Between the Drums of War in Tel Aviv and Cairo Negotiations: Hamas Accepts 'Weapon Confinement' with Conditions, and the Occupation Prepares for a Wide-Scale Operation

Hebrew media sources revealed that the Chief of Staff of the Israeli Occupation Army, Eyal Zamir, approved a set of operational plans aimed at resuming widespread fighting in the Gaza Strip. These moves come amid security assessments claiming that the Hamas movement has exploited the past months to rebuild its military capabilities and restore vital parts of the tunnel network damaged during previous stages of the war.

Reports clarified that the commander of the Southern Command in the occupation army, Yaniv Asor, presented multiple scenarios for returning to intensive military operations during closed discussions. Asor believes that the absence of an international body capable of undertaking the task of disarming the resistance may force the army to carry out a large-scale attack at a later stage to ensure that the movement does not regain its field control.

Israeli military estimates indicate that Hamas has succeeded in rebuilding some of its headquarters and command and control systems, despite the significant human and material losses it has incurred. Southern Command leaders are pushing for the accelerated implementation of these plans, warning that merely maintaining the status quo in the buffer zones may give the resistance a greater opportunity to strengthen its positioning.

Despite military readiness, the political level in Tel Aviv has not yet given the final green light for expanding operations. Nevertheless, Prime Minister Benjamin Netanyahu continues to pressure the military establishment to raise the level of preparedness, in anticipation of the collapse of the ongoing diplomatic track in the Egyptian capital, Cairo.

In contrast, the Hamas movement announced progress in the ongoing negotiations, confirming that 'acceptable approaches' have been reached regarding the thorny issues related to the ceasefire agreement. A spokesman for the movement stated that the factions dealt flexibly and positively with the proposals presented by mediators in Egypt, Qatar, and Turkey, with the aim of stopping the ongoing genocide.

Informed sources revealed that the Palestinian factions meeting in Cairo agreed in principle to the issue of 'weapon confinement' in the Gaza Strip, provided that it is in the hands of a nationally agreed-upon Palestinian body. This development represents a significant shift in the negotiation process, as the weapons file was the most prominent obstacle to reaching a final agreement.

Despite this Palestinian openness, expectations indicate the possibility of the occupation rejecting this conditional formula, as Tel Aviv insists on handing over all weapons to international stabilization forces. These Israeli demands are consistent with the vision put forward by the previous US administration within what is known as the Trump plan for resolving the conflict.

On the ground, the occupation continues its control over about 60% of the Gaza Strip through what is known as the 'Yellow Line,' which complicates efforts to return to normal life. The continuous Israeli violations since October 2025 have resulted in the martyrdom of about 985 people and the injury of thousands of others, threatening the collapse of any fragile truce that may be reached.

These developments come at a time when the toll of the ongoing war of extermination since October 2023 has reached catastrophic figures, with about 73,000 Palestinians martyred and more than 173,000 injured. Military operations have also caused the destruction of approximately 90% of the Strip's infrastructure, leading to unprecedented levels of deterioration in humanitarian conditions.

The Hamas movement called on mediators and guarantor states to exert real pressure on the occupation to compel it to stop violations and accept the proposed approaches to enter the second phase of the agreement. Anticipation remains the master of the situation between the possibility of reaching a comprehensive truce or the renewed explosion of the situation in light of the continuous Israeli military buildup.

Acceptable approaches have been reached by the parties participating in the dialogues, related to the thorny issues of the ceasefire agreement.
