A UN expert calls on "Israel" to investigate violations against prisoners

The United Nations Special Rapporteur on torture, Alice Jill Edwards, called on the Israeli occupation government to investigate the commission of “acts of torture and other forms of cruel, inhuman or degrading treatment against Palestinian detainees since October 7, 2023.”

The Special Rapporteur said in a statement: “Persons deprived of liberty must always be treated humanely. They must be provided with all the protection required in accordance with international humanitarian and human rights law, regardless of the circumstances of their detention.”

The statement stated, "It is estimated that thousands of Palestinians, including children, have been arrested since October 7." He added, "Palestinians from the West Bank, including East Jerusalem, and from Gaza are detained in prisons run by the Israeli Prison Service and in Israeli army camps."

The statement explained that the Special Rapporteur received reports of “people being beaten, kept in cells blindfolded and handcuffed for prolonged periods, deprived of sleep, and threatened with physical and sexual violence. Prisoners were subjected to insults and acts of humiliation, such as photographing and videotaping them in humiliating positions. It was reported that restraining "The hands of prisoners for long periods of time cause cuts and injuries."

The Independent Special Rapporteur expressed “particular concern that what she described as the emerging pattern of violations, coupled with the absence of accountability and transparency, creates a permissive environment with further abusive and degrading treatment of Palestinians.”

Edwards pointed out that "there appears to be no effective measures taken by the Israeli authorities to investigate these allegations." She said, "The increase in the number of prisoners, since October 7, has exacerbated the already existing problem of overcrowding, leading to a lowering of standards."

She stressed the need for "the Israeli authorities to investigate all complaints and reports of torture and ill-treatment in a prompt, impartial, effective and transparent manner." It called for all those responsible for these actions to be held accountable, including leaders, and to guarantee the victims’ right to redress and compensation.”
