Witkov heads to Qatar to overcome the sticking point regarding the withdrawal of the occupation army from Gaza.

Al-Quds learned on Thursday that Steve Witkoff, US President Donald Trump's envoy to the Middle East, traveled to the Qatari capital, Doha, on Thursday to participate in a tour that saw the announcement of a ceasefire in Gaza.

Witkov was supposed to head to Doha following President Trump's meeting with Israeli Prime Minister Netanyahu at the White House on Monday evening. However, according to informed sources, his departure was delayed for three reasons: First, Trump decided to hold a second meeting with Netanyahu on Tuesday afternoon; Second, a negotiating delegation from Qatar arrived; and Third, President Trump had hoped to announce a ceasefire from the White House following his second meeting with Netanyahu (on Tuesday).

It is noteworthy that Witkov told reporters on Tuesday that he hopes to reach a ceasefire agreement in Gaza by the end of the week, as negotiators have made tangible progress in resolving outstanding issues. He added that he has managed to resolve three of the four points of contention in the negotiations between Hamas and Israel.

Senior US, Israeli, and Qatari officials held secret talks at the White House on Tuesday, focusing on the main remaining sticking point in a long-sought ceasefire and prisoner swap deal in Gaza, US media reported.

The sticking point, according to sources, is the lines to which Israeli occupation forces will withdraw during the 60-day truce, and that the (tense) discussion on this issue in the previously undisclosed meeting on Tuesday helped achieve clear progress on that front.

It is noteworthy that Witkoff met with a senior Qatari official, as well as Netanyahu's senior advisor, Ron Dermer, shortly before Trump and Netanyahu's meeting on Tuesday evening. According to sources, Witkoff and the Qatari official made it clear to Dermer that the map proposed by Israel—which includes a much narrower redeployment than the one implemented by the Israeli occupation forces during the previous ceasefire—was unworkable.

The Qatari official told Dermer that Hamas would likely reject the proposal, and that the talks could collapse over the issue—and even urged Israel and the United States not to blame Qatar, which is mediating the talks, if that happened.

Witkoff told Dermer that a redeployment map similar to the "Smotrich Plan" and including a continued Israeli occupation of large parts of the Gaza Strip is completely unacceptable to the Trump administration. He was referring to hardline Israeli Finance Minister Bezalel Smotrich, who is pressuring Netanyahu to demand that the IDF remain in large parts of Gaza.

On the other hand, Dermer argued that Netanyahu is facing significant pressure within his coalition not to make significant concessions, emphasizing that Netanyahu cannot make such decisions unilaterally and must obtain cabinet approval.

However, sources reported that as a result of the meeting, Israel later presented a new map that included a broader IDF withdrawal, according to the American website Axios.

An informed source revealed that US envoy to Israel, Ann Witkoff, conveyed a message to Hamas stating that the ceasefire in Gaza may continue after the 60-day truce ends, provided negotiations continue, stressing the Trump administration's commitment to ensuring this.

Spain calls for immediate suspension of EU-Israel partnership

Spanish Prime Minister Pedro Sanchez called on Friday for the immediate suspension of the European Union's partnership agreement with Israel over its alleged genocide in the Gaza Strip.

In his remarks before the Spanish Parliament, Sanchez criticized the Israeli occupation government, noting that its practices will remain in people's minds as one of the darkest chapters of the 21st century.

Sanchez confirmed that Spain and Ireland had asked the European Union in February 2024 to assess compliance with the EU-Israel Association Agreement.

He referred to the report issued by the EU High Representative for Foreign Affairs and Security Policy, Kaya Kallas, on the agreement on June 23, saying, "The report concluded that there is more than sufficient evidence that Israel has violated Article 2 of the agreement, which is based on respect for human rights."

He stressed that the European Union has not yet taken any steps against Israel, adding: "No one who tramples on the founding principles of the European Union and uses hunger (in Gaza) as a weapon to eliminate a legitimate state (Palestine) can be a partner of the European Union."

He added, "We cannot be complicit in the greatest genocide this century has witnessed by succumbing to indifference, hesitation, or political calculations."

The Association Agreement between the European Union and Israel was signed in Brussels on 20 November 1995 and entered into force on 1 June 2000, after being ratified by the parliaments of the EU member states, the European Parliament, and the Israeli Knesset. Article 2 of the Association Agreement stipulates that relations between the two parties are based on respect for human rights.

10 dead and more than 60 others injured among those waiting for aid in Rafah

Ten civilians were killed and more than 60 others injured on Friday when the Israeli occupation forces opened fire on people waiting for aid in the Al-Shakoush area, northwest of Rafah, in the southern Gaza Strip.

Local sources reported that health centers have appealed to citizens to donate blood due to the large number of injuries.

Five other civilians were injured when an Israeli drone dropped bombs near Al-Nazla roundabout in the northern Gaza Strip.

Medical sources reported that 15 citizens were killed by Israeli occupation forces' fire in the Gaza Strip since dawn today.

Since October 7, 2023, the Israeli occupation forces have launched an aggression against the Gaza Strip, resulting in the deaths of 57,762 citizens, the majority of whom were children and women, and the injury of 137,656 others. This is a preliminary toll, as a number of victims remain under the rubble and on the streets, unable to be reached by ambulance and rescue crews.

Macron calls from Britain for unified voices to recognize the State of Palestine.

French President Emmanuel Macron called on Thursday for unified voices in Paris, London, and elsewhere to recognize the State of Palestine as the only path consistent with the prospect of peace.

