Hamas Welcomes Arrival of International Forces, Calls for End to Occupation Violations in Gaza

The Hamas movement expressed cautious optimism regarding the beginning of the arrival of international forces to the region, considering this step should pave the way for the implementation of their assigned basic tasks. The movement affirmed that the top priority is to separate Palestinian citizens from the occupation army forces to stop the continuous aggressions in the Gaza Strip.

These statements came after the Peace Council announced the arrival of the first tactical vehicles to the logistical support area known as 'Endurance'. The movement's spokesperson, Hazem Qassem, clarified in an official statement that the movement hopes this deployment will be an actual start to stopping Israeli violations and providing protection for the residents.

The movement called on the Peace Council to immediately begin the practical application of the provisions of the comprehensive ceasefire plan for the Strip. Qassem stressed the necessity of introducing the National Committee for Gaza Affairs Management, and providing real and urgent relief to citizens suffering from the ravages of the siege and continuous aggression.

Hamas also demanded that the occupation authorities be compelled to fully withdraw from all territories of the Gaza Strip in accordance with the signed agreements. The movement emphasized the necessity of immediately beginning reconstruction operations, describing it as the inherent right of all Palestinian people in their various areas of presence within the Strip.

For its part, the Peace Council confirmed the arrival of logistical equipment and vehicles to the 'Endurance' area located in southern Israel near the Kerem Shalom crossing. This area is considered a strategic transit point for the International Stabilization Force (ISF) which is scheduled to gradually begin its missions inside Gaza.

In a related context, Hebrew media reports revealed that the Peace Council intends to launch a pilot project in the coming weeks to manage humanitarian shelters. This project aims to organize life in areas not under Hamas control, starting from the Tal al-Sultan area near the city of Rafah.

Sources indicated that the multinational forces will be stationed at a military base specially prepared for them in the 'Amity' camp near the Strip's borders. These forces will be equipped with non-lethal weapons, as their tasks will focus on maintaining security and order within the designated humanitarian squares.

The reports stated that the Israeli occupation army will simultaneously continue to strengthen its military grip on areas outside these humanitarian zones. This plan, according to Hebrew claims, aims to gradually undermine Hamas's influence by controlling the distribution of medical and food aid.

The plan includes establishing logistical centers in the 'Gaza Envelope' area to organize and manage shelters, including towns near the border fence. These measures are seen as part of the implementation of Article 17 of former US President Donald Trump's plan, which focuses on temporary reconstruction.

Peace Council officials explained that reconstruction operations at this stage will not rely on reinforced concrete to avoid its use for military purposes. Instead, reliance will be placed on mobile housing units ('caravans') and the provision of basic medical services to displaced populations in those areas.

The proposed Israeli and international plan seeks to create an administrative alternative to Hamas rule through what has been described as a 'pincer movement'. While the army continues military pressure on the ground, the Peace Council works to attract residents to shelter areas under international and independent management from the movement.

In contrast, a leading delegation from the Hamas movement is visiting the Egyptian capital, Cairo, to hold intensive discussions on the mechanisms for implementing the ceasefire agreement. Discussions focus on overcoming obstacles set by the occupation and completing the discussion of the roadmap proposed by the High Representative of the Peace Council, Nikolay Mladenov.

Mladenov's roadmap consists of 15 items addressing fundamental issues such as disarmament, Israeli withdrawal, and the rebuilding of the police force. Hamas political advisor, Taher al-Nunu, stressed that the ultimate goal is to achieve a complete and comprehensive Israeli withdrawal from all territories of the Strip.

Informed sources confirmed that the success of this plan depends on the implementation of the promised humanitarian measures at the beginning of the ceasefire. This includes the flow of aid and fuel and the opening of crossings, which are necessary steps before moving to the more complex stages of reconstruction and political stability.
