Ratification of an Israeli law against Palestinian students inside
Yesterday evening, Sunday, the so-called Israeli Ministerial Committee for Legislative Affairs approved a draft law aimed at banning the political activity of Palestinian students from the occupied interior who are studying in Israeli universities for allegedly supporting "terrorist organizations."
And the Israeli Minister of Education, Yoav Kish, decided to approve the payment of a clause from the bill submitted by Knesset Member, Limor Son Har-Milk of the "Otzma Yehudit" party.
The draft law stipulates "the closure of a student cell (a student organization in the corridors of the university) that expresses support for a terrorist act or activity or a terrorist organization, by the concerned academic institution."
The law also stipulates that "a student cell that acted contrary to the proposal will be closed, and his right to recognition of a certificate from Israel or abroad will be forfeited for a period of 10 years."
The legal advisor to the Israeli government, Gali Bharav-Miara, opposes the bill that would allow a student to be removed from university and even not obtain a university degree for raising the Palestinian flag or expressing support for activity against the Israeli occupation, which was put forward by MK Har-Milk.
Bharav Mayara presented a legal point of view to the Minister of Justice, Yariv Levin, in his capacity as Chairman of the Ministerial Committee for Legislation, which had discussed the draft law in a previous session, and the judicial advisor considered that "the bill presents real constitutional difficulties that amount to a constitutional objection, and therefore I recommend opposing it." .
The Committee of University Presidents had sent a letter to the Higher Education Council, last May, stating that the draft law constitutes "a very fierce and dangerous step targeting freedom of expression and academic freedom."
The Hebrew University Board of Trustees issued a statement calling on the Ministerial Committee for Legislation to oppose the bill. The statement stated, "The concept according to which the administration of institutions should be preoccupied with investigating the statements of students and dictating penalties imposed by the academic institution, is unacceptable."