This came during a joint press conference with British Prime Minister Keir Starmer, as part of his official visit to the United Kingdom.

Macron explained that he and Starmer share the same approach to the Middle East and the Ukraine issue.

He reiterated his call for a ceasefire in the region, finding a path to peace, and halting Israeli attacks on the Gaza Strip.

Macron said: "We have called together for a ceasefire in Gaza and the release of all prisoners. This is urgent to end the suffering of the prisoners and the people of Gaza."

He added that the continuation of an endless and strategic war poses a grave threat to the region and our common security.

He added, "We must unite our voices in Paris, London, and everywhere else to recognize the State of Palestine and initiate this political dynamic, which is the only path consistent with the prospect of peace," stressing that he believes in a two-state political solution.

The French President stressed that this solution would form the basis of security in the region.

He pointed out that the two-state solution would also enable Israel to live in peace with its neighbors.

With unwavering American support, Israel has continued its genocide in Gaza since October 7, 2023, leaving more than 195,000 Palestinians dead or wounded, most of them children and women, and more than 10,000 missing, in addition to hundreds of thousands of displaced persons and a famine that has claimed the lives of many.

During his meeting with the families of the detainees in Washington, Israeli Prime Minister Benjamin Netanyahu affirmed the continuation of efforts to secure their release.

Meanwhile, the Israeli Broadcasting Corporation reported that Netanyahu informed the families of the detainees that Hamas would decide the names of those to be released if an agreement is reached.

Haaretz also reported that Netanyahu informed the families of the detainees that if the agreement is completed, an arrangement to end the war will be negotiated after the release of eight detainees.

Netanyahu also confirmed, according to Channel 12, that efforts will be made to return the last detainee once an agreement is reached, noting that negotiations to end the war will begin immediately after a 60-day ceasefire agreement is reached.

For his part, the US Secretary of State expressed optimism about the possibility of reaching an agreement in Gaza, stressing that indirect talks would be held soon.

In the same context, Minister Benny Gantz stressed the need for clarity on the plan to repatriate the detainees before returning from Washington, asserting that his people support this path and will receive political support if the necessary steps are taken.

European-Israeli agreement on the humanitarian situation in Gaza

European Union foreign policy chief Kaya Kallas announced Thursday that she and Israel had agreed on "important steps" to improve the humanitarian situation in the Gaza Strip and increase daily aid supplies.

"Following constructive dialogue between the European Union and Israel, Israel has agreed to significant steps to improve the humanitarian situation in the Gaza Strip," Kallas said in a statement, adding that "these measures will be implemented in the coming days."

The European official spoke of "a shared understanding on the need to deliver (humanitarian) aid on a large scale directly to the Palestinians, and to continue taking measures to ensure that aid is not diverted to" the Islamic Resistance Movement (Hamas), she said.

She explained that "these steps include, among other things, a significant increase in the number of daily trucks carrying food and non-food supplies entering Gaza." They also include "opening several additional crossings in both the northern and southern regions, and reopening routes for Jordanian and Egyptian aid."

Since March 2, Israel has closed Gaza's crossings to aid trucks piled up at the border, allowing only a few dozen trucks into the Strip, while Palestinians in the Strip need at least 500 trucks per day.

Distribution of supplies

Callas confirmed that "the distribution of food supplies through bakeries and public kitchens throughout the Gaza Strip will be enabled, and fuel deliveries will resume for use by humanitarian facilities."

Since last May, Tel Aviv has implemented a mechanism to distribute aid to Gaza, independent of the United Nations. This mechanism has resulted in the deaths of 773 Palestinians and the injury of more than 5,101 others by Israeli army fire while they waited for aid, according to the Ministry of Health on Wednesday.

Measures also include "protecting aid workers, and repairing and facilitating vital infrastructure, such as resuming electricity supplies to the desalination plant," Callas said.

"The European Union stands ready to coordinate with all relevant humanitarian actors, UN agencies, and NGOs working on the ground, to ensure the rapid implementation of these urgent steps," Kallas said.

Mediation efforts

The European official reiterated the EU's call for "an immediate ceasefire and the release of all remaining hostages." She also expressed support for "the efforts of Egypt, Qatar, and the United States as mediators."

Since last Sunday, indirect negotiations have been underway in Qatar between Hamas and Israel in a renewed attempt to conclude a prisoner exchange and ceasefire agreement, mediated by Egypt and Qatar and supported by the United States.

Since October 7, 2023, Israel, with American support, has been committing genocide in Gaza, including killing, starvation, destruction, and displacement, ignoring international calls and orders from the International Court of Justice to halt it.

This war left more than 195,000 Palestinians dead and wounded, most of them children and women, and more than 10,000 missing, in addition to hundreds of thousands of displaced persons, and a famine that claimed the lives of many, including children.

Albanese pledges to continue her work on the Palestinian territories despite US sanctions.

The UN Special Rapporteur on the situation of human rights in the Palestinian territories, Francesca Albanese, said on Thursday that the US sanctions against her are "designed to undermine her mission."

"I will continue to do what I have to do," Albanese added during a press conference in the Slovenian capital, Ljubljana, "even if it is a challenge."

US Secretary of State Marco Rubio announced on Wednesday the imposition of sanctions on the UN Special Rapporteur on human rights in the Palestinian territories, Francesca Albanese, for what he described as her "illegal efforts to push the International Criminal Court to take action against American and Israeli officials, companies, and executives."

