"Biden's announcement"... Is it an end-of-war speech in Gaza?

Occupation Army Radio reported, this evening, Friday, that the details of US President Joe Biden’s announcement of the deal tonight are the same broad outlines that Prime Minister Benjamin Netanyahu agreed to in principle as part of the War Cabinet discussions. The radio pointed out, "This is actually an Israeli-American plan to end the war, even if the Prime Minister's Office did not say so explicitly."


Reuters quoted a senior US administration official as saying that the new proposal regarding Gaza was presented to Hamas yesterday, Thursday.


The official pointed out that each stage of the Gaza proposal extends for about 42 days, pointing out that the new proposal is almost identical to what Hamas proposed weeks ago.


The senior official said that President Biden's message is clear that there is a road map that is the best way to end the conflict, adding: “Hamas said that it wants a ceasefire and this proposal is their only way to prove that.


The official confirmed that Biden called on Israeli leaders to adhere to the proposal despite the pressure they may be exposed to, indicating that Arab and international countries and “Israel” will not allow Hamas to rearm.


The official added: “It is time to raise our voices loudly and demand that both parties approve the agreement.” He said: “I do not think that this proposal would have been possible 3 months ago, and the road map was discussed in detail.”


The official confirmed that this agreement is consistent with what Hamas had previously agreed to, pointing out that Biden took care to present the details of the agreement so that those who do not want the war to end would not change what was stated in it.


He continued: "We are confident that it will be possible to move to the second and third phases once the shooting stops in the first phase," noting that the proposal is similar to what Hamas agreed to, with minor modifications.


The office of Israeli Prime Minister Benjamin Netanyahu said, following Biden's speech, that "the government of Israel is united in its desire to return the kidnapped people as soon as possible, and it is working to achieve this goal."


It added, "Therefore, the Prime Minister instructed the negotiating team to submit a proposal in order to achieve this goal, while committing that the war will not end until all its goals are achieved, including the recovery of all the kidnapped people and the elimination of Hamas' governmental and military capabilities."


Netanyahu's office indicated that "the precise proposal presented by Israel, including the transition from one stage to another, allows Israel to maintain these principles."


 In this context, a Hamas source told Al-Arabi TV: We will deal positively with any proposal that includes a permanent ceasefire and a comprehensive withdrawal from Gaza with an Israeli commitment.


In a speech he delivered on Friday evening, US President Joe Biden called on Israel and the Hamas movement to reach and conclude a deal that would lead to stopping the war on the Gaza Strip and releasing the prisoners.


During his speech, Biden reviewed a three-stage proposal that Israel presented to the mediators for a complete and sustainable ceasefire, the withdrawal of the Israeli army from Gaza, the conclusion of a prisoner exchange deal, the return of displaced Palestinians to their homes, and the reconstruction of the Strip.


He considered that Israel had offered a new "road map" towards permanent peace in Gaza, and urged Hamas to accept the agreement because "it is time for this war to end."


In his first major speech on resolving the eight-month-old conflict, Biden said the proposal begins with a six-week phase of a ceasefire, which would see the Israeli army withdraw from all populated areas in Gaza.


He continued in a televised speech from the White House, “It is time for this war to end, and for the next day to begin,” adding, “We cannot miss this moment” to seize the opportunity for peace.


He added, "Israel presented a new, comprehensive proposal. It is a road map for a permanent ceasefire and the release of all hostages."


The 81-year-old Democrat called on Hamas to accept the proposal, saying that the Palestinian movement “must accept the deal.”


Biden explained that the first phase, which will last six weeks, includes “a complete and complete ceasefire, the withdrawal of Israeli forces from all populated areas in Gaza, the release of a number of hostages, including women, the elderly, and the wounded, and in return the release of hundreds of Palestinian prisoners.”


He pointed out that the Israeli and Palestinian sides will negotiate a permanent ceasefire during those six weeks, but the truce will continue if the talks remain ongoing.


The US President added, "As long as Hamas fulfills its obligations, the temporary ceasefire will become, according to the phrase contained in the Israeli proposal, a permanent cessation of hostilities."


The US President did not address in detail the Israeli attack on the city of Rafah in southern Gaza, but he acknowledged that the Palestinians are living in “absolute hell.”


Biden's announcement of the proposal comes after repeated attempts to end the war faltered, while Hamas insists that any ceasefire must be permanent.


The movement said earlier Friday that it had informed the mediators that it would not agree to a “comprehensive” exchange agreement unless Israel stopped its “aggression.”


The head of Hamas's political bureau, Ismail Haniyeh, confirmed that his movement's basic demands, including a permanent ceasefire and complete Israeli withdrawal, are not up for negotiation.
