A former Kosovo rebel commander has been sentenced to 26 years in prison after being found guilty of war crimes

(AFP) - The Special Court for Kosovo in The Hague on Friday issued its first verdict on charges of war crimes, after it sentenced former rebel leader Salih Mustafa to 26 years in prison.

Addressing Mustafa, Judge Mabe Felt-Follia said that the court "imprisoned you for 26 years" after convicting him, especially of the charges of murder and torture.

Mustafa was sentenced after his conviction on charges of torturing detainees in a detention center that was supervised by Albanian separatists during the war of independence with Serbia between 1988 and 1999.

The ruling came at a time when Kosovo is witnessing new ethnic tensions, almost a quarter of a century after the war. During the past weekend, an exchange of fire with the police was recorded, while the European Union's law enforcement forces were also targeted.

Mustafa was convicted of several war crimes, including arbitrary arrest, torture and murder. He was acquitted of the charge of brutal treatment because it included the charge of torture, according to the judges.

North Korea launches another ballistic missile

Seoul - (AFP) - North Korea fired an unidentified ballistic missile Friday towards the sea, Yonhap news agency quoted the South Korean army as saying.

This new ballistic experiment comes a day after Pyongyang announced that it had launched two long-range strategic cruise missiles, in an experiment personally supervised by leader Kim Jong Un.

Pyongyang described its recent missile tests as tactical nuclear exercises simulating control of airports and military facilities in South Korea.

Yonhap quoted the South Korean Joint Chiefs of Staff as saying that it detected the missile launch from the Sunan area in Pyongyang in the early hours of Friday morning.

The Chiefs of Staff did not mention other details about the missile, noting, on the other hand, that "our army maintains a state of complete readiness in close cooperation with the United States."

About two hours before monitoring the ballistic missile launch, Yonhap reported, quoting the Chief of Staff, that about 12 North Korean warplanes flew close to the border with South Korea, which prompted Seoul to send fighters to intercept them, including F-35A fighters.

This is the second incident between the two countries within one week involving fighter jets.

These developments come amid escalating military tensions on the peninsula following a series of weapons tests conducted by Pyongyang.

And the Yonhap news agency quoted the Chief of the Joint Staff of South Korea as saying that 10 fighters were detected while flying 25 km north of the border between the two Koreas, between 22:30 Thursday night and 00:20 Friday morning local time, crossing the line that is automatically activated in response from the South.

Seoul has sent military aircraft, including the F-35A fighter jet, Yonhap quoted the Joint Chiefs of Staff as saying.

For its part, North Korea accused Seoul on Friday (local time) of carrying out a "provocative act" near their common border and said that the South Korean army was "provoking military tension", according to state media.

A North Korean army spokesman said in a statement that the South Korean army Thursday fired "artillery fire for about ten hours near the advanced defense area of the Fifth Corps of the Korean People's Army."

He added that the North Korean army "took strong military countermeasures" in response to the "provocative act".

According to the official information agency in Pyongyang, the Korean People's Army "is issuing a stern warning to the South Korean army, which is recklessly stirring up military tension in the frontline area."

In Washington, the US State Department condemned the new North Korean ballistic missile test.

A spokesman for the ministry said, "This experiment, along with others that took place over the past month, violates many UN Security Council resolutions" and "threatens peace and stability in the region."

The US State Department spokesman regretted that North Korea "refuses to respond" to the offers of dialogue sent to it by the United States.

Earlier this week, Kim rejected the idea of resuming talks on banned weapons programmes, saying his country "doesn't feel the need to do so".

In turn, the French Foreign Ministry said in a statement that "France deals with grave concern with North Korea's statements on October 13, in which it confirmed that it had launched long-range strategic missiles that could carry tactical nuclear weapons."

"These statements, coupled with the North Korean military provocations in the north of the Demilitarized Zone, contribute to an alarming growth in tension on the peninsula," the State Department added.

Paris urged "North Korea once again to fulfill without delay its international obligations, return to the negotiating table and put an immediate end to its destabilizing steps."

The US ambassador to Sudan calls on opponents to participate in an agreement that seeks to resolve the political crisis in the country

Khartoum - (AFP) - The US ambassador to Sudan , John Godfrey, called on the Sudanese political factions that did not participate in a preliminary political agreement reached more than a year after a military coup that toppled civilians from power in Sudan, to join the agreement in an effort to restore the transitional authority. back on track in the country.

Last month, Sudanese military leaders and civilian factions agreed on the first component of a two-stage political process to end the political turmoil that has gripped the country since Sudanese army chief Abdel Fattah al-Burhan led a military coup in October 2021.

"It is important to note that they (non-participants) still have the opportunity to join the (political) process," Godfrey, who last year took over as the first US ambassador to Sudan in nearly 25 years, told AFP.

At the end of the first round of talks on the final stage of the political process, he added, "We understand that there are ongoing efforts to find a way through which (the opponents of the agreement) feel that they can join," to the agreement.

