Political analysts' opinions varied regarding the motives behind US President Joe Biden's exit with a detailed proposal to end the ongoing war on the Gaza Strip for the eighth month. While some of them doubted the US President's intentions, and attributed that announcement to revenge and strategic calculations, others saw that the United States may be heading towards something that could... It results in stopping the war, due to the approaching US elections and the horrific massacres and arrogance of Israeli Prime Minister Benjamin Netanyahu, whose isolation is expanding globally, causing embarrassment to Washington internally and internationally.


Member of the Executive Committee of the Liberation Organization and Secretary-General of the People’s Party, Bassam Al-Salhi, said in an exclusive interview with “ے”: I believe that one of the motives for this plan is to transfer the ball back to the Palestinian court essentially, and to try to stop the existing attrition due to the repercussions of the ongoing aggression in Gaza, in order to serve Israel and avoid... To escalate this situation at the regional level, because there is an escalation in southern Lebanon, in addition to the Red Sea and elsewhere. Therefore, I believe that the American administration realizes that Israel has become more isolated on the international scene, and is vulnerable to more criticism and measures from various international institutions.


Al-Salhi added: Therefore, the United States wants to reshape the scene in Gaza according to its strategic calculations, and not just the calculations of the Netanyahu government. Of course, in my estimation, the American calculations are not radically different from Israel’s calculations, but they may be more inclusive of the broader picture at the regional level, in addition to that. This may come in the context of a development in the international situation, whether in the conflict with Russia in Ukraine, or the possibility of this conflict erupting in China, and therefore America wants to reduce the influence of this front in the Middle East in favor of a more comprehensive battle at the international level.


Al-Salhi stressed the importance of knowing the details of the proposal, as what Biden proposed is not sufficient to know its provisions in detail, stressing the need for there to be a unified Palestinian position regarding dealing with this issue, and this requires that all forces be consulted regarding this, because the issue is no longer related only to it. With a ceasefire and prisoner exchange, it now concerns the future of the Gaza Strip as a whole, and this issue must be within the framework of a comprehensive Palestinian understanding.


Therefore, the priority that Israel takes regarding the issue of prisoners must change to the fact that the priority is to stop the aggression, and then establish a clear political path to end the occupation.


Al-Salhi concluded his speech to “ے” by saying: There is an opportunity to unify the Palestinian position, whether regarding the ceasefire, or regarding the next step related to working to completely end the occupation and obtain the rights of the Palestinian people.


The researcher and expert on Israeli affairs, Antoine Shalhat, explained in his interview with “ے” that “Biden’s speech and the facts say that Israel presented a proposal to Hamas, which has not yet been revealed by the mediators, and it seems that the American president took the proposal and added to it, and the Israeli reaction so far has been nothing.” It remains ambiguous, as it did not say explicitly that what Biden spoke was what Israel presented. The evidence is also that perhaps this is not the Israeli proposal, but rather it was added to by Biden. He called on the Hamas movement to accept the proposal, and he also called on Israel to accept it, which means. This proposal is not Israeli at heart.”


Shalhat added: “I believe that the motive behind this is a change in the American position in terms of stopping the war. It is clear that the United States is heading towards what could result in stopping the war. First, the American elections are getting closer, and the protests within the United States against the administration’s policy.” The United States, in its support for Israel, and protesting against the practices carried out by Israel in the context of the genocidal war on Gaza, have apparently begun to affect President Biden’s chances of winning another presidential term, and therefore he came out “with his fat and flesh” to deliver such a speech in order to say that there is A proposal to stop the war, and he calls on Hamas and Israel to agree to it so that we can reach a “logical” beginning to this war that has been going on for about eight months.


Regarding the future of this agreement, Shalhat stressed, “Any development in the future depends on the Israeli response, because Hamas’ response was positive from the first moment of Biden’s announcement of the proposal. As for the Israeli response, it was an ambiguous response. Yesterday, Netanyahu’s response was that, ‘The proposal that we presented guarantees the achievement of the war goals.’” First and foremost is the return of hostages and prisoners, and secondly the elimination of Hamas’ military and authoritarian capabilities, meaning that the next few days will make the picture more and more clear in light of the negotiations that will take place.


