Mossad chief returns from Doha and Netanyahu's office talks about "gaps between the two parties"

Mossad head David Barnea held talks with the Qatari Prime Minister and Foreign Minister, Mohammed bin Abdul Rahman Al Thani, regarding the ongoing negotiations regarding a ceasefire in the Gaza Strip and the completion of a prisoner exchange deal with Hamas.

The office of Israeli Prime Minister Benjamin Netanyahu said yesterday evening that “the head of the Mossad returned from Doha after holding a first session with the mediators,” noting that “it has been decided to send another delegation next week to complete the negotiations, knowing that there are still gaps between the two parties.”

Mossad officials expressed optimism to the mediators that the Israeli Cabinet would approve the deal, according to the Wall Street Journal.

The Hebrew website "Walla" reported, citing unnamed Israeli officials, that Mossad chief Barnea went to Doha yesterday to convey a message to the mediators stating that Israel rejects Hamas's request to obtain a written commitment from the United States, Egypt and Qatar that includes negotiating in... The second phase of the agreement is without time restrictions.

They pointed out that the disagreement between the two parties is over Clause 14 in the Israeli proposal, which relates to the duration of negotiations between the two parties in the second phase, which will lead to sustainable calm in Gaza.

The aforementioned clause stipulates that Washington, Egypt and Qatar will make every effort to ensure that the negotiations end with an agreement, and that the ceasefire will continue as long as the negotiations continue, while Hamas in its latest response demanded a written pledge from the mediators instead of them making efforts.

Israeli officials stated, “If the agreement includes a written commitment from the mediators, Hamas will be able to extend negotiations on the second phase of the agreement indefinitely even after a 42-day ceasefire in the first phase, without releasing the detained Israeli soldiers and men.” It has- under the age of 50.”

They added, "In this situation, Israel will find it very difficult to resume the war without considering this a violation of the agreement, and if Israel considers that it has violated the agreement, the matter may turn into a situation in which the Security Council takes a decision to impose a ceasefire even without returning all the abductees."

According to the Walla website, the disagreement over Clause 14 of the deal proposal was at the heart of the session held by Netanyahu after the “cabinet” meeting with its expanded formation the night before last.

An Israeli official said, “It was decided in the aforementioned session that the Mossad chief’s visit to Doha would focus on this, and he conveyed a message to the Prime Minister of Qatar stating that Israel does not accept the change that Hamas seeks to introduce to Article 14 and its demand for a written commitment.”

He added, "Nevertheless, it was decided that Barnea would explain to the Prime Minister of Qatar the possibility of resolving this issue in order to advance the negotiations and conclude the deal."