The coup, which disrupted the transition to civilian rule after the overthrow of former President Omar al-Bashir in April 2019, sparked almost weekly anti-government protests amid the country's deep economic crisis and an escalation in ethnic clashes in some states.

The December agreement included Al-Burhan, his deputy, and the leader of the paramilitary Rapid Support Forces, Muhammad Hamdan Dagalo, known as "Hemedti", as well as several civilian groups, headed by the Coalition of the Forces for Freedom and Change, which is the main civilian faction whose members were overthrown in the 2021 coup.

While internal opponents view the agreement with suspicion, as its critics see that it lacks details and timetables, on the other hand, it received some international acclaim.

Among the critics of the agreement are the leaders of the former armed rebellion groups who signed a peace agreement with the transitional government that was overthrown by the coup, as they described the political process as "exclusionary".

The talks between the signatories to the agreement focused mainly on dismantling the Bashir regime.

Further talks are expected in the coming weeks on the main points of contention related to transitional justice, accountability, and security sector reforms.

The United Nations praised the start of the talks, saying it "represents another important step forward towards realizing the aspirations of the Sudanese people for democracy, peace and sustainable development."

Godfrey expressed his high hopes for the ongoing talks, saying it was "very clear" that the Sudanese factions were working towards the goal of restoring the transitional phase in Sudan.

Al-Burhan had previously pledged to remove the army from the political scene once a civilian government was formed, expressing his hope for the return of international aid, which has been suspended since the coup.

Relations between the United States and Sudan were severely strained under Al-Bashir's three-decade rule, as Washington imposed economic sanctions to tighten the screws on Khartoum since 1993, until relations witnessed a breakthrough under the overthrown transitional government, led by former Prime Minister Abdullah Hamdok.

Since the military coup, Washington has suspended $700 million in aid until the transitional period is restored to its track.

Godfrey said the United States continued to provide "humanitarian assistance" and "some development assistance."

"We have made clear that unless a new civilian government is formed in Sudan, we will not be in a position to restore other aid," he added.

Traffic accidents exceeded ... Firearms have become the main cause of death for American children

Washington (AFP) - Firearm deaths have overtaken road traffic deaths and become the leading cause of death among young Americans, with official data showing a rise in gun-related homicides such as the killing of 19 children at a Texas school Tuesday.

In total, 4,368 children and adolescents died from injuries caused by firearms in 2020, or a rate of 5.4 deaths per 100,000, according to figures from the US Centers for Disease Control and Prevention (CDC).

Homicides accounted for nearly two-thirds of firearm deaths.

For comparison, 4,036 deaths were recorded in car accidents, which is the leading cause of death in this age group.

The gap began to narrow as safety measures improved over decades and gun-related deaths rose.
The CDC data also showed that about 30 percent of child and adolescent deaths are suicides, just over 3 percent are unintentional, and 2 percent are from unspecified causes.

A small number of firearm deaths were classified as "lawful intervention" or self-defence.
The deaths disproportionately affected black children and adolescents, who were four times more likely to die than white children, for whom traffic accidents continued to be a greater threat.
The second group most affected by firearms are American Indians.
Males are six times more likely to die from firearms than females.
The rate of firearm-related deaths is highest in Washington, D.C., followed by Louisiana and Alaska.
These figures serve to underscore that while mass shootings like the one in Leuvalde are horrific, they make up only a small percentage of the overall child gun deaths.
Holden Thorpe, editor-in-chief of the leading Science magazine, published an article Thursday calling for intensified research on the effects of firearm ownership on public health, with the aim of pushing for a change in gun ownership policy.
"Scientists should not sit on the sidelines and watch others fight this," he said.
"Further research on the effects of gun ownership on public health will provide more evidence of its deadly consequences," he said, noting that severe mental illness to which mass shootings are often attributed is prevalent at similar levels in other countries where mass shootings do not occur regularly. .

Thousands evacuated in Pakistan after their homes were threatened by floods

Mingora - (AFP) Thousands of people living near flooded riverbeds in northern Pakistan received government orders Saturday to evacuate their homes after torrential monsoon rains left nearly 1,000 people dead.

Valleys in Khyber Pakhtunkhwa province have flooded, destroying dozens of buildings, including a 150-room hotel that was washed away.

Junaid Khan, 23, owner of two fish farms in Charsadda, told AFP, "The house we spent two years of hard work building has disappeared before our eyes... We sat on the side of the road watching our dream house collapse."

The annual monsoon rains, which usually extend from June to September, are important for irrigating crops and replenishing lakes and dams across the Indian subcontinent, but they also bring with them a wave of destruction and tragedies every year.

The government revealed that the floods affected more than 33 million people and destroyed about a million homes completely or seriously.

On Saturday, the authorities ordered thousands of residents of Swat district to evacuate their homes before the rivers overflowed.

"At first, some people refused to leave, but as the water level rose, they accepted," emergency services spokesman Bilal Faizi told AFP.

Authorities say this year's floods are comparable to 2010 -- the worst on record -- when more than 2,000 people were killed and about a fifth of the country's population was trapped.