In a related development, human rights advocates rallied on Thursday in support of the UN's top expert on Palestinian rights after the United States imposed sanctions on her for what it called unfair criticism of Israel, according to Reuters.

Albanese has long been a critic of Israel's treatment of Palestinians, and this month published a report accusing more than 60 companies, including American firms, of supporting Israeli settlements in the West Bank and military operations in Gaza.

Volker Türk, the UN High Commissioner for Human Rights, called on the United States to reverse its decision.

"Even in the face of deep disagreements, UN member states must engage objectively and constructively, rather than resorting to punitive measures," he said.

Jürg Lauber, the permanent representative of Switzerland to the United Nations, which currently holds the rotating presidency of the Human Rights Council, said he regretted the sanctions and called on states to "refrain from any acts of intimidation or retaliation" against the organization's experts.

Mariana Katzarova, the UN Special Rapporteur on human rights in Russia, said she was concerned that other countries would follow the US example.

"This is completely unacceptable and opens the door for any other government to do the same," she told Reuters. "It's an attack on the UN system as a whole. Member states must stand up and condemn this."

Russia has rejected Katzarova's authorization and refused to allow her to enter the country, but has not yet publicly placed her on its sanctions list.

Washington has already imposed sanctions on officials at the International Criminal Court, which has issued arrest warrants for Israeli Prime Minister Benjamin Netanyahu and his former defense minister, Yoav Gallant, on suspicion of war crimes in Gaza.

Another court, the International Court of Justice, is considering a case brought by South Africa accusing Israel of committing genocide.

Israel denies that its forces committed war crimes or genocide against Palestinians in the war in the Gaza Strip, which erupted after an attack by fighters led by the Palestinian Islamic Resistance Movement (Hamas) in October 2023.

“The United States is dismantling the norms and institutions that survivors of grave abuses rely on,” said Liz Evenson, international justice director at Human Rights Watch.

The organization's former president, Kenneth Roth, described the US sanctions as an attempt to "deter prosecution of Israeli war crimes and genocide in Gaza."

The United States, once one of the most active members of the Human Rights Council, withdrew from the body under President Donald Trump, alleging its bias against Israel.

The death toll from the Israeli occupation's aggression on the Gaza Strip has risen to 57,762 dead and 137,656 wounded, since October 7, 2023.

Medical sources reported Thursday that the death toll includes 7,200 dead and 25,615 wounded since March 18, when the occupation resumed its aggression on the Gaza Strip following the ceasefire agreement.

It noted that the death toll of "aid" martyrs who arrived at hospitals over the past 24 hours reached 9 dead, along with more than 78 injured, bringing the total number of "livelihood" dead who arrived at hospitals to 782 dead, and more than 5,179 injured.

It indicated that 82 dead and 247 injured people arrived at Gaza Strip hospitals over the past 24 hours, noting that a number of victims remain under the rubble and on the streets, and that ambulance and civil defense crews are unable to reach them.

7 dead and wounded as the occupation continues its bombing of the Gaza Strip.

Seven civilians, including three aid recipients, were killed and others wounded as the Israeli occupation forces continued their bombardment of several areas in the Gaza Strip.

Local sources reported that three dead and a number of wounded arrived at Al-Shifa Medical Complex after being targeted by Israeli army fire while waiting for aid in an area northwest of Gaza City.

He also reported that two citizens were killed and others were injured when the Israeli occupation forces targeted the roof of a house in the Al-Shamaa area of the Al-Zeitoun neighborhood, east of Gaza City.

A citizen was killed and others were injured when Israeli drones bombed the city of Khan Yunis, west of the Gaza Strip.

Israeli drones bombed a tent housing displaced persons in the town of Al-Qarara, northwest of the city, killing citizen Kamel Wafi and wounding others.

Israeli drones also bombed the city of Deir al-Balah in the central Gaza Strip, killing Nasser Abu Amra. The aircraft also bombed a house behind the al-Aybaki Mosque in the al-Tuffah neighborhood, east of Gaza City.

Washington ignored a report stating that the Gaza Humanitarian Foundation (GHF) was not qualified to deliver aid to Gaza.

CNN reported on Tuesday, July 8, 2025, that the main US government agency responsible for distributing foreign aid raised "grave concerns" about a newly formed aid organization's ability to safely and effectively deliver food to Palestinians in Gaza, just days before the Trump administration announced $30 million in funding for the organization on June 26, 2025, the agency reported.

In June, USAID wrote a confidential 14-page internal assessment criticizing a funding request submitted by the controversial Gaza Humanitarian Foundation (GHF) for $30 million of its $100 million operating costs from the State Department.

According to the assessment, which CNN said it obtained, the application failed to include at least nine elements typically required to obtain government funding, such as insufficient planning information to ensure Palestinians would actually receive aid.

One criticism was that the general plan lacked "basic details" related to a plan to distribute powdered infant formula in an area of Gaza without clean drinking water. A USAID official stated, "I do not agree to proceed with and fund the Gaza Humanitarian Foundation (GHF) due to operational and reputational risks and lack of oversight," concluding that it would not be safe to proceed with the organization.

A source familiar with the GHF request told CNN, on condition of anonymity, that the documents were "poor quality" and "severely lacking in substantive content."

Another source added that USAID employees have expressed concerns about working with the Gaza Humanitarian Foundation (GHF), as they do not believe it can adhere to the humanitarian principle of "do no harm."

"GHF should clarify how it will adhere to the 'do no harm' principle," USAID said, asking it to provide details on safety, accountability, and access.