Writer and political researcher Nihad Abu Ghosh spoke in an interview with “Al- Quds” about the motives of the declaration, saying: “The world is getting tired of this war, as it is now affecting the entire international system, all international relations, and the interests of many parties, and not just Palestine. In the beginning, Israel was always betting on its ability to monopolize the Palestinians and do whatever it wanted with them, and this is no longer possible, as the issue has gone out of Israeli control and the conflict and confrontations have spread to the whole world. We see the revolutions of the world’s students in all American and Western universities, and the shaking of systems Political policy in every country, and the influence that has become tangible in every regional environment. There are seven countries that have positions and roles against Israel, starting from Yemen, to Iraq, Lebanon and Syria, in addition to maritime navigation in the Red Sea.


Abu Ghosh added: Without the slightest doubt, the war has begun to affect President Biden’s chances in the elections, due to the US administration’s bias towards Israel, and we also see the impact of the war on many countries in Europe, including Britain, which is also approaching the election date. Therefore, the world has become in dire need to stop this war, which has begun to reveal many issues and defects in the international system, a system that is simply biased against Russia, and issues arrest warrants against Putin, but refrains from taking any action against Israel because of American bias. There is no doubt that this cannot deceive the world for a long time, so the demand to end the war has become the demand of many international parties, most notably the American administration.


Abu Ghosh stressed, “There is something strange in the announcement. There is talk of an Israeli proposal, but President Biden is making an extraordinary effort to convince the Israelis. How can that be when it is an Israeli proposal? In addition, the American President realizes that there are parties against this agreement, but when Biden adopts This proposal and he puts his touches on it, meaning that he throws his weight alongside this proposal, and is trying to tie Netanyahu’s hands by committing him to this proposal.”


Abu Ghosh suggested that the proposal was originally Israeli, but Biden developed it, so the proposal became American, and when Biden adopts it, this means that he wants to push Netanyahu into a corner, so that he cannot evade, especially since there were three proposals previously, and Israel claims that they agree and are waiting for a rejection. Resistance, but in the end the resistance nullifies this ability, and Israel is forced to break these agreements, which is what happened in the first Paris Agreement, the second Paris Agreement, and finally in the agreement proposed by Israel, developed by Egypt, and approved by the Hamas movement a month ago, but rejected by Israel.


Abdel Fattah Dawla, spokesman for the Fatah movement, told “ے”: America believes that it is being targeted by some of the isolation practiced against the occupying state as a result of its crimes, and as a result of the United States’ continued standing with the occupying state, and therefore at a time when the whole world is talking about that the solution lies In recognizing the rights of the Palestinian people and establishing the Palestinian state, it seemed that the whole world stood with the Palestinian people, while America stood on the other hand in the face of the rights of the Palestinian people and the occupation, and it wanted to have a prominent role in what served Netanyahu and the occupying state and not in what served the orientation. The internationalist that pushes towards a comprehensive political path that ends the aggression and occupation, and ends with a Palestinian state.


Dawla added: We are fully aware that America is the only country that could have stopped the aggression from the beginning, but it did not take this role. It stood by the aggression and provided it with all forms of financial and military support, but today what matters to us is that the American position be a serious one. Towards the aggression first, and towards restoring life and reconstruction in the Gaza Strip, and that this is not just a partial solution that serves American policy and its going to the elections, as well as serving Netanyahu, and does not serve the future of the rights of the Palestinian people and reinforces the separation between Gaza and the West Bank.


The spokesman stressed, "We do not want partial solutions. Yes, we want to stop the aggression and we want to restore life and relief to Gaza, but this must be part of a political path and a comprehensive solution that does not separate Gaza from the West Bank geographically, and also ends with the political path that reaches the Palestinian state." .


Regarding the positives of this proposal, Dawla pointed out that “it may, if approved, contribute to stopping the aggression against the Palestinian people in the Gaza Strip and will restore consideration to the introduction of relief aid, and perhaps research into the mechanism for rebuilding the Gaza Strip, and this is what we are witnessing from the first day of the aggression.”


Dawla explained the negatives of this announcement by saying: “If it is only related to a partial solution regarding the issue of liberating prisoners, and stopping the aggression temporarily, without that being part of a comprehensive political solution, and that it does not hinder the general international trend towards the establishment of a Palestinian state, which the United States does not show The United States has no real supportive position that adopts this international position, and we do not want this agreement to obstruct such a political path, but we welcome it as results for the benefit of the Palestinian people, provided that it is followed by a political movement and a comprehensive solution that does not isolate the West Bank from Gaza, and allows the Palestinian National Authority to carry out its responsibilities towards it. Its people, as well as in Gaza and the West Bank, including East Jerusalem, and to preserve the status of the Palestinian people and the Palestine Liberation Organization, and to guarantee Palestinian sovereignty and exclusive Palestinian administration of the Gaza Strip, and not to circumvent this matter.”