Farmer Shah Faisal, his wife and two daughters took refuge at the edge of the road and he too watched the strong torrents swallow his house.

Nearby the rivers Swat, Jundi and Kabul pass through narrow city gorges before joining the Indus River.

"We ran away from death," the farmer told AFP.

The Pakistani authorities estimate that the cause of the massive and devastating rains is climate change, stressing that the country is unfairly affected by the repercussions of environmentally irresponsible practices around the world.

Pakistan ranks eighth in the Global Climate Hazards Index, a list compiled by environmental NGO German Watch of countries considered most vulnerable to extreme weather events caused by climate change.

However, residents bear part of the responsibility for the damage caused.

Corruption and construction projects that do not take into account safety have contributed to the construction of thousands of buildings in areas threatened by torrents and floods.

On Friday, the government declared a state of emergency and harnessed the army to face "this catastrophe, which has reached a rare scale" occurrence.
According to the National Disaster Management Authority, since June the monsoon rains have damaged more than 80,000 hectares of cultivated land, destroyed 3,100 km of roads and washed away 149 bridges.

In Sukkur, more than 1,000 km south of Swat, farmland has been flooded and tens of thousands of people have taken refuge on highways and elevated roads.

The floods coincide with the worst period that Pakistan is going through, and its economy has collapsed due to a deep political crisis after the removal of former Prime Minister Imran Khan from power following a motion of no confidence.

The Meta Group plans to lay off thousands of its employees

San Francisco - (AFP) - The Wall Street Journal reported that the Meta Group, the parent company of Facebook and Instagram, intends to lay off thousands of employees starting this week, following the example of several companies in the field of technology in the context of the economic crisis.

Meta has about 87,000 employees worldwide, according to September 30 figures.

While publishing the most recent disappointing quarterly results recently, Group Chairman Mark Zuckerberg indicated that the company's headcount should not increase by the end of 2023, it should even decline slightly.

According to the newspaper's sources, it is expected that this will be announced on Wednesday and that thousands of employees will be affected in the first such measure in the history of the social media giant.

And last Thursday, two Silicon Valley groups, Stripe and Lyft, announced the layoffs of a large number of their employees, while the Amazon group froze hiring.

And as soon as Elon Musk, the president of Tesla and the richest man in the world, acquired the Twitter platform, he laid off about half of its 7,500 employees.

Online platforms, whose economic model is based on advertising, suffer especially from advertisers reducing their spending due to global inflation and high interest rates.

Net profit of the Metta Group fell to $4.4 billion in the third quarter of the year (-52% year-on-year).

Zuckerberg noted in late October that "we are facing a volatile macro economy, increasing competition, losing advertising, and increasing costs for our long-term investments," stressing that "our product prospects seem, from what I see, to be better off than some comments indicate."

However, the group's shares declined the next day by 24.56% on the Wall Street Stock Exchange.

Calls to amend a draft law that would "prevent travel" and "disclose bank secrecy"

Ramallah - specific to "Jerusalem" - today, Monday, several institutions called for the need to make amendments to the draft draft law by the Council of Ministers and to recommend it to President Mahmoud Abbas for signature and ratification, noting that this draft law would interfere with the authority The judicial system violates the basic rights of citizens, including the “ travel ban ” and “ disclosure of banking secrecy ” to citizens.

The institutions expressed their fear of approving a draft decree of the value-added tax law for the year 2022 with the same articles that were mentioned in its last circulated version, as it carries an explicit attack on the competences of the Palestinian judicial authority by granting the Minister of Finance the authority to prevent movement “travel” in violation of the provisions of Article Eleven of the law. The basic rule that requires obtaining a judicial order in any of the cases of ban on movement, which means that the executive authority carries out judicial tasks that affect the basic rights of the Palestinian citizen.

The Executive Director of the National Authority for the Independence of the Judiciary and the Rule of Law "Istiqlal", Majed Aruri, told Al-Quds.com: "This draft law was not signed by President Mahmoud Abbas, and there is an opportunity to review it and remove any provisions that would harm human rights." citizens.”

Arouri stressed that the Basic Law prohibits harming citizens’ travel or disclosing banking secrecy and seizing matters, except by virtue of a judicial order, which is the jurisdiction of the courts and not the jurisdiction of the Minister of Finance or the executive authority, referring to attempts made in the past to impose a travel ban on citizens years ago, But it was confronted and retracted.

Aruri believes that the enforcement of this decision by law would be used for political purposes, as every Palestinian citizen has a tax file, which may open the door to interference with citizens, and the principle is that those who have crimes should be brought to trial, and not impose procedures against citizens.

Arouri stressed that the aim of this decree by law is to weaken the judiciary, by infringing on basic human rights issues for the Palestinian people, and thus affecting the public and private rights and freedoms of the Palestinian citizen.

The National Commission for the Independence of the Judiciary and the Rule of Law, "Istiklal", stressed in a statement the need to remove any materials that would constitute an infringement of the citizen's rights, such as a ban on movement and travel or seizing his money without a judicial decision.