Despite the concerns, Secretary of State Marco Rubio and USAID Deputy Administrator for Policy and Programs Jeremy Lewin continued to push for swift approval, two sources told CNN.

Another source added that fast-track approvals are typically reserved for trusted partners, and the IFC is unlikely to secure funding under normal procedures.

After conducting the confidential assessment, Kenneth Jackson, USAID's Chief Financial Officer and Deputy Administrator for Management and Resources, recommended that Lowen "waive the various criteria given the urgent humanitarian and political nature of GHF's operations" in an internal memo dated June 24.

It's worth noting that both Lewin and Jackson oversaw budget cuts for the U.S. Agency for International Development as part of Elon Musk's Government Efficiency Management Department.

Two days later, on June 26, the State Department approved the funding, outlining the requirements for the funds, including some concerns raised by USAID.

The $30 million financing has not yet been disbursed and will be released in phases, subject to the IFC meeting key requirements.

As a State Department official suggested last week, the United States might provide more funding to the IFC as long as it continues to operate "safely, securely, and in accordance with the principles we set for it."

In response to the report, GHF said in a statement: “GHF has done what others have failed to do: provide free, nutritious, and safe emergency food assistance directly to the people of Gaza without interference from Hamas.”

The foundation added, "In just one month, we have served more than 66 million meals. We are grateful to the Trump administration for recognizing the impact of our work by committing $30 million to help expand our operations."

The foundation added that "its success stands in stark contrast to organizations that have received funding from the US government for years, including the United Nations."

GHF, supported by the United States and Israel, was established after Israel blocked humanitarian aid from entering Gaza for 11 weeks.

GHF's criticisms in the assessment echo those of international humanitarian relief organizations with a proven track record of safely and effectively delivering food and aid to Palestinians for decades, such as the United Nations Relief and Works Agency for Palestine Refugees (UNRWA), which Israel has barred from operating.

The United Nations and major aid organizations have refused to work with GHF, saying it serves Israeli military objectives and violates basic humanitarian principles.

The GHF400 plan replaced four military distribution sites across the Gaza Strip under the control of the Israeli army in central and southern Gaza, where millions have been forced to travel on foot from other parts of the Strip, risking death, in the hope of obtaining aid since it began operating on May 27.

The military sites house armed American security contractors (mercenaries) working with the Israeli occupation army. Reports indicate that both American contractors and Israeli soldiers have killed at least 640 Palestinians seeking assistance during the past six weeks of their operations.

Israeli forces admitted to deliberately shooting and killing unarmed Palestinians waiting for aid in the Gaza Strip, on direct orders from their superiors.

More than 170 NGOs called for immediate action to end the "deadly" US- and Israeli-backed GHF plan by July 1, 2025, and return to UN-led aid coordination mechanisms. "Palestinians in Gaza today face an impossible choice: starve to death or be shot while desperately trying to access food to feed their families," the NGOs said in a joint statement.

Signatories to the statement include Oxfam, Save the Children, Amnesty International, Doctors Without Borders, and ActionAid.

GHF Chairman Johnny Moore, an evangelical Christian leader with a Christian Zionist background who is allied with US President Donald Trump, denied that any Palestinians had been killed at its sites, telling reporters earlier this month that no violence had occurred.

He said, "We have not witnessed any violent incidents at our distribution sites. We have not witnessed any violent incidents near our distribution sites." The Israeli army itself denied this, admitting that it had killed many unarmed Palestinian civilians.

Trump: Israel and Hamas 'very close' to reaching a ceasefire and hostage release agreement

US President Donald Trump said on Wednesday that Hamas and Israel are "very close" to reaching a ceasefire and hostage release agreement in Gaza.

When asked about talks to reach an agreement on Gaza, Trump said, "I think we have a chance this week or next week." Trump added, during a lunch at the White House with African leaders, "Not definitely. There's nothing certain about the war or Gaza, but there's a very good chance."

While negotiations remain formally stalled, Israel has presented a revised plan for deploying its forces in Gaza aimed at resolving the key disputes over the Morag Corridor; Hamas has expressed its willingness to release the hostages in exchange for humanitarian aid and international guarantees.

Hamas addressed the ongoing negotiations with Israel—now in their fourth day—regarding a ceasefire in Gaza, noting that it had shown "flexibility" and agreed to release ten hostages as part of the agreement.

However, Hamas notes that other issues remain under negotiation, including the entry of humanitarian aid into the Gaza Strip, the withdrawal of IDF forces from the Strip, and genuine guarantees for a permanent ceasefire.

In its statement, Hamas stressed that, despite the challenges facing the talks, it continues to work "seriously and positively with the mediators to overcome the obstacles."

The movement said in a statement: "In the context of our keenness to ensure the success of the ongoing efforts, we have shown the necessary flexibility and agreed to release ten (living Israeli) prisoners."

She added that "there are essential points that remain under negotiation, most notably: the flow of aid, the withdrawal of the occupation from the Gaza Strip, and the provision of real guarantees for a permanent ceasefire."

She continued, "Despite the difficulty of negotiations on these issues so far due to the occupation's intransigence, we continue to work diligently and positively with mediators to overcome obstacles, end our people's suffering, and guarantee their aspirations for freedom, security, and a dignified life."

Hamas affirmed its continued "intensive and responsible efforts to ensure the success of the ongoing round of negotiations, in an effort to reach a comprehensive agreement that ends the aggression against our people, ensures the free and safe entry of humanitarian aid, and alleviates the worsening suffering in Gaza."

