparatus. He is regarded as "the military commander of the West Bank”. Aruri originates from the West Bank.  He studied Sharia law at Hebron University where he was elected head of the Islamic faction in the University. Aruri built up the military wing of Hamas in the West Bank and he was arrested by Israel in 1990. In total, he spent 15 years in prison. In 2010,Aruri was expelled from the West Bank and Gaza and went to Syria. In 2011, Aruri was a member of the Hamas negotiating team that negotiated with Israel the release of Gilad Schalit together with 1027 Palestinian prisoners.   One of the released prisoners was Yehya Sinwar. 

 

Sinwar was also one of the founders of Hamas’ military apparatus. He grew up in Khan Yunis in Gaza and was a classmate of exiled Palestinian leader Mohammed Dahlan (who lives in Abu Dhabi). Sinwar studied at the Islamic University of Gaza and received a BA degree in Arabic studies. His family originates from Asqelon (today’s Ashkelon). Sinwar was first arrested in 1982, he spent 22 years in Israeli prisons. According to Israeli sources in 1988, he masterminded the abduction and killing of two Israeli soldiers and the murder of four Palestinian whom he suspected cooperating with Israel, for which he was arrested, convicted of murder, and sentenced to four life sentences in 1989. According to Israeli intelligence officers that I engaged with in the Schalit negotiations, Sinwar never killed Israelis, but he did kill Palestinians suspected of working for the Israeli security. 

 

Today Aruri is considered to be one of the more extreme leaders in Hamas. Aruri has been behind the renewing of relations between Hamas and Iran, after a break away from Iran in 2012. Aruri is also believed to be the driving force encouraging young Palestinians in the West Bank to attack Israelis. Sinwar is considered to be the most pragmatic leader that Hamas has produced since its founding. Sinwar kept Hamas out of the direct line of fire in the last two Israeli military operations in Gaza. Already in May 2018, on Al Jazeera, Sinwar stated that Hamas would pursue "peaceful, popular resistance" opening the possibility that Hamas may play a role in negotiations with Israel. That has not yet happened, although indirect negotiations have taken place with Hamas through Sinwar in recent years through the Egyptian Intelligence and the Qatari special envoy Mohammed el Emadi. 

 

For the past years I have been discussing with several Hamas leaders the possibilities for entering into a long-term ceasefire with Israel (Hudna). Recently I had a conversation with a Hamas leader about different ideas. This is what we communicated: 

 

Hamas leader: You know very well and everyone knows that this crazy struggle and the blood that is shed every day is because of the occupation, and the occupation only. We as Palestinians have no fault other than that we are victims of this occupation. What if we proposed very simply, on the part of Hamas, that Israel withdraws from the occupied territories in return for a long-term armistice?  

 

Me: there won't be a move with such dramatic steps before we begin to build some kind of trust.

 

Hamas: All armed operations can be stopped and calm prevails for all, and I think it is a good proposal!

 

Me: there needs to be some steps first - but I think if Hamas made a proposal like that it would get people to begin to think that perhaps there is some hope. Let's think together - something has to change - change is made by people.What about something like: a five year full ceasefire in Gaza and the West Bank and East Jerusalem in exchange for full settlement building freeze (the majority of Israelis will support this), opening the siege on Gaza - allowing workers and people to travel between the West Bank and Gaza, allowing goods in (all with the proper and necessary security checks), allowing Palestinian elections in all of the West Bank, Gaza and East Jerusalem, recognizing the legitimate results of elections, removing Israeli internal checkpoints in the West Bank as the security situation improves, allowing Gazans to pray in Al Aqsa.

 

Our discussion is ongoing and has been ongoing for years. This person is one of the people in the pragmatic camp of Sinwar in Gaza. He is one of several key figures in that camp. This kind of thinking demonstrates clearly the difference between Sinwar’s pragmatic assessment of the situation and reality as opposed to Aruri who lives outside of Palestine, between Beirut, Istanbul and Doha.  The Hamas leadership in Gaza bears the brunt of governance and the need to provide for the more than two million people living in Gaza. The Hamas leadership outside have their lives of luxury in five-star hotels and private jets. 