Istiklal called for a review of the text related to the information request in a manner that takes into account the preservation of banking secrecy and in line with national and international legislation. It also called for the need for the Supreme Judicial Council to address any infringement related to the jurisdiction of the courts and the judiciary, including restricting citizens' movement and travel or seizing their property.

For his part, Ibrahim Al-Barghouti, responsible for political and legal affairs at the Palestinian Center for the Independence of the Legal Profession and the Judiciary, “Musawah,” told Al-Quds.com: “The principle in any decision is that it be issued by the competent authority, and not that travel bans and precautionary detention be granted to the minister. This is contrary to the Basic Law and the separation of powers."

Al-Barghouti continues, "Freedom of movement is one of the rights of citizens, and this decision withdraws jurisdiction from the administrative courts and entrusts them to the regular courts, in contradiction to what justified the issuance of the Administrative Courts Law, and this decision by law contains provisions that contradict the jurisdiction and separation of powers."

According to Barghouti, this draft law requires the party that wants to approve it to cancel such texts in a way that removes the character of unconstitutionality, except that the law is unconstitutional and there are legal texts confirming that “there is no tax except by law.” What is meant is the law issued by the legislative authority. Also, "there is no tax except by implementation", as it bears obligations on citizens and requires the preparation of the purpose and justifications for which the tax was imposed and the aspects of its expenditure by the representatives of the people.

Barghouti stresses that this decree-law, if approved, will generate a real crisis, and will brand the current government as a collection government, instead of being the government charged with protecting people's rights, which deviates from the necessity of respecting the social covenant, and negatively affects citizens' confidence in the government.

In turn, the head of the Bar Association, Suhail Ashour, told Al-Quds.com: “We, as a bar association, were not informed of this draft law related to value-added tax, and we will have a position on it, but what is stated in it is totally and completely unacceptable, and it is not permissible to Granting the executive authority these matters, and in principle the judiciary is a competent authority.

The National Commission for the Independence of the Judiciary and the Rule of Law "Istiqlal", confirmed in a statement that Article (95) and in the section of precautionary measures in (paragraph 1) stipulated, "Despite what is stated in any other law, the Commissioner General of Revenues may issue a decision to place a provisional seizure on Movable and immovable property belonging to any taxpayer or taxpayer, and preventing him from traveling with the approval of the Minister, if the department is asking him to pay the tax or any other sums in excess of ten thousand dinars that are due under the provisions of this law and there is sufficient evidence with the department that this taxpayer may smuggle his money or Dispose of it with the intention of preventing execution against it in any way, or if there is sufficient evidence indicating that the taxpayer intends to leave the country.

It also stipulated in (paragraph 2) “The Commissioner General of Revenues may lift the indication of preventive seizure or travel ban if the taxpayer submits sufficient guarantees that he accepts.”

And according to “Istiqlal”, “The text of Article 94 of the draft law, which grants the Commissioner General of Revenues all the powers vested in the administrative governor and any committees charged with collection, in accordance with the provisions of the Law on the Collection of Emiri Funds No. 6 of 1952 by conducting the precautionary quarantine on the money of taxpayers, the provisions of Article 21 The basic law to protect people's money, and that no private property may be confiscated except by a court ruling.

“Istiklal” considered that what was stated in the text of Article 102 of the draft law “1. The Commissioner General of Revenues may request the information necessary to implement the provisions of this law and related to any taxpayer or obligated to tax in writing from any party whatsoever, including public institutions, private and financial institutions, and local bodies, and it is not considered This is like disclosing information, provided that it is kept confidential and dealt with in accordance with the provisions of this law upon receipt.

2. The Commissioner General of Revenues may request the banking information of any taxpayer or tax liabilities suspected of committing a tax crime contrary to the provisions of this law, by virtue of a written request addressed to the Financial Follow-up Unit according to the approved form for that. “It represents a serious violation of banking secrecy and what was stated in the Palestinian Banking Law and the Law of money laundering.

We will not put pressure on Netanyahu.. So do not count on us: managing the "two-state solution" with words

Written by: Dr. Crimean Amani

There are absolutely no indications that the Biden administration intends to put pressure on Israel with regard to urgent Palestinian issues.. On the contrary, it is clear that it decided to deal with the hard-line coalition in Israel comfortably, where Benjamin Netanyahu is the main address for consultations with him in the United States. It all starts and ends with Bibi.

It's okay to give him space and opportunity instead of pressuring him, and there's no need for overt disagreements or collision courses. That's how they think in Washington. All matters can be resolved calmly and carefully personally. The Americans believe that they have influence with Netanyahu on two issues: The first is his strong desire to complete his “historic” achievements through normalization with Saudi Arabia. And no matter how Israel is the entry door to the White House, the Biden administration believes that the White House is the entry door to Saudi Arabia. The second is Iran: Netanyahu needs American support for his ongoing operations deep inside Iran to undermine the regime there. But the most important thing is based on their convictions and years of experience with Netanyahu's rule, which says that pressure on him is of no use and does not fall on deaf ears, and therefore the issue of a clash with him is out of the question at all. The situation is more boiling in the West Bank, and at the same time I also doubt that the Israeli government will follow the meager American recommendations. This is what was revealed by a series of high-level US visits recently, which concluded with the tour of Secretary of State Anthony Blinken.