European Union: We have agreed with Israel to expand aid access to Gaza.

The European Union announced on Thursday that "Israel has agreed to take concrete steps to improve the humanitarian situation in the Gaza Strip," following decisions issued by the Israeli government and "constructive" dialogue between the European and Israeli sides.

"Today we reached an agreement with Israel to expand humanitarian access to the Gaza Strip," EU High Representative for Foreign Affairs Kaya Kallas said in a post on the X platform. She added that the agreement includes "opening more crossings, allowing aid and food trucks into Gaza, repairing vital infrastructure, and ensuring the protection of aid workers."

Statistics: The number of Palestinians in the world is 15.2 million people.

The Palestinian Central Bureau of Statistics stated that the number of Palestinians worldwide by mid-2019 had reached approximately 15.2 million, nearly half of whom live outside of historic Palestine.

Systematic targeting of the health system and the worsening humanitarian situation in the Gaza Strip

Amid a complex political and economic landscape, employees are experiencing one of the worst living crises since the establishment of the Palestinian Authority. Since 2021, their salaries have not been received in full, or even on time. Delays and deductions have become the norm. It is no exaggeration to say that this has become the "normal" situation, especially with the continued disbursement of salaries at a rate not exceeding 70 percent, or sometimes less. The Authority attributes this deterioration to an unprecedented decline in foreign aid, the occupation's withholding of "clearance" funds as a punitive measure, and the government's inability to find alternative or stable sources of funding, which further widens the gap between employees' aspirations and the Authority's promises.

Historically, salaries have been the backbone of the economy for tens of thousands of families, for at least the past three decades. Nearly a quarter of a million people and their families directly benefit from them, including employees, retirees, and those who receive (or used to receive) monthly allowances, which they relied on to secure their basic needs. However, the high cost of living and the erosion of purchasing power due to the continuous global rise in the prices of strategic commodities, as well as the imposition of additional and new taxes and fees, have turned salaries into a desperate attempt to secure the minimum necessities of life.

At the same time, employees do not view this crisis - and its predecessors - as solely the result of external factors, but rather as a combination of internal factors whose effects have accumulated over the years. Mismanagement of public funds and the absence of real oversight have contributed to its exacerbation and its predecessors. Images of privileges and expenditures on unnecessary items, or appointments based on political loyalty rather than competence, are almost never absent from our minds or social media. All of this occurs while employees, and Palestinians in general, are repeatedly asked to prepare for battles of austerity, tighten their belts, or exercise beautiful patience. These demands seem to them to be a luxury and theory, rather than a tangible reality in the behavior of those calling for them and the details of their daily lives.

Today, while Gaza is under fire, suffering from killing, starvation and siege, some professional unions have begun to gradually escalate. Recent days have witnessed partial strikes carried out by some medical unions, while others have threatened to take similar steps, and demands from a third group, especially in the education sector and other public sectors, to engage in similar demands. According to estimates, the continued aggression on Gaza is almost the only factor delaying this, and the moment a ceasefire is announced, it could be the spark for wider protests, sit-ins and demonstrations, a scene that could threaten to exacerbate the situation at an accelerated pace.

It is no secret to the observer that the relationship between the authorities and the unions has always been marred by hidden tension. The authorities have previously interfered in the formation of union councils, openly or behind the scenes, and have exploited some of them as tools in the internal political conflict, especially after the 2006 elections, or during the years of division that followed them and up until today. They have also dispensed with others after they had exhausted their duties. This legacy of interference, politicization, and the “securitization” of the union file has caused many to lose confidence that these unions – in their current form – are capable of protecting the rights of their members without compromise or dictates.

Therefore, the continuation of this crisis is likely to leave social repercussions that go beyond an incomplete salary, to reach more general frustration and a sense of blocked horizons. Perhaps the most dangerous aspect of the situation is that an employee who does not trust a promise from a decision-maker, nor the ability of a union, may eventually find himself forced to take to the streets, unless real and urgent measures are taken to restore confidence, demonstrate seriousness in controlling expenses, hold the corrupt accountable, and enhance transparency. At that point, what is coming will be heavier than anyone can bear, without exception.

The employee asks for nothing more than the bare minimum of dignity, within his home and with his family. It is a seemingly simple demand, but it is difficult to achieve in light of the accumulating crises and policies that offer nothing but deferred promises. However, the fear is that his demand will turn into a cry of anger, one that goes beyond the limits of a silent complaint, one that cannot be evaded or circumvented.

As part of the negotiations for a ceasefire and prisoner exchange in Gaza, Israel has agreed in principle to allow Qatar and other countries to begin pumping money and resources into the Strip during a potential truce, even before a permanent ceasefire is reached.

According to the report, countries in the region, including Saudi Arabia and the UAE, are refusing to commit to contributing to the reconstruction of Gaza until they receive a clear pledge from Israel to end the war.

Disagreements between the two sides persist regarding the Morag axis, from which Hamas is demanding a complete Israeli withdrawal. Meanwhile, Israel presented a new map on Tuesday that allows it to remain partially in this axis, according to the report, in what Israeli sources described as a "show of flexibility" in the negotiations.

While Palestinian sources announced yesterday that the negotiations remained stalled, other estimates suggested that the gaps had narrowed Tuesday evening after Israel presented a new proposal to the Qatari mediator regarding the deployment of its forces in the Gaza Strip, particularly along the axis separating the Rafah area from the Strip.