 

Hamas seeks to be integrated into the Palestinian national institutions. That will happen, according to Hamas through Palestinian national elections. Their position is that Palestinian unity will also be achieved only through elections. To the best of my understanding and the assessment of the leading Palestinian experts, there is almost no chance that Hamas would win those elections. Hamas will gain a sizable number of seats in the Palestinian Legislative Council, probably around 30%, the experts say. Some of those experts are the ones who predicted the Hamas victory in 2006 (so did I). Hamas is part of Palestinian political life and society and there is no chance that it will disappear as a political movement. There are, however, many possibilities for the pragmatic camp in Hamas to gain support. If Palestinian elections were to take place immediately after a military confrontation with Israel, then a Hamas victory would be very likely. If on the other hand, there were prominent voices being heard from within Israel’s national security establishment – past and present – the support for the pragmatic camp would most likely increase. If Sinwar and other Hamas leaders voiced support for a long-term ceasefire with Israel, with conditions that could be accepted by a majority of Israelis, such as the ones I proposed above, I believe that would open the doors to the commodity most missing in Gaza: Hope.

Arab Economic and Social Council Adopts Decisions in Support to Palestine

The Arab Economic and Social Council, in its 112th regular session at the ministerial level, which was held in the Egyptian capital, Cairo, under the presidency of Yemen, adopted a draft resolution on supporting the Palestinian economy.


According to the draft resolution presented by the Minister of National Economy, Khaled Osseily, there is a call for the establishment of Arab partnerships to support the Palestinian economy for the gradual disengagement from the Israeli occupation through investment in Palestine and the Palestinian industrial cities, and Arab goods are a substitute for the Israeli and European products.


The Council called on the Arab countries to cooperate in order to establish a permanent exhibition in Palestine for Arab products, to promote the promotion of the Palestinian product within the Arab countries by providing facilities, and to assist in the establishment of permanent exhibitions for Palestinian products in cooperation with the Ministry of National Economy.


The Council renewed its call to the Arab countries to join their efforts to empower Palestinian families in fragile and marginalized areas, to continue to provide financial contributions to the UNRWA budget, and to resume technical support programs provided to the least developed countries, including the State of Palestine.


The Council confirmed taking the necessary measures regarding the boycott of the Israeli occupation and its colonial regime, and instructing the General Secretariat - the economic sector, to find appropriate mechanisms to monitor any violations in this framework by international companies, and to present an annual report to the Council to take the appropriate decision in this regard.


The Council decided to refer the intervention plan and financing mechanisms for the sectorial strategy to support Jerusalem, which was approved during the economic and social development summit held in Beirut, to ministerial councils and specialized Arab organizations, and put them on their agendas, and work to implement these items, each according to his competence.


The Council renewed its call to the specialized ministerial councils, each in its field of specialization, to provide support to the State of Palestine, and to direct part of its programs to implement relief and development projects that would mitigate the effects of aggression and rehabilitate what the occupation destroys, and to confront the economic effects of the effects of the "Corona" pandemic that hit the Palestinian economy greatly. .


He called on the specialized Arab organizations and Arab financing institutions, each in his field of specialization, to provide all possible types of support, through the implementation of development programs and projects to rehabilitate what was destroyed by the Israeli occupation aggression in all Palestinian cities and the Gaza Strip, and to submit an annual report to be presented to the session of the Council in September.


The Council expressed its thanks to the State of the Arab Emirates and the Arab Republic of Algeria for their pledge to provide urgent financial assistance for the reconstruction of the damage and catastrophic effects left by the Israeli occupation in the Jenin camp, during its invasion of the city of Jenin Al-Samoud.