It was expected that the Biden years in power would be very traditional with regard to the Palestinian issue specifically, in the sense of a return to the borders of American politics before Trump... But with the progress of time, it seems that it has retreated from traditionalism to become empty and boring. Even the administration figures themselves act slowly like a robot... They move with exaggerated caution and caution... They repeat the same words... The easiest and safest solution, in their view, is to bury one's head in the sand, turn a blind eye to Israel's aggressions, and talk... talk... without explaining how or when. ?

It is not expected that we will get something of political and strategic significance from the Biden administration, because it chose not to put pressure on Netanyahu, due to three main reasons:

1. President Biden's experiences, culture, and firm convictions play the biggest role in this field. Although he is classified as a centrist democrat and may have preferred cooperation with the centrist elite in Israel, his commitment to Israel's security and to the Israeli narrative is a firm belief, which he is infatuated with. Even his method of resolving the differences between them is not public, but is done behind the scenes and quietly.

2. The Biden administration knows that any confrontation with Israel could be through the weapon of conditional aid, which requires time and effort that it is indispensable and outside its current interests that focus on the repercussions of the Russian-American war, the movement of financial markets, and the far moves in East Asia.

3. The last thing Biden wants, in his third year and the country on the verge of election campaigns, is to enter into disputes over Israel between a Republican party that strongly supports it and a Democratic party in which the majority supports it and a progressive minority that pushes to hold it accountable, in addition to confronting AIPAC and evangelical Christians.

In general, the hard-right tsunami in the Israeli government will not be interested in any American pressures / if any / but will be more brazen and daring in challenges and aggressions.

Palestine seeks to obtain the frequencies of the fourth and fifth generations of wireless communications

RAMALLAH, (Xinhua) -- Palestinian Minister of Communications and Information Technologies Yitzhak Sidr announced today (Thursday) Palestinian endeavors to obtain frequencies of the fourth and fifth generations of wireless communications for mobile phones (4G) and (5G).

Sidr said during a meeting with the Lithuanian ambassador to the Palestinian Territories, Bertas Venkaites, in the city of Ramallah, that the Palestinian side began moving to obtain the frequencies of the fourth and fifth generations, accusing Israel of procrastinating in the file "without justification."

Sidr added that obtaining fourth and fifth generation frequencies is a human right adopted by the international community in all international forums, stressing the quest to obtain continuous international support so that we can obtain our right to access telecommunications services and the Internet to achieve the goals of sustainable development 2030.

The Palestinian declaration came a day after the World Telecommunication Development Conference 2022 adopted, at the end of its work yesterday (Wednesday), Resolution No. 18 regarding Palestine, which calls for providing urgent assistance to Palestine to obtain the required frequency spectrum resources and manage them to operate the fourth and fifth generation networks.

The resolution calls for addressing technical issues and overcoming the challenges of introducing new technologies, enhancing technical assistance provided to Palestine to develop the communications and information technology sector, and the need to implement e-health, education, e-government, and spectrum planning and management projects.

Sidr pointed out that the coronavirus disease crisis revealed an urgent need to obtain fourth and fifth generation services in all sectors, especially educational, health and economic.

He stressed that the Palestinian government, despite the scarcity of capabilities, has moved forward in meeting the needs of citizens and connecting those who are not connected to communication services.

And Palestinians in the West Bank began using the third generation wireless communication system for mobile phones (3G) in January 2018, after waiting for about 12 years of negotiations with Israel.

The (3G) technology allows the use of programs on the phone without the need for wireless Internet service, such as browsers and programs for visual, audio and written conversations from anywhere, provided that there are network frequencies that provide this feature.

Israel, which controls the crossings of the West Bank and Gaza Strip, refuses to grant Palestinian cellular companies the necessary frequencies to provide the third and fourth generations (3G and 4G) of modern communication technologies, or to agree to import equipment to operate them.

Palestinian officials repeatedly accused Israel of using security and economic excuses to continue imposing restrictions on the development of the Palestinian telecommunications sector.

The (Oslo) Interim Peace Agreement signed by the Palestine Liberation Organization with Israel in 1993, under which the Palestinian Authority was established, stipulated that the Palestinian frequency spectrum would remain under Israeli administration during the transitional period that ended in 1999.

In September 2012, the Palestinians had previously obtained a decision from the International Telecommunication Union to send a committee to investigate the problem of Israel's refusal to grant them advanced radio frequencies without this being translated into reality.

United Nations: ISIS used chemical weapons

New York - (AFP) - UN experts indicated that there is evidence of the use of chemical weapons by the Islamic State organization during the period in which it declared its "caliphate" in the areas it had controlled, in a report that is supposed to be discussed by the Security Council on Monday.