Reuters quoted a senior Israeli official this morning as saying that "a ceasefire in Gaza could be achieved within a week or two," stressing that "it's not a matter of a day." He added that the two sides had agreed to a 60-day truce, during which Israel seeks to establish a permanent ceasefire that includes the disarmament of Hamas. He threatened, "If Hamas refuses, we will continue military operations."

About three months ago, Israeli Prime Minister Benjamin Netanyahu announced that the Israeli army had taken control of the Morag axis, which he described as "Philadelphi 2," located between Khan Yunis and Rafah in the southern Gaza Strip.

Israel announced its intention to establish a closed "humanitarian" zone south of this axis, on the ruins of Rafah, where large numbers of residents would be relocated. In this context, Israel emphasized its insistence on keeping the Morag axis under its control as part of any agreement.

The Israeli government seeks to maintain control of the corridor for the purpose of "screening and security screening" of the hundreds of thousands of Palestinians returning, voluntarily or by force, to the ruins of Rafah. This morning, Thursday, the Israeli occupation forces launched a large-scale arrest campaign in the West Bank and occupied Jerusalem.

In occupied Jerusalem, occupation forces arrested more than 20 young men from Qalandia camp.

Local sources reported that an Israeli army force raided the camp, raiding a large number of homes and firing live ammunition, sound bombs, and tear gas.

The ink on Tuesday's article had barely dried when my interlocutor called to inform me, in a fit of bitter sobbing, of the death of his sister, Ju'ana. She was lying in a hospital in Gaza City, amid a severe shortage of medicine and food.

Like that dearly departed, there are hundreds of patients waiting in lines to die of starvation in hospitals on the brink of collapse. Meanwhile, UN reports indicate that the Gaza Strip is being subjected to a relentless, round-the-clock process of erasure and genocide, in which the lives of children, the elderly, mothers, and fathers are being lost, sometimes by being run over by "Gideon's vehicles" and other times by the bullets of "inhumane Gaza," which preys on the starving in its set traps. Press reports have also revealed that members of this institution deliberately commit their crimes against the starving, as if they were targets in a shooting range.

Those who didn't die of hunger or bullets died from a lack of sugar (one kilo cost 350 shekels), which is what the sick people in the tents need when they faint. A few days ago, an old woman died in one of the tents after suffering a blood sugar attack. Her children and grandchildren were unable to save her, after they started looking for a spoonful of sugar among the displaced people, but they didn't find it before she breathed her last.

Stories of daily death are heartbreaking, and even more tragic, they dull feelings and make consciences turn a blind eye to the daily toll of martyrs and wounded, who are killed in tents, under the rubble, and in front of food pantries.

Katz's statements: Confirming the certain, two years after the genocide in Gaza

Dr. Ahmad Tibi: Katz's position is a direct green light for settlers to continue attacks on Palestinian villages without fear of accountability.

Anas Abu Arqoub: The international community is complicit, and settlement groups receive funding from donations collected from European countries, the United States, and Canada.

Israeli Defense Minister Yisrael Katz's statements, in which he stated that "the burning of Palestinian villages by Jews is not terrorism," were not out of step with the occupying state's general orientations, both in word and deed, which the world has been witnessing for nearly two years in the most horrific forms of massacres and genocide in the Gaza Strip, many areas of the West Bank, and a number of countries in the region.

But these statements represent a frank and brazen admission from the highest political level in the occupying state that the brutal crimes and organized attacks committed by settlers were not individual acts, but rather a systematic policy adopted by the official establishment in Israel and implemented in coordination and full partnership with terrorist and extremist gangs in the settlements of the West Bank, including Jerusalem. The occupation army participates in their implementation or in providing full protection to the settlers armed with machine guns. They also represent a disregard for the international community and its UN institutions, which stand powerless to hold Israeli war criminals accountable.

Politicians, analysts, and experts who spoke to "Y" said that Katz's position constitutes a direct green light for settlers to continue attacks on Palestinian villages without fear of accountability. They emphasized that Katz's statement proves the existence of coordination between the army and settlers and the involvement of military leaders in terrorist acts against Palestinians.

They explained that stripping the deliberate acts of arson and vandalism targeting civilian property and lives of civilians of the label "terrorism" legitimizes and normalizes these acts. They noted that Katz's rhetoric is fully consistent with the Zionist ideology, which views murder as a means of establishing hegemony and control, and is consistent with the daily massacres in Gaza and the West Bank.

They asserted that the international community is complicit with the settler groups, which receive funding from donations collected from European countries, the United States, and Canada. They pointed out that the failure to resolve any of the regional issues is what is driving the US administration to offer Israel another consolation prize: the West Bank.

Granting political legitimacy to settler violence and terrorism

MK Dr. Ahmad Tibi, head of the Arab Movement for Change, said, "Israeli Defense Minister Yisrael Katz's statements that settlers' burning of Palestinian villages 'is not terrorism' constitute blatant official incitement, granting political legitimacy to organized settler violence and terrorism."

Tibi added, "This position is a direct green light for settlers to continue their attacks on Palestinian villages and towns without fear of accountability."

MK Tibi believes that what is more dangerous than the statements is that Katz himself has cancelled administrative detention orders against extremist Jewish settlers, at a time when thousands of Palestinians are being imprisoned without trial.

Tibi described the move as "blatant racial discrimination and confirmation of apartheid in the occupied territories, granting Jewish terrorists political and security immunity."

Al-Tibi believes that international responses to settler attacks are weak because they are driven by double standards and reflect a concern for the stability of the Israeli government rather than for the protection of Palestinian victims.

