Libya: Members of the State Council acknowledge the end of the mandate of the Dbeiba government
Tripoli - (dpa) - Members of the Supreme Council of State in Libya considered the Dbeiba government to have "necessarily expired," referring to the time period of the road map it produced, which ends today, Tuesday.
Members supporting the Bashagha government issued a statement on Monday night, in which they welcomed the achievement of more consensual points between members of the House of Representatives and the state in the Constitutional Path Committee, and urged the two houses to complete what remains.
He also called on the members, whose names or number the Dabaiba did not specify, to assume his moral and legal responsibilities by expediting the smooth handover of government headquarters to Bashagha's government, following the example of his predecessor.
They stressed the need for those holding senior positions in political institutions to assume their legal responsibilities, warning of any divisions within the institutions that might result from their wrong positions.
The statement called on the members of the UN mission to respect the consensus that took place between the two councils and to acknowledge the mandate of the Bashagha government over the entire soil of the country, as it is the legitimate government emanating from the elected official bodies. According to the description.
The statement comes after the Constitutional Track Committee failed to reach a complete consensus on the constitutional framework necessary for holding elections.
The UN Adviser on Libya, Stephanie Williams, announced on Monday morning the end of the third and final round of negotiations of the Joint Constitutional Committee of the House of Representatives and the High Council of State related to the constitutional track, without progress being made on agreeing on a constitutional framework for the elections.
According to a series of tweets on Williams' account on the social networking site "Twitter", "disagreements remained regarding the measures organizing the transitional period leading to the elections."
In what appears to be a sign that the joint committee has not reached a complete consensus on the constitutional basis for the elections, Williams called on the presidencies of the two chambers to meet within ten days at a place to be agreed upon to overcome the sticking points.
The statement also comes on the night of the end of the term of the Geneva Agreement, which unified the executive authority in Libya, represented by the Presidential Council and the National Unity Government.
On more than one occasion, Bashagha called on the head of the national unity government, Abdel Hamid al-Dabaiba, to hand over power, while al-Dabaiba insisted on not handing over until after the elections.
Dabaiba also affirmed on more than one occasion his adherence to power even after the date of June 21, which coincides with the end of the Geneva Agreement, which increases the ambiguity surrounding the fate of the current political bodies, and warns of the possibility of the country returning to the square of political division.