The report of the United Nations Investigative Team to Promote Accountability for Crimes Committed by the Islamic State referred to “the collection of documentary, digital and witness testimonial evidence” related to the use of chemical weapons in Iraq in the “caliphate” of the organization between 2014 and 2019.

In their report, the experts concluded that ISIS "manufactured and produced rockets, chemical mortars, chemical munitions for rocket-propelled grenades, chemical warheads, and improvised chemical explosive devices."

The report focused in particular on evidence "proving that ISIS made financial, logistical and procurement arrangements and links with leadership elements," in reference to the Islamic State.

He also noted a greater understanding of sites "where suspected weapons manufacturing, production and use activities have occurred across Iraq," and "more insight into the ISIL-manufactured materials and delivery systems used."

Investigators focused their efforts in particular on an attack in the Iraqi city of Taza Khurmato on March 8, 2016. They confirmed that they had collected a "large amount of evidence" including "ISIS payroll records and correspondence".

"Evidence related to the payment of martyrdom compensation to the families of ISIS members killed while deploying chemical weapons, and records of ISIS training for key operatives in the use of chemicals as weapons, including chemical dispersal devices," was examined in the report.

The report listed "a range of chemical/biological agents" that the organization has turned into weapons, including "aluminum phosphide, chlorine, cyanide, nicotine, ricin, and thallium sulfate."

The report stresses the "continuing health complications among the residents of Taza Khurmato, which include chronic diseases, cancers, and complications related to reproductive health."

The report also dealt with major crimes, especially sexual violence and persecution of Christians and others in Iraq, as well as the destruction of cultural and religious heritage.

On June 29, 2014, the "Islamic State of Iraq and the Levant" announced the establishment of the "Islamic Caliphate" in the vast areas it controlled in Syria and Iraq.

And after it suffered its first defeat in Iraq in 2017 following battles with the Iraqi forces, the US-backed Syrian Democratic Forces, led by the Kurdish fighters, announced on March 23, 2019, the organization's defeat after battles that lasted for several months, during which its fighters of different nationalities from Europe and countries were besieged. Asian and Arab, and thousands of their family members in Al-Baghouz, on the border with Iraq.

Despite its defeat, the extremist organization, through sleeper cells, continues to carry out attacks, albeit limited ones, in the two countries, especially against the security forces. It also claims attacks in other countries around the world.

An agreement on a mechanism for the development of the stone and marble sector

The Joint Technical Committee ( Ministry of Economy , Palestinian Standards and Metrology Institution, Union of Stone and Marble) approved a mechanism for developing the stone and marble sector, and protecting the national product to enhance its export capabilities.

The Joint Technical Committee stated that it is in the process of developing executive procedures, foremost of which is tracking imports of stone, so that they are within the approved quarantine specification, which is considered one of the tools for protecting Palestinian stone, in addition to linking the certificate of origin with the classification of stone.

It confirmed that it will re-evaluate the financial values declared in the process of importing and exporting stone and marble, in addition to designing more programs that would contribute to regulating the stone and marble sector and enhancing its competitiveness in foreign markets.

The President of the General Federation of Stone and Marble, Nassar Nassar, explained that the next stage aims to protect our national product (Palestinian stone), and this requires new steps that will advance this promising sector, and serve the Palestinian factory and exporter of stone and the economy in general.

In turn, the Director General of the General Department of Trade at the Ministry of National Economy, Manal Al-Desouki, appreciated the efforts made by the Ministry of Economy to develop this sector, whose contribution to the industrial sector amounted to about 20%, and 86 companies operating in this sector were able to penetrate about 80 export markets.

She drew attention to the project to enhance the competitiveness of Palestinian building stone products in the markets of the Organization of Islamic Cooperation, which was implemented with the Palestinian Stone Union.

She indicated that an action plan was signed with the Jordanian Ministry of Trade between the two countries to increase trade exchange to reach $700 million.

El-Desouki called on companies to benefit from entering the Algerian market, as the negative list was canceled, which was a challenge from entering the Algerian market, but now there is a real opportunity that can be exploited in the Algerian market.

She pointed out that it was agreed to exclude containers loaded with Palestinian stone from the Saudi customs decision to prevent the transit of any consignment (transit or transit) that is not loaded inside tightly closed containers, with the exception of goods that cannot be placed in containers.

And it revealed discussions with the Indonesian and Malaysian government to exempt a list of Palestinian products from customs duties when exported to their markets, and among the lists (the stone), in addition to communication with the Iraqi government so that Palestine would obtain an exception from the implementation of Resolution (293) regarding the collection of customs duties on the countries’ exports to the market. Iraqi.

Al-Desouki stressed keenness to participate in specialized international exhibitions in this field, and to expand relations with the various countries with which agreements were signed, which would enhance national exports.

