Cairo Talks: Hamas insists on the return of the displaced to northern Gaza
The Hebrew Walla website quoted a senior Israeli official, Monday evening, as saying that the Hamas movement attaches great priority and importance to the return of the displaced to the northern Gaza Strip, more than Israel expected.
The Walla website quoted Israeli officials as saying that the Hamas movement has expressed its willingness to make concessions regarding the number of prisoners it will demand to be released in exchange for Israel making concessions that would allow the return of the displaced to the northern Gaza Strip.
According to the website, "Israel" believes that the return of the displaced to the northern Gaza Strip will strengthen the presence of Hamas as a ruling force in the Strip and make the goal of eliminating it more difficult.
In a related context, Israeli Channel 12 reported this evening that the Israeli government has waived its requirement to obtain a list of the names of its prisoners detained in the Gaza Strip who are still alive, while Hamas demands that their number be revealed.
The channel reported, citing Israeli officials, that Israel had asked Hamas for the number of detainees alive in Gaza as part of a possible truce deal, not a list of their names.
The Israeli officials who spoke to the channel, which it did not name, claimed that “Hamas made a decision not to advance the deal.”
They explained that "Israel did not request a list of the names of living Israeli detainees, but rather the number of those alive, in order to build a mechanism related to their release and the number of Palestinian prisoners who will be released."
The new claim that Israel did not request the list of detainees may indicate Israeli evasion, in an attempt to hold Hamas responsible for the lack of progress in the truce negotiations in Gaza, as the Hebrew channel “Kan 11” reported, yesterday evening, Sunday, that the Israeli War Council (Cabinet) War) refused to agree to the condition of the Prime Minister Benjamin Netanyahu to obtain a list of living detainees held by the Hamas movement, at the beginning of the talks, in order to advance the prisoner exchange deal negotiations.
The channel pointed out that unnamed parties in the “cabinet” criticized Netanyahu, and considered that he should not have placed this request at the beginning of the talks, noting that the agreement on the list in the previous deal was made shortly before the end of the negotiations.
The channel quoted an unnamed source familiar with the negotiations as saying, “Talk about an unnecessary step makes it difficult to move the negotiations forward.”
The same source claimed that “the main obstacles to the deal are related to Hamas’ refusal to provide a response to the Paris proposal,” the issue of the return of residents of the northern Gaza Strip to their areas, and the volume of humanitarian aid entering the Strip.
Meanwhile, Yedioth Ahronoth newspaper reported today that after Israel spoke yesterday, Sunday, about the explosion of negotiations, it is counting on the United States to exert more pressure on the mediators from Egypt and Qatar, to push towards changing Hamas’ position.
The Israeli state claims that the movement is “concerned with igniting the situation” during the month of Ramadan.
As part of the mediators’ pressure on Hamas, Israel wants Qatar to threaten the movement’s leaders in Doha with expulsion if the movement does not pass answers on key issues, including the number of living Israeli detainees and the number of Palestinian prisoners it demands, in addition to Closing bank accounts as Tel Aviv wishes.
For its part, Israel clarifies that as long as there is no deal, the Israeli army will continue its military operations by force during the month of Ramadan as well, while making plans for a large ground operation in Rafah and the refugee camps in the central Gaza Strip.
The newspaper pointed out that there is not yet a final decision regarding a military operation of this type, but it is on the table, as indicated by the statements of the members of the War Council, including Netanyahu, Security Minister Yoav Galant, and Minister Benny Gantz.
Israeli circles believe that the United States is interested in reaching a deal before the month of Ramadan, for fear of further developments in the situation.
