The patients who recovered were lucky, as the donors had in their cases a rare mutation in a gene called CCR5 that makes the immune system resistant to the main strains of the "HIV" virus.


In the most recent recovery reported so far, the patient from California underwent a bone marrow transplant in 2019. Two years later, he stopped taking antiretroviral drugs, as the HIV in his body became undetectable.


This case is very interesting because the 66-year-old man, who has been infected with HIV for more than thirty years, is the oldest patient to be declared cured. This shows that stem cell transplantation therapy can benefit relatively elderly people.


But this observation remains largely theoretical because it is unreasonable to generalize such treatment to patients with some types of cancer.


"For most people living with HIV, this is not an option," said infectious disease specialist Jana Decter, who treated this patient and will present his case at the Montreal conference, pending independent review of this scientific work and its publication in a scientific journal.


It is known that stem cell transplantation, which is done mostly through the bone marrow, is a heavy course with significant side effects.


"The first effect of a bone marrow transplant is to temporarily destroy the immune system," researcher Stephen Dix, an HIV specialist who was not involved in the work, told AFP.

Where 14 members of the Security Council voted in favor of the resolution, while the United States alone abstained from voting and did not use the veto. This was considered a diplomatic success before Obama left the White House. The following is the text of the decision due to the importance of the details and the need to build on the provisions of the decision:


The Security Council, Recalling its relevant resolutions, including resolutions 242 (1967), 338 (1973), 446 (1979), 452 (1979), 465 (1980), 476 (1980), 478 (1980), 1397, (2002), 1515 (2003), and 1850 (2008), guided by the purposes and principles of the Charter of the United Nations, and reaffirming, inter alia, the inadmissibility of the acquisition of territory by force.

1- Reaffirms that the Israeli settlements established in the Palestinian territories occupied since 1967, including East Jerusalem, are illegal under international law and constitute a major obstacle to the achievement of the two-state solution and a just, lasting and comprehensive peace;

4- Stresses that stopping all Israeli settlement activities is necessary to save the two-state solution, and calls for proven steps to be taken to reverse negative trends on the ground that endanger the two-state solution.

5- Affirms that all countries should not provide any assistance to Israel that is specifically used in settlement activities.

6- Calls for the prevention of all acts of violence against civilians, including acts of terrorism, as well as all acts of provocation, incitement and destruction, and calls for the accountability of all those responsible for the commission of all these illegal practices.

7- Calls on both parties to act on the basis of international law, including international humanitarian law, and their previous agreements and commitments, to remain calm and restrained, and to refrain from provocative actions, incitement and inflammatory rhetoric, with the aim of inter alia de-escalating the situation on the ground and rebuilding confidence Demonstrate, through policies and actions, sincere commitment to the two-state solution, and create the necessary conditions for the consolidation of peace.

8. 9- Urges in this regard to intensify and accelerate international and regional diplomatic efforts aimed at achieving, without delay, an end to the Israeli occupation that began in 1967 and a just, lasting and comprehensive peace in the Middle East on the basis of the relevant United Nations resolutions, the Madrid terms of reference, including the principle of Land for peace, the Arab peace initiative and the road map, and points out in this regard the importance of the ongoing efforts to advance the Arab peace initiative, France's initiative to hold an international peace conference, the recent efforts of the Quartet, as well as the efforts of the Russian Federation and Egypt.

10- It affirms its determination to support the two parties during the negotiations and in the implementation of the agreement.

11- Reaffirms its determination to examine practical ways and means to ensure the full implementation of all its relevant decisions. 12- Requests the Secretary-General to submit a report to the Security Council every 3 months on the implementation of the provisions of the current resolution.

Although Palestine was classified in the “A” system, i.e. capable of independence, Britain used its mandate to pave the way for the establishment of the Jewish state in implementation and application of the Balfour Declaration, by preventing the establishment of a Palestinian state, which could have been a model for a single state for all its citizens, so it worked on the one hand to facilitate the transfer of lands Palestinian Jewish institutions, encouraging immigration, arming Jewish groups, and when the Zionist movement realized the ability to establish the Jewish state; The case was presented to the United Nations so that the first international resolution would be issued establishing Israel and granting it international legitimacy. The paradox here is that this state was granted approximately 55 percent of the area of Palestine, even though the Jews were a minority of no more than 6 percent. The second paradox is the announcement of the establishment of The Palestinian Arab state covers an area of approximately 44 percent, and Jerusalem is under international status.

The third paradox is that the announcement of the Arab state was nominal and verbal due to Britain realizing that the Palestinians, who are the majority of the population and own the majority of the land (more than ninety percent), will not accept the decision because it contradicts the goal of the mandate policy and the right of the people to self-determination, but the goal here was clear, which is No to the Palestinian state until Israel is established as a state. The establishment of a Palestinian state according to colonial and Zionist thought means a denial of the establishment of Israel as a state, and this thought still exists and dominates, and if it were the opposite, the Palestinian state would have been established. The question is: What is to be done for the non-establishment of the Palestinian state and its transformation into a mere verbal promise, which is not viable? Israel, with international support, launched the 1948 war, which ended UN Resolution 181 by occupying lands designated for the Palestinian state, and completed its occupation of all lands with the 1967 war.