In turn, the Director General of the Palestinian Standards Institution, Haider Hajjah, reviewed the services provided by the institution in favor of protecting the national product and expanding the production base in Palestine, in addition to highlighting the importance of mandatory technical instructions and specifications in protecting the national product and enhancing its competitiveness at the local and international levels.

Hajjah stressed the importance of the international effort led by the corporation to develop national exports, by opening new markets for the national product, by recognizing conformity certificates, in addition to providing the infrastructure to conduct the necessary tests and standards.

The Director General of the Federation also presented the most important economic indicators, which reflect the importance of stone exports, and their contribution to narrowing the gap in the trade balance with the most important markets, as well as clarifying the importance of enhancing the positive impression of the Palestinian product in the development of exports, since this issue is considered a fundamental pillar in the competitiveness of this product.

Israel wants a weak and submissive authority

Written by: Nihad Abu Ghosh

There is a debate in many international and local circles about what the government of Israel is pushing for of a total collapse of power, because of its extremist program, its most extreme and brutal behavior, and its clear efforts to resolve the conflict on the ground by armed force, iron, fire, bulldozers, and other measures of Judaization, settlement, oppression, and piracy of Palestinian funds, by unilateral decisions taken by institutions. Occupation without negotiations and in isolation from any international resolutions.

The reality is that the parties to the current Israeli government do not agree on a unified stance towards the PA. There are those who do not mind dissolving and undermining it, as Smotrich and his partner Ben Jvir openly announce, as the former calls in his program to replace the PA with local and regional bodies elected by the Palestinians in proportion to their tribal and clan reality. Because, in his opinion, they do not constitute a people and do not have national rights, but Benjamin Netanyahu and his party (Likud) do not necessarily share all of the extreme right's views, and like the parties to the previous government, they prefer that the Palestinian Authority remain weak and submissive.

The Palestinian National Authority arose as a result of the Oslo Accords on the one hand, and by a decision of the bodies of the Palestine Liberation Organization, specifically the Palestinian Central Council in its session held in Tunis in October 1993, four weeks after the signing of the Oslo Accords. From President Yasser Arafat and Israeli Prime Minister Yitzhak Rabin, in the presence of US President Bill Clinton and the testimony of the US and Russian foreign ministers.

Although the aforementioned agreement was concluded in extremely bad international and regional circumstances for the Arabs and the Palestinians, and it came immediately after the collapse of the Soviet Union and the first international war on Iraq, the Palestinian leadership found in the agreement at that time an opportunity to establish a foothold on the homeland, and to save the Palestinian cause from erasure and liquidation. It wagered on the existence of a serious Israeli desire for peace and settlement, as evidenced by the results of the Israeli elections in 1992 that brought the Labor Party government.

But Israel, experienced in negotiations, in control of the land and supported absolutely by the victorious United States in the two wars (cold against the Soviet Union and bloody against Iraq) planted the aforementioned agreement with dozens of clear and vague clauses, in addition to mines that can explode at every moment, making it general, loose and wide-ranging. The stronger party, which is Israel, controls its interpretation and implementation, and the Palestinian side - according to the memoirs of a number of those who negotiated the agreement, stood behind it and drafted it - were in the utmost haste, and neglected essential items and points (such as the issues of settlement, prisoners, and the political relationship with Jerusalem and Jerusalemites) and it was possible to achieve achievements And significant breakthroughs in these areas would have occurred if the Palestinian position had held together a bit and showed some firmness, which was also revealed by the memoirs of Yitzhak Rabin and Shimon Peres and their aides.

The Palestinian Authority, and the Palestinian people in general, remained subject to the pressure and blackmail of the Israeli governments, which used all their tools and strengths to subdue the Palestinians and demand them to make political concessions. In this context, Israel's control over the Palestinian funds that were supplied to the Palestinian treasury through clearing, was the easiest and most effective weapon. Even used to punish the authority for its domestic and international political stances, such as the formation of the tenth government headed by Ismail Haniyeh, then the national unity government, through joining the Rome Protocol and the International Criminal Court, and insisting on paying the salaries of martyrs and prisoners, up to the recent draft resolution in the United Nations for the International Court of Justice referendum. regarding the occupation and its practices. In addition to hacking clearing funds.

Israel also used the issues of prisoners and mass arrests, control of water, crossings, import and export, and even invasions of areas classified (A) and its control of the main roads and entrances to cities and villages, and access to VIP cards as tools to blackmail the authority.

Israel rejects the PA being the nucleus of a national project that aims for freedom and independence. It does not recognize the Palestinians as a people with political rights, but as a population with subsistence rights only. Therefore, the occupying state fights any manifestation of actual sovereignty, such as control over land, water, airspace, borders, and the electromagnetic field. Of course, it does not care about the manifestations of sovereignty and formal splendor that our officials are keen on, such as honorary titles, privileges, and escorts. At the same time, Israel and its main currents do not favor the collapse of the Authority because its survival brings Israel a number of benefits, most notably the exemption of the occupying state from any responsibility towards more than five million Palestinians living in the West Bank and Gaza, and the occupation is not interested in returning to managing the traffic system in the streets of Palestinian cities, nor to managing Education and health. The occupation aspires to reduce the PA's role in the security and economic functions, in a way that contributes to protecting Israel's security. Prior to that, the occupying state is concerned with continuing to mislead the world and make it believe that there is an ongoing political process. ), and that everything must be resolved through negotiations, not through the United Nations or international courts, and this is exactly the flimsy argument used by the United States and its Western allies to support the Israeli position and always vote for it.

