UN General Assembly will vote on recognizing the state of Palestine next Friday

Next Friday (10/5/2024), the United Nations General Assembly will discuss a new draft resolution demanding the recognition of Palestine as a full-fledged state on a par with the rest of the countries of the world. This attempt comes to put new pressure on the Security Council to reconsider the issue of recognizing Palestine after the American veto in the Security Council of the Algerian draft resolution on April 18.


A high-ranking American official told Al-Quds.com's correspondent in Washington regarding the new efforts in the General Assembly and the Security Council: "It is a waste of time, and we will never agree to a project like this in the United Nations, whether the General Assembly or the Security Council."


He added: "We support the two-state solution through direct negotiation, not the United Nations; the United Nations is not a valid platform for achieving a Palestinian state," stressing that the Biden administration will use its veto power against such a draft resolution if it reaches the Security Council.


The draft resolution, which will be distributed on Monday, May 6, to all member states, according to the English version seen by the Al-Quds correspondent, says: The General Assembly, guided by the purposes and principles of the Charter of the United Nations, and affirming in this regard the principle of equal rights among peoples and their right to Self-determination, Recalling its relevant resolutions, Recalling the relevant Security Council resolutions, Recalling its resolution 2625 (XXV) of 24 October 1970, in which it affirmed, inter alia, the duty of every State to act, During joint and separate work to achieve the principle of equal rights among peoples and self-determination, stressing the importance of maintaining and strengthening international peace based on freedom, equality, justice and respect for basic human rights, and reaffirming its resolution 3236 (XXIX) of 22 November 1974 and all Relevant resolutions, including Resolution 78/192, which reaffirms the right of the Palestinian people to self-determination, including the right to establish an independent State of Palestine.”


The draft adds: “Reaffirming the principle stipulated in the Charter of the inadmissibility of the acquisition of territory by force, and stressing the necessity of respecting and preserving the integrity and contiguity of territories. The integrity of the entire occupied Palestinian territory, including East Jerusalem, and reaffirming its resolutions 43/176 of of 15 December 1988 and 77/25 of 30 November 2022 and all relevant resolutions relating to the peaceful settlement of the question of Palestine, in which, inter alia, we affirm the necessity of Israel’s withdrawal from the Palestinian territory occupied since 1967, including East Jerusalem, and the realization of the rights of the Palestinian people Inalienable rights, primarily his right to self-determination, his right to establish his independent state, and the complete cessation of all Israeli settlement activities in the Occupied Palestinian Territory, including East Jerusalem, and recalling its relevant resolutions on the status of Palestine in the General Assembly, including its resolutions. 3210 (XXIX) of 14 October 1974 and 3237 (XXIX) of 22 November 1974, its resolution 43/177 of 15 December 1988, its resolution 52/250 of 7 July 1998, and its resolution 67/19 of 29 November 2012, and its resolution 73/5 of October 16, 2018, noting that the State of Palestine is a party to many agreements. instruments concluded under the auspices of the United Nations and joined many specialized agencies and bodies of the United Nations as a full member, and recognizing that the State of Palestine is a full member of the League of Arab States, the Movement of Non-Aligned States, the Organization of Islamic Cooperation, the Asia-Pacific Group and the Group of 77,”


“After reviewing the special report submitted by the Security Council to the General Assembly, affirming its conviction that the State of Palestine is fully qualified for membership in the United Nations in accordance with Article 4 of the Charter, noting the widespread affirmations of support by the members of the United Nations for accepting the State of Palestine as a member of the United Nations, and Expresses deep regret and concern that, on 18 April 2024, a single negative vote by a permanent member of the Security Council prevented the adoption of the draft resolution supported by twelve members of the Council which recommends the admission of the State of Palestine to membership in the United Nations.


The draft resolution says:


1- The “State of Palestine” is a peace-loving State within the meaning of Article 4 of the Charter (United Nations Charter), capable and willing to carry out its obligations contained in the Charter, and should therefore be accepted for membership in the United Nations;


2- Accordingly, the Security Council recommends that this matter be reconsidered positively, in light of this resolution and the advisory opinion issued by the International Court of Justice on 28 May 1948, and in full accordance with Article 4 of the Charter of the United Nations,


3- Decides to grant the State of Palestine the necessary rights and privileges to ensure its full and effective participation in the sessions and work of the General Assembly and international conferences held under the auspices of the Assembly or other organs of the United Nations, as well as in United Nations conferences, on an equal footing with Member States;


4. Requests the Economic and Social Council and other relevant organs, specialized agencies, organizations and entities within the United Nations system to do the same;


5- Reaffirms the right of the Palestinian people to self-determination, including the right to establish an independent State of Palestine;


6- Emphasizes that compliance with and respect for the Charter of the United Nations and international law constitute the cornerstone of peace and security in the region;


7- Calls on the international community to make renewed and coordinated efforts aimed at achieving without delay an end to the Israeli occupation that began in 1967 and to a just, lasting and peaceful settlement of the question of Palestine and the Israeli-Palestinian conflict, in accordance with United Nations resolutions, international law and relevant United Nations resolutions, including Including Security Council Resolution 2334 (2016), the Madrid Terms of Reference, including the principle of land for peace, and the Arab Peace Initiative, and reaffirming in this regard its firm support for both parties: the solution of a state represented by Israel and Palestine, living side by side in peace and security Within recognized borders, based on pre-1967 borders; 8, requests the Secretary-General to take the necessary measures to implement this resolution.


It is noteworthy that the United States used its veto on April 18, and thwarted the Algerian draft resolution at that time, for which 12 countries voted, while two countries abstained from voting, and America voted no.