  In his decision, he stressed the promotion and revitalization of trade in services, especially in the information technology sector, among Arab countries, and the establishment of a comprehensive incubator for programs and incentives to integrate Arab youth, their ideas and creativity to build a digital economy.

Prisoners Movement is in State of Alert in Reaction to to Latest Bin Gvir's Decisions

Israeli Army kills Palestinian, Wound Three in Raid Near Tubas

One Palestinian was killed and three others wounded in a raid by Israeli occupation forces in the West Bank town of Aqaba, north of the city of Tubas.


The Palestinian Health Ministry identified the martyr as 36-year-old Abed al-Rahim Fayez Ghannam, who was shot in the head by live ammunition. Three more Palestinians were wounded by live fire, while others were injured by rubber-coated bullets.


Israeli occupation forces arrested 51-year-old Abed al-Razzaq Qasim Muhammad Abu Arra, his 30-year-old Bakr Abed al-Razzaq Qasim Abu Arra, and 40-year-old Muhammad Walid Ahmed Abu Arra.

Fares: Ben Gvir's Decision Regarding the Prisoners is a Racist Retaliation

Palestinian prisoners to launch hunger strike to protest Ben-Gvir's restrictions

Palestinian prisoners have announced that they will launch a hunger strike on September 14 in protest of the Israeli far-right National Security Minister Itamar Ben Gvir's decision on Friday to limit visits to families of Palestinian detainees in Israeli prisons.


Palestinians will only be allowed to visit their families once every two months instead of once a month, according to the new guidelines reported by the Israeli newspaper Yedioth Ahronoth. 


The policy will come into force from Sunday, and will effect 1,600 out of 5,000 Palestinian prisoners.


Yedioth Ahronoth reported that Ben-Gvir made the decision without coordination with the security services, and after clashing with the Commissioner of the Prison Service Katy Perry, who warned him that such a decision to ignite Palestinian opposition on the streets.


Shortly after the announcement, Prime Minister Benjamin Netanyahu said that any such step will be subject to security clearance next week. 


The Palestinian Minister of Detainees and Ex-Detainees Affairs Qadura Fares condemned the decision for violating "the basic rights of prisoners" in a way that even violates Israeli law. He added that the coming months will "prove that [Ben-Gvir] poses a threat to security and stability in the region, as well as a threat to the security of Israel itself."


Hussein Al-Sheikh, the Secretary of the Executive Committee of the Palestine Liberation Organization, also slammed the "racist" policy, and warned that Ben-Gvir's approach could "explode" the situation on the ground.


The commission said that is considering its next steps in response to the decision, adding that detainees are "in a state of alert."


The Red Cross also expressed its opposition to the move and threatened to resort to international courts if the conditions of the security detainees deteriorated. 


This also comes after Ben-Gvir announced this week that he would abolish the mechanism to release Palestinian detainees in prisons due to overcrowding, which drew criticism from the chief of the Shin Bet security service.

Israeli Forces Intensify Campaigns of Arrests in the West Bank

At dawn on Friday, the Israeli occupation forces launched a campaign of raids and arrests in separate areas of the West Bank.

Two Palestinians Injured by Israeli Fire in Deir Ammar Refugee Camp

Two Palestinians were injured on Friday night by Israeli occupation forces after they stormed Deir Ammar refugee camp, near Ramallah.


Israeli troops raided the camp in the early hours of the morning, prompting clashes with Palestinians. The occupation forces fired live ammunition and tear gas canisters, injuring two men who were evacuated to hospital.


On Thursday, Israeli forces invaded the family home of the martyr Daoud Dares, who carried out the ramming attack near the Beit Sira checkpoint, west of Ramallah, killing an Israeli soldier and injuring four others.  An Israeli engineer took measurements of the house in preparation for its demolition.