So Israel wants the authority to remain, but it wants it to be submissive and weak, and unable to take decisive national decisions, just like a patient who continues his life depending on means of resuscitation and injections. Changing the functions of the authority and confining it to the service side, instead of this weak authority swallowing up the Liberation Organization and with it the factions of the Palestinian national movement.

Pakistan will seek the mediation of the Supreme Leader of the Taliban in Afghanistan after the mosque bombing

ISLAMABAD (AFP) - Islamabad will ask the supreme leader of the Taliban movement in Afghanistan to mediate with the Pakistani Taliban after an attack on a mosque in Peshawar Monday that killed 84 people, officials said Saturday.

Since the return of the Taliban to power in Kabul, Pakistan has witnessed a sharp escalation of attacks in the border areas with Afghanistan, where the ruggedness of the place allows the militants not to be spotted.

Police attributed Monday's attack to Jamaat-ul-Ahrar, a more extreme faction of the Pakistani Taliban, which denied responsibility for the attack.

The Pakistani Taliban have common goals with the Afghan Taliban, led by Hebatullah Akhundzada, who runs the country from Kandahar (south), the stronghold of the hardline Islamist movement.

Faisal Karim Kundy, Pakistani Prime Minister Shehbaz Sharif's special adviser, said Saturday that delegations will be sent to Tehran and Kabul "to ask them to ensure that terrorists do not use their lands against Pakistan."

A Pakistani police official in Khyber Pakhtunkhwa province, where Monday's attack took place, told AFP that the Kabul delegation would meet "very high-level personalities".

"When we talk about a very high-ranking figure, we mean ... the Afghan leader Hebatullah Akhundzada," added the official, who preferred to remain anonymous.

Afghan officials did not immediately respond to AFP's requests for comment.

On Wednesday, Afghan Foreign Minister Amir Khan Mottaki warned that Pakistan should not "blame others".

During the two-decade American intervention in Afghanistan, Islamabad was accused of secretly supporting the Afghan Taliban, despite its military alliance with the United States.

But since the return of the Taliban to power in Kabul in 2021, relations have deteriorated, especially after the return of the Pakistani Taliban.

Founded by Pakistani jihadists allied with al Qaeda, the Pakistani Taliban have killed tens of thousands of Pakistani civilians and security forces in less than a decade. A military operation launched in 2014 drove the militants towards the mountainous border with Afghanistan.

A report issued by the UN Security Council in May 2022 indicated that the Pakistani Taliban, which attempted to assassinate Pakistani Malala Yousafzai, the Nobel Peace Prize laureate, is one of the most foreign militant groups in Afghanistan "benefiting from the return of the Taliban to power."

Canada's gross domestic product rose to 2.9 percent in the third quarter, beating expectations

Ottawa (AFP) - Canada's gross domestic product rose 2.9 percent in the third quarter, beating analysts' expectations, Statistics Canada announced Tuesday.

The fifth consecutive increase in GDP was mainly due to the growth in exports of crude oil and bitumen (+2.1 percent) and a large build-up of inventories for the second consecutive quarter.

On the other hand, the Canadian Institute of Statistics reduced the growth rate of the Canadian economy slightly for the second quarter, from 3.3 to 3.2 percent.

Inventories in the manufacturing and wholesale and retail sectors rose to a "record level," according to Statistics Canada.

However, this increase was decreased due to the decline in investment in real estate for the second quarter in a row and the decline in household spending, which led to an increase in the abundance of their returns.

Professionally, the wages of Canadian workers continued to rise in the third quarter, but at a slower pace, to be the lowest increase recorded since mid-2020, according to the government institute.

"The strong growth recorded in the third quarter does not, in fact, reflect the underlying strength of the Canadian economy," said Royce Mendez, an analyst at Desjardins Bank, noting that "a large part of the increase comes from external demand and from volatile categories."

Economist Nathan Janzen said, "Some indications indicate that inflationary pressures have begun to recede and (...) a slowdown in domestic demand, which means that the Bank of Canada may soon reach the end of its current cycle by raising current interest rates."

Many analysts agree that the Bank of Canada should not raise the key interest rate next week by more than 0.25 points.

At the end of October, he raised interest rates for the sixth time in a row, from 0.25 percent in January to 3.75 percent, with the aim of slowing inflation.

The inflation rate remained stable in October at 6.9 percent, after reaching a record peak of 8.1 percent in June.

The government said in its latest budget update that GDP growth, estimated at 3.9 percent for 2022, is expected to drop to 0.7 percent in 2023.
