Jean-Pierre Filho indicated that the initiative takes the regional dimension of the current crisis into account, and warns of the danger of escalation that may lead to an armed confrontation between Israel and Iran, which may “push Western and Arab countries to participate.”
Even if such an explosion is avoided - as the initiative believes - the risk of a “new catastrophe” still exists, along with the possibility of the “Somalization” of the Gaza Strip, becoming “a chaotic region without control, exposed to endless clashes between Israel and Hamas,” and this The scenario looms on the horizon, with Israeli Prime Minister Benjamin Netanyahu impossible to achieve the “total victory” he so stubbornly seeks.
Even if there is a truce or ceasefire tomorrow - as the writer believes - the Israeli government, Hamas, and even the Palestinian Authority will not be able to organize the future of Gaza, and for this reason, the coalition of Arab and Western countries must assume a form of “guardianship” over the Strip. , before transferring it to "a renewed Palestinian authority, capable of managing the region in an organized and effective manner."
Three initiatives for four transformations
The report's authors do not hide the many obstacles that stand in the way of that scenario, and they believe that recognition of a Palestinian state will only take its meaning within the framework of the UN Security Council resolution that enshrines the principles of the "two-state solution."
As for ensuring Israel’s security, it cannot be based on the demilitarization of the future Palestinian state alone, and from here comes the basic issue of creating a “coalition for peace and security,” that is, “a group of states that will act as a facilitator, arbiter, and guarantor for building the next day, and thus a provider with objectives and levers of action.”
Such an alliance, in which France will play a major role because of its international credit and “historical presence” in the Middle East, will include - according to the initiative - the UAE, Saudi Arabia, Egypt, Qatar and Jordan, in addition to the United States of course, Britain and the European Union.
The two-state solution
This alliance will have to “make Israelis, who are more psychologically traumatized than ever, understand why and how the two-state solution enhances their security,” and it will have to exert all its weight “until a representative Palestinian movement emerges, open to the new Palestinian generations, and capable of governing a state.” As well as living in peace with Israel.”