Permanent Observer: Case Before ICJ Will Expose Israel’s Illegal Policies

The 413th meeting of the United Nations General Assembly, which convened on Wednesday, August 30, 2023, discussed a study on the legitimacy of the Israeli occupation, prepared by Michael Lynk, the former Special Rapporteur on "The Situation of Human Rights in the Occupied Palestinian Territories", a study that had been requested by the concerned committee on The legitimacy of the Israeli occupation.


In the aforementioned meeting, the Permanent Ambassador of Palestine to the United Nations, Dr. Riyad Mansour, highlighted the "paralysis of the international community and the lack of progress in holding Israel accountable for its actions." He also presented a report on the preparations for the case before the International Court of Justice, which exposes Israel's long-standing illegal practices. Mansour once again denounced the paralysis of the international community, including the Security Council, which reiterates principled positions but does not take practical steps to hold Israel accountable and force it to fulfill its obligations under the United Nations Charter and in accordance with resolutions and international law.


He added, "The Palestinian people will never surrender, and they will never raise white flags," pointing out that a number of them take matters into their own hands.


Noting that his delegation was engaged in the follow-up and preparation of documents for submission to the International Court of Justice, he expressed his appreciation to the 58 countries that submitted opinions to the court in support of the argument exposing Israel's long-standing illegal practices and policies that deny the Palestinian people their right to self-determination, and are being Prepare to submit an appeal to the International Court of Justice before 25 October to dismiss the few submissions that attempt to indicate the ongoing political process in which the Court should not interfere.

Link said: "The concept of illegal occupation is not a new idea in international law, as the United Nations stated that South Africa's rule of Namibia, Portugal's rule of Guinea-Bissau and Israel's occupation of the Palestinian territories are illegal occupations."


He pointed out that the study highlights three peremptory rules that can determine whether the occupation is illegal, including whether the occupying state has moved to annex any part of the occupied territory; whether that authority violated the right to self-determination of the occupied people; whether that power instituted policies of discrimination or apartheid in the occupied territories, the violation of any of these standards would indicate that the occupation had become unlawful; Violating these three criteria will be conclusive evidence of this illegality, and the study concludes that Israel - as the occupying power - "flagrantly violates these three criteria, and therefore is a bad faith occupier."


He also pointed out that the study found many similarities between the situation in the State of Palestine today and the apartheid rule in South Africa over Namibia 50 years ago.


Given the illegality of its occupation, Israel is obligated to withdraw from the Occupied Palestinian Territory immediately and completely.


He stressed that these are strong results, pointing out that the study deals with the questions that will be raised before the International Court of Justice.


He added that the report will also resonate in political, diplomatic and intellectual circles around the world because it is one of the most comprehensive reports ever published by the United Nations on occupation, decolonization and self-determination.

Iran Declares Thwarted Israeli Plot to Sabotage Missile Industry

The Iranian Ministry of Defense announced that it had thwarted an attempt to "sabotage" its missile program, behind which a network linked to Israel was located, and arrested a number of those involved, according to the official media on Thursday.


The IRNA news agency described the attempt as "the largest industrial sabotage operation targeting the missile and space industries of the Ministry of Defense and Armed Forces Support," quoting an unnamed ministry official.

The official pointed out that the intelligence operation "is the most complex in recent years, and the Zionist entity suffered a complete failure by thwarting its plan."


The agency quoted Deputy Defense Minister Mehdi Riahi as saying that members of the network tried to "plant explosives" in the missiles so that they would "explode at a specific time and place."


The Islamic Republic accused its archenemies Israel and the United States of being behind a series of attempts to sabotage its nuclear and missile programs over the past years. Likewise, it accuses it of being responsible for the assassinations and attempts to assassinate scientists and experts involved in such programs that raise the concern of Western countries.

Young Arab woman shot dead in Haifa, latest victim in wave of homicides

Today, Thursday, a 40-year-old woman was killed in a shooting attack inside a residential apartment in Haifa.


According to local sources, the woman was critically injured and later died after her first resuscitation operations failed.


Another woman, who was accompanied by her, was seriously injured and was taken to Rambam Hospital for further treatment.