And it did not stop at that; Rather, it worked to implement its settlement and Judaization projects for all Palestinian lands and to deal with the Palestinian people as a population that has some demands and economic needs, and it exercises all forms of siege on it. Despite the Oslo agreement signed with it by the PLO, whose long-term goal was the establishment of a Palestinian state, it turned it into a security agreement, and here the responsibility of the Palestinian Authority should not be underestimated. The matter did not stop at the limits of what Israel did at the time, as it left only about ten percent of the more than five million Palestinians living in the West Bank and Gaza.

The other political paradox is that despite the many international resolutions issued by the United Nations and its various organizations that recognize the right of the Palestinian people to self-determination, these resolutions remained just a cover that saves the face of the United Nations, and they remained without force for implementation due to the American veto in the Security Council, which provided protection for Israel and prevented the application of Chapters VI and VII of the Charter of the United Nations. Despite the peace treaties that were signed with Israel, it rejects the establishment of a Palestinian state, and the maximum that it accepts is a self-governing authority that is less than a state. The constant question is what is the path to the Palestinian state, and is there any hope left for the establishment of the state? The answer simply lies in the three elements of the state: land, people and sovereignty.

Of these elements, there is only the people. The land is completely controlled by Israel and controls all its resources and outlets. The strange thing is that it is the one that grants or agrees to grant licenses for Palestinian construction and canceled Area C, and controls who enters and exits. As for sovereignty, the authority does not exercise it. Even family reunification permits, which are the right of the Palestinian citizen, are approved by the authorities. In the context of all these facts, nothing remained of the Palestinian state except its name. The alternative is the long road to one state for all its citizens. The question remains, is there a Palestinian vision to extract the right to the state? In order to jump on the two-state solution, those who go to the political surface float to say the state of Gaza, the tripartite confederation solution, and the old scenario renewed in Zionist thought, Jordan and the alternative homeland. واعتبر المجلس في بيان لها، أن ذلك يشكل قيودًا على ممارسة الحق في تشكيل الجمعيات وحرية عملها، وينطوي على إخلال بجوهر فكرة حرية العمل الأهلي ويتجاوز دور وزارة الداخلية الذي يحصره القانون في تسجيل الجمعيات.

وأوضح المجلس أن المادة (26) من القانون الأساسي المعدل لعام 2003م وتعديلاته، الحق في المشاركة السياسية بما في ذلك تشكيل النقابات والجمعيات والاتحادات والروابط والأندية والمؤسسات الشعبية وفقًا للقانون، فيما لم يخول القانون رقم (1) لسنة 2000م بشأن تشكيل الجمعيات الخيرية والهيئات الأهلية، أية جهة إجبار مؤسسات المجتمع المدني على التنسيق المسبق لتنفيذ أنشطتها خاصة ما يتعلق منها بقضايا بالمرأة، طالما أنها استوفت إجراءات تشكيلها وتسجيلها وفقًا لأحكام القانون.

وأشار إلى أن المادة (1) من قانون تشكيل الجمعيات، كفل حق الفلسطينيين في ممارسة النشاط الاجتماعي والثقافي والمهني والعلمي بحرية بما في ذلك الحق في تشكيل وتسيير الجمعيات والهيئات الأهلية، هذا بالإضافة لكون صلاحية إصدار قواعد عامة ومجردة تنطوي على تعديل بالإضافة للقانون الساري ليست من اختصاص دائرة المؤسسات بل هي اختصاص أصيل لمجلس الوزراء بموجب آلية التشريع اللائحي.

وأكد على أن قانون الجمعيات نظم الجانب الشكلي الإجرائي لها لا سيما قيدها في السجل العام، وضمان مراعاة تشكيلها وفق أحكامه دون التدخل في الجانب الموضوعي المتعلق بطبيعة الأنشطة نفسها، أما مسألة المتابعة فأناطها القانون بالوزارة المختصة، وبموجب قرار مسبب صادر عن الوزير في كل حالة، للتثبت من مراعاة أحكام القانون.

وبين أن المادة (10) التي تنص على التعاون والتنسيق فيما بين الوزارة والجمعيات للصالح العام، فإن مقصدها لا ينصرف إلى ما جاء في التعميم من تنسيق مسبق قد يتمخض عنه منع ممارسة العمل الأهلي.

وقال مجلس منظمات حقوق الإنسان الفلسطينية، إنه يرى أن هذا التعميم ينطوي على تمييز واضح ضد النساء، كونه خص المشاريع والأنشطة المتعلقة بالمرأة فقط، في تعارض واضح مع مبدأ المساواة وعدم التمييز، وهو ما يعتبر جريمة بحد ذاته.

وأكد على أن الحق في تشكيل الجمعيات وتسييرها، مكفول بموجب المعايير الدولية لحقوق الإنسان، ويُشكل أحد التزامات دولة فلسطين الدولية الناشئة عن انضمامها للعهد الدولي الخاص بالحقوق المدنية والسياسية بدون تحفظات، خاصة المادة (22) منه.

وجدد مطالبته بسرعة إلغاء التعميم رقم (4) لسنة 2021م، احترامًا للقانون ولمنظومة الحقوق والحريات العامة المكفولة بموجب القانون الأساسي الفلسطيني، ووفاءَ بالتزامات دولة فلسطين الناشئة عن انضمامها للاتفاقات الدولية لحقوق الإنسان.

Gaza "wants to live and must live", but not according to the conditions and agendas of others, but rather under the condition that is available to all peoples of the universe, which is freedom, independence and dignity within one state for one people.