He pointed out that the international community prioritizes Western interests with the extremist Israeli government over respecting Palestinian rights and implementing the international law they so brag about.

At the end of his remarks, Tibi considered that this policy threatens to turn the West Bank into a battlefield for burning small villages and undermines any hope for justice or accountability. International silence is a partnership in the crime and the arson.

An organization with a clear structure and executive arms

For his part, journalist and researcher specializing in Israeli affairs Anas Abu Arqoub said, "A large portion of the Hebrew media describes these attacks on Palestinian villages as Jewish terrorist attacks."

He added, "According to the diagnosis of Israeli experts themselves, these groups operate as an organized organization with a clear structure, a chain of command, and operational arms on the ground, through which goals are determined, and methods and timing are carefully chosen."

Abu Arqoub believes that what is even more dangerous is what former Israeli Defense Minister Moshe Ya'alon repeatedly emphasized through Hebrew channels: that these groups constitute an organization with a political arm within the government and the Knesset, working to implement the vision of Rabbi Dov Lior, the extremist rabbi of the Kiryat Arba settlement, who is considered the spiritual mentor of Baruch Goldstein, the perpetrator of the Ibrahimi Mosque massacre.

He continued: "Former Shin Bet officer Gonen Ben-Yitzhak also confirmed that these attacks are actually carried out by the secret armed militia affiliated with Ben-Gvir and Smotrich in the West Bank, which means there is a dangerous overlap between government actors and these groups."

Implicit and explicit legalization of settler crimes

Abu Arqoub described Katz's statements as not merely political bias, but rather as an implicit and explicit legalization of these crimes, which could be interpreted by settlers as a "green light" to proceed with mass attacks without fear of accountability.

Regarding the weak international response, journalist Abu Arqoub explained that it reflects the international community's inability to confront Israel when it crosses red lines. He noted that verbal condemnations without deterrent measures are understood in the Israeli context as a yellow light that allows the situation to continue without consequences, which fuels a sense of impunity.

He stressed that the international community's position is complicit, particularly the European Union countries, pointing out that these groups receive funding from donations collected in European Union countries, particularly Germany and France. He pointed to what was recently revealed by the head of the Northern West Bank Settlements Council regarding the funding for the purchase of sniper rifles, reconnaissance drones, and military jeeps that were recently supplied to settlers, as these funds were collected from European Union countries, as well as from the United States and Canada, under the pretext of enhancing settlement security.

Abu Arqoub pointed out that these weapons and other military equipment are being used and deployed in settlement outposts that are considered strongholds of the "Price Tag" terrorist organization.

Lack of effective international accountability

For her part, Israeli affairs expert Nevin Abu Rahmoun said, "Statements like these are not merely a passing political comment, but rather an expression of a dangerous policy, exposing the lack of effective international accountability for violations of Palestinian human rights."

Abu Rahmoun emphasized that stripping the deliberate acts of arson and vandalism targeting civilian property and lives of civilians of the label "terrorism" amounts to legitimizing and normalizing these acts.

Abu Rahmoun noted that the state does not consider these acts to be serious crimes that warrant the maximum penalties, but rather may view them as less serious or even justifiable in a given context, emphasizing that the Israeli establishment is the sponsor of the settlers' actions.

She added: "These statements are a clear 'green light' for extremist settlers. When their actions are not classified as terrorism, they feel more immune from accountability, which increases the likelihood that these attacks will be repeated and escalate to more violent levels, perhaps even reaching actual 'holocausts.'"

Abu Rahmoun explained that these statements demonstrate a double standard. While the charge of "terrorism" is used liberally against Palestinians, this label is removed from settler violence directed against Palestinians. This fundamentally undermines the principle of the rule of law and justice.

Collusion between Israeli officials and settlers

She said that these statements, especially when issued by an official, indicate some sort of collusion or understanding between these officials and the extremist settlers, giving the impression that the state is turning a blind eye or even supporting these actions.

She considered these statements to be a dangerous escalation. She said that Palestinians, who see themselves as being subjected to terrorist attacks without being acknowledged as such, may resort to forms of resistance to defend themselves and their property.

Abu Rahmoun stressed that the international community's confidence in Israel's commitment to international law and human rights is eroded when it issues such statements that contradict the most basic principles of justice.

She pointed out that many major powers rely on Israel as a strategic partner in the region, making them reluctant to take tough positions that could harm these relations.

Abu Rahmoun concluded by saying, "Naturally, pro-Israel lobbies play a major role in influencing the positions of Western governments, which limits the strength of their responses."

Katz's statements are very dangerous.

For his part, writer and political analyst Dr. Abdul Majeed Sweilem emphasized that Katz's statements are extremely dangerous, as they constitute a "passport" for further slaughter and killing, further encroachment, and the granting of a free hand to settlers to tamper with the West Bank, in preparation for creating major shocks, after which the army will undertake extensive military operations under the cover of this violence.

It is likely that the goal of these operations is to cover up any possible agreement between Trump and Netanyahu, as a consolation prize after their failure to resolve any of the issues at hand.

Suwailem pointed out that the war on Gaza has not ended the fighting, and the file has not yet been closed. The scene is now dominated by images of Israeli losses, exposing the falsity of claims about control of 60 or 75 percent of the Gaza Strip.

He asked: If Israeli forces are unable to repel complex, coordinated attacks from areas considered safe and buffer zones that have been cleared since the beginning of the war, how can we talk about Israeli control over the Gaza Strip?

