Revealing the Arab-American plan for the day after the war...
On the sidelines of the economic conference in Riyadh about two weeks ago, US Secretary of State Anthony Blinken discussed the “Next Day” plan with representatives of Saudi Arabia, Jordan, Egypt, the United Arab Emirates, Qatar and the Palestinian Authority, according to the Lebanese newspaper Al-Akhbar.
According to the newspaper, the vision that was agreed upon with Blinken is divided into two stages, and it will not be possible to achieve its goals without achieving the goals of the first. According to the document, the first stage stipulates:
1) The urgent need for a ceasefire in Gaza.
2) Achieving the requirements for international recognition of the State of Palestine.
3) Israel’s acceptance of the return of the Palestinian Authority to Gaza.
4) Release the hostages and release the Palestinian prisoners facilitated by the American administration (exchange deal).
5) Forming a reform government for the Palestinian Authority (technocrats), along with a “technocratic committee” for the reconstruction of Gaza with an Arab mandate.
The second phase of the plan depends on achieving the first, and will include the rehabilitation of the Gaza Strip, the disarmament of Hamas, and a return to negotiations with Israel on long-term issues, including the refugee issue and the status of Jerusalem. And settlements outside the 1967 borders.
According to the document, the objectives of the second phase are:
1) Launching the peace process, including (normalization) with Saudi Arabia.
2) Rehabilitation and reconstruction of Gaza.
3) Return to final status negotiations (final status issues: refugees, Jerusalem, settlements and the state).
4) Revitalizing the Palestine Liberation Organization and internal Palestinian reconciliation, including disarmament, demobilization and reintegration, and the integration of Hamas.
As for the fourth and final item in the second phase, it stipulates, clearly and unambiguously, that the Hamas movement, with its political and military wings, must be dissolved, its rule in the Gaza Strip must be replaced with the rule of the Palestinian Authority, and its political body must be integrated into the “Palestinian Liberation Organization,” and dissolution The military wing and the integration of its elements into the Authority’s employees in the Gaza Strip.
