Failure of the second phase negotiations of the Gaza war

The preliminary negotiation session in Cairo at the end of February 2025 between the delegations of the colony and Hamas was paralyzed, against the backdrop of implementing the steps of the first phase of the truce agreement, and trying to move towards the second phase, as there was no agreement on the agenda, and there was a conflict between them over the proposal to expand and extend the titles and topics of the first round, according to the desires and request of the colony delegation, and the Palestinian delegation insisted on separating the topics of the first phase from the topics of the second phase, and not extending it on the basis of reducing the negotiations to the exchange of the release of prisoners by both sides .


The failure of the preliminary round of negotiations under the auspices of the Egyptian-Qatari-American tripartite does not mean and will not lead to the end of the negotiations, the closure of the negotiation option and the resumption of war, despite the deception and demagogy used by Netanyahu through threats, and the threat of his Minister of Defense, Yisrael Katz, to hold military and security meetings, and to change the leadership of the army and security services and replace them to be more responsive to the plans and tactics of the far-right coalition government described as a failure and failure to address and confront the results of the October 7, 2023 operation and its repercussions.


Netanyahu's government is in a predicament of not being able to make a decisive choice towards: continuing the negotiations, which is rejected by Netanyahu's allies in the government, who are the most extremist, or towards a decision to end the ceasefire and resume the war, which is rejected by both parties to the protest:


The first is from the Israelis, led by the families of the remaining Israeli prisoners and the families of those who sympathize with them. The second is from the army and intelligence who still insist that the option of war is of no importance after the destruction of the institutions of the Gaza Strip, and that there is no longer any strategic goal that can be attacked and targeted, and that continuing the option of war constitutes a process of military, human and financial drain that has exhausted the Israeli economy, despite all the support that the United States has provided them, from the October operation until now, the latest of which was the approval of providing weapons worth nearly 3 billion dollars.


Netanyahu will in any case remain maneuverable and a prisoner of all possibilities and options, after the court gave him refuge until May, to form a civilian investigation committee on the basis of “negligence” due to the surprise October operation, especially after the military investigation committee completed its work and held the military leadership, especially the army commander, the commander of military intelligence and the intelligence, responsible for the military, security and intelligence negligence.