He stressed that the Gaza file has not been closed, nor has the Lebanon file, particularly given Hezbollah's tactic of placing the Lebanese state at the forefront of the conflict, entrenched in growing political and international legitimacy.

Hezbollah is now in a position to defend Lebanon.

He said that after the great flexibility it showed, Hezbollah was now in a position to defend Lebanon, not attack it, which confused the Americans and made them lose clarity about the next step.

Writer Suwailem added that if the next step is war against Hezbollah, he will engage in it from a completely different position, as a legitimate defender with government support. The Lebanese state itself embraces his narrative, calling on Israel to withdraw first, as a prelude to any discussion about the party's weapons.

He continued: "We are witnessing a continuing escalation in Yemen, while the story of Iran's victory has been exposed as a resounding scandal, after the falsity of the rhetoric that promoted unprecedented victories became clear. He stressed that neither the United States nor Israel have achieved any real progress against Iran, and negotiations have become the only option available to Washington, as Trump himself acknowledges. However, Iran will not return to the negotiating table without guaranteeing its right to enrichment.

Fear of an upcoming all-out battle in the West Bank

In Suwailem's estimation, the failure to resolve any of these issues is what's driving the US administration to offer Israel another consolation prize: the West Bank. Katz's latest statement is a natural prelude to the coming battle there.

Writer Suwailem asserted that Katz has reclassified himself into the same category as Smotrich and Ben-Gvir, emphasizing that his discourse in meetings with Israeli officers and soldiers is not significantly different from Netanyahu's rhetoric toward the Hilltop Youth.

He said: "This confirms that Netanyahu, Katz, Smotrich, and Ben-Gvir are all cut from the same political and intellectual cloth.

Suwailem concluded his remarks by saying, "This should alert us and provide us with rich material for drawing lessons, and should prompt Arab and Palestinian media to widely disseminate this statement, as it reflects a dangerous and premeditated approach, perhaps agreed upon by Trump and Netanyahu, for an upcoming comprehensive battle in the West Bank, no less ferocious than the battle in Gaza."

Exposing Katz's terrorist role in war crimes

Journalist Jawdat Manna, coordinator of the International Campaign to Defend Jerusalem, described Katz's statements as dangerous, noting that Israeli Defense Minister Yisrael Katz's claim that "a Jew who burns down a Palestinian home is not a terrorist" demonstrates his involvement in and support for the "Hilltop Youth" terrorist organization, which is responsible for war crimes committed against civilians in the West Bank under his orders.

He added: "These statements also constitute incitement to continue killing unarmed Palestinian civilians and burning their homes and property.

Manaa believes this calls for documenting Katz's statements and attaching them to the files of the International Commission of Inquiry into War Crimes, which is authorized to submit files to the International Criminal Court and the International Court of Justice.

He continued: "These statements also call for intensified diplomatic efforts to expose his terrorist role in the ongoing war crimes in occupied Palestine, to limit international engagement with him, and to impose international sanctions on his movements and assets."

Manaa asserted that these statements could be used as evidence of the involvement of the "Hilltop Youth" organization, based on Katz's statements and the demand to place it on the international terrorist list and to cut off its funding sources.

Journalist Manaa pointed out that Katz's statement proves that there is joint coordination between the army and the settlers, which could reveal the involvement of field commanders in the occupation army in terrorist acts against Palestinian civilians in the West Bank.

Katz's terrorist statements are not surprising.

For his part, researcher and writer specializing in Israeli affairs, Mazen al-Jabari, said that the statements of Israeli Defense Minister Yisrael Katz, in which he considered the burning of Palestinian villages not terrorism, do not surprise anyone. He explained that this man lacks an independent political vision, but rather plays an executive role subordinate to Netanyahu, assuming the role of a barbaric officer and dedicated to a continuous, bloody colonial policy.

He pointed out that Katz, of Romanian origin, has no historical connection to Palestine or its people, making him a mere symbol of today's purely settlement project. He is directly involved in the ongoing massacres in Gaza and supports the aggression against Iran, Lebanon, and Syria, embodying the logic of killing and destruction rather than politics, just as Trump praised Netanyahu and described him as a "hero," even though he is wanted internationally for trial for crimes against humanity.

Al-Jaabari emphasized that in the West Bank, Katz's statements are consistent with the daily crimes committed by settler militias under the protection of the occupation army.

He explained that these armed gangs are committing murder, arson, and theft in Palestinian villages, and derive their legitimacy from right-wing parties within the government, thus serving as executive arms for the ethnic cleansing project.

Tyrannical and racist historical models

He added: "On the official front, the occupation forces are launching devastating military operations in the northern West Bank, targeting refugee camps, particularly Jenin and Tulkarm, where civilians are being killed, homes are being demolished, and property is being burned, in clear collusion between the army and militias to impose a settlement reality by force."

Researcher Al-Jabri believes that Katz's statements do not express an individual position, but rather derive their content from authoritarian and racist historical models, combining the image of the arrogant American cowboy with the Roman one who thrives on oppression and destruction.

Al-Jaabari said: "Katz's speech is completely in line with the Zionist doctrine, which views murder as a means of establishing hegemony and control. It is consistent with the daily massacres in Gaza and the West Bank, and is fueled by shameful international silence and Arab and Islamic complicity, which opens the door to a cold-blooded genocide. In this context, Palestinian resistance becomes not only a legitimate right, but an existential, historical, and humanitarian necessity."
