The Arab Summit No. (32), which was held in Jeddah, ended its work last Friday, corresponding to May 19, with the recitation of the final statement (Jeddah Declaration) by the Saudi Foreign Minister Faisal bin Farhan, and the Secretary-General of the League of Arab States, Mr. Ahmed Aboul Gheit, in A joint press conference was held at the summit venue.
Many Arab and non-Arab observers who specialize in following up the Arab summits and interpreting their outcomes believe that the outputs of this summit may be the most important among the outcomes of the previous (31) Arab summits.
For its part, this article believes that the importance of this summit lies in the strategic context surrounding its convening, and in its implications that it practically announced the end of more than a decade that the Arab world lived under the title of the Arab Spring, which contributed to the fall of a number of Arab republics and resulted in the killing and displacement of millions of Arab citizens, and finally in Its outputs and promising approaches for a better future for the Arab nation, especially for the younger generations.
In terms of the strategic context surrounding the convening of the summit, it is evident that its convening coincided with the arrival of the state of transformation of the international as well as the regional system to its climax, especially after the outbreak of the Russian-Atlantic war on Ukrainian soil more than a year ago. It is true that the new system has not yet stood on its feet, but Its features have become clear, and that the old regime, which greatly oppressed the region of the Middle East, especially Palestine and its citizens, has not ended yet, but it is reeling and losing its influence and the world's confidence in it.
Accordingly, it was clear, in the interventions of the Arab leaders or in the text of the Jeddah Declaration, that despite the challenges involved in the state of transformation taking place in the international system, this transformation, on the other hand, includes a package of opportunities that the Arab leaders must invest in to transfer the Arab world from a hiring nation It belongs to others, to a nation that is a partner in building the international and regional systems, especially since it is a nation that possesses human, economic, cultural and civilizational elements, in addition to its geographical location, which makes it a master in its territory and an active and decisive pivotal pole in the international system.
In this context, the summit hosted the Ukrainian president and allowed him to deliver a speech at its opening session, and then the Saudi foreign minister announced that the summit would receive messages of blessing and congratulations from both the Chinese and Russian presidents, the most prominent rivals of Washington and the West, as indications that the Arab world is at a time when it is positioned In addition to the forces seeking to change the unipolar system and replace it with a multipolar system, the Arab world will be one of its poles and its main influences, but it remains the owner of an independent vision driven by interest.
As for practically announcing the end of the black decade, it was very clearly represented in the Arab League Council’s decision on Syria’s return to the Arab League, or the latter’s return to Syria despite the objection of Washington and some of its allies to this decision, and then in the presence of Syrian President Bashar al-Assad at the summit. After an exclusion of more than a decade.
This auspicious return of Syria to its place in the Arab Organization, especially since it has returned with its position, alliances, principles and affiliation, shows the Arab League's explicit admission (albeit late) of the failure of America and its Arab partners (states and political organizations) and non-Arabs to overthrow the Syrian state and its regime. And transforming it from a pivotal, nationalist Arab state into a state that is not only dependent on the West, but also hostile to Arab countries and political forces that still adhere to their visions that Israel is nothing but a Western military occupation and settler-colonial project for Palestine led by America and Britain.
In addition to her frank and consistent speech that the purpose of the occupation of Palestine and the displacement of its population and the creation of Israel in the region, is through it to dominate the Arab world and transform it within a long and complex process, from a region that is considered the cradle of civilizations, cultures and religions, and has always been a pioneer in the paths of advancement and development of nations throughout history, to A region that can only serve as a breeding ground for terrorism, violence, extremism, backwardness and ignorance, in terms of controlling the minds of Arab citizens before controlling their rich and diverse resources, and the strategic location of their homeland that controls the water and land passages that connect the East with the West.
In terms of outputs, it was evident in the text of the final statement (Jeddah Declaration), as the statement, unlike the final statements of previous summits, drew a road map led by the Kingdom of Saudi Arabia (which is considered a precedent in the history of Arab summits) to achieve the goals and objectives that were declared explicitly and which constitute a dream for Arab citizens from ocean to the Gulf.
These purposes were included under the unofficial title of the summit (renewal and change), and then in its adoption of the approach to security, stability and sustainable development that begins with the human being as a prerequisite for protecting the state and its institutions and as a vital necessity for renaissance and building the future, as the text shows that the terms security and sustainable development compared to the previous five summits The Jeddah summit was the most frequent terms throughout the text, as the term security was repeated 16 times throughout the text, while the term sustainable development was repeated 12 times, while the final statements of the five summits that preceded the Jeddah summit were completely devoid of this term sustainable development.
It was remarkable that the text of the closing statement this time, compared to the previous summits, was devoid of the term terrorism, as the term terrorism was repeated 4 times at the Algiers Summit 2022, 16 times at the Tunis Summit 2019, 20 times at the Dhahran Summit 2018, and 14 times at the Summit. Dead Sea 2017, which in itself is not without significance.
As for the Palestinian issue, it is true that it was included as a first item in the text, and there is nothing new in that, as this is its position in all the closing statements of previous Arab summits, but it is remarkable this time that the Palestinian issue was mentioned as one of the main factors for stability in the region, as it was not The text confirms that it is the key to stability in the region, and while we do not exaggerate that it is truly the key to stability in the region, even if the factors of stability are multiplied, the Palestinian people hope that the meaning implied in considering it the key factor for stability in the region is the motive and the engine of Arab policies in the post-summit stage Especially when the Arab countries began to present their written pleadings to the International Court of Justice, which will consider next October the nature of the occupation of the territories of the promised Palestinian state, according to the Palestinian President's explicit request from the summit.
Finally, the foregoing is nothing more than an analytical reading of the facts and outcomes of the summit. Its share of the truth may be as much as its share of error. Here some may argue that it is a wishful and dreamy reading of the summit and its outputs, especially since the bold will is absent from the Arab leadership, and this is undoubtedly a legitimate argument, but This does not negate that there is an opportunity for the Arabs at the present moment, which they must invest until their last breath in order to assume the place they deserve among the nations.
