Report: American organizations under the cover of charitable work to finance settlement
The National Office for Land Defense and Settlement Resistance confirmed that there are American organizations that provide financial support for settlement activity in the West Bank under the guise of false charitable work.
In its latest report, which was published at the end of last month, an Israeli human rights association shed new light on the work of American organizations under the guise of charities to provide financial support for the activities of Jewish terrorist organizations that take safe havens from settlement outposts and so-called pastoral farms to protect the occupation army.
The Israeli human rights association “Kerem Naboth” accused the American evangelical organization “Hiophil” of financing the seizure of private Palestinian land in the plain of the village of Jalud, southeast of Nablus, by settlers in the “Esh Kodesh” outpost, bulldozing it, and stealing the red dirt from it, for the benefit of the terrorist “Hill Boys” settlers. .
The "Heophil" organization, which operates as a charitable organization in the United States of America, had launched a campaign to raise funds to plant 3,000 trees until the end of 2022, on Palestinian lands confiscated by the occupation in the West Bank, after recruiting in the last 15 years thousands of volunteers to plant trees in the settlements, and this The American Christian Evangelical Organization is registered in the United States of America as a non-profit organization that provides, as it claims, “service and assistance to agricultural communities in Israel,” which means that all donations to this project are exempt from any tax obligations. According to the people of the village of Jalud, it has seized dozens of dunums south of the village. In cooperation with the settlers, it established its main headquarters, which in fact, as the villagers confirm, is a new settlement outpost.
This "Hiovil" or (Jubilee) organization practices deception in a professional manner. Its logo bears a six-pointed star, and is surrounded on its four sides by various agricultural work tools. This organization is constantly working to recruit evangelical tourists, most of them from the United States, to help the most terrorist settlers in the West Bank. The West began seizing agricultural lands owned by Palestinians on behalf of the settlers, as happened in the village of Burin, in cooperation with settlers from the “Har Bracha” settlement, exploiting the presence of the most extreme right-wing government in Israel to appropriate Palestinian lands in Area C.
The role of this organization did not stop at carrying out attacks and seizing Palestinian lands. It works to implement tourism programs for American tourists, who in turn go to the settlement outposts and the so-called pastoral farms that the settlers established on the lands of Palestinian villages such as Jalud, Qasra, and Burin. They participate with the settlers in seizing tens of dunums and fencing them off. They have settlement outposts, as is the case with the “Esh Kodesh” settlement outpost, which provides a safe haven under the protection of the occupation forces for the “Hill Youth” and “Price Price” terrorist thugs, in clear and clear violation of the law, under the nose and eyes of the Civil Administration and the occupation army, which guards them while they loot property. Palestinians who live about one kilometer away.
The "Heophil" organization is not the only one that supports settlement and settlers. There are many American associations that support settlement by such means, as well as other Australian and European associations that enjoy tax exemption on the basis that they are charities and send hundreds of millions of dollars continuously for various activities in the settlements, and are part of The activities it funds are used to seize the lands of Palestinian citizens.
The donations made by these associations operating in the United States are not new. The Haaretz newspaper had published in December 2015 that private American donors had pumped more than $220 million into Jewish settlements in the West Bank in recent years through exempt donations. Of taxes, in a way that actually supports a policy that American administrations have claimed to oppose for decades.
The report revealed that 50 American organizations made tax-exempt donations from individuals to settlements, and these funds went to purchase real estate and home amenities and to support the families of Jewish extremists convicted of crimes against Palestinians. Among these organizations is the “Central Fund for Israel,” which supports settlement institutions; “Honino,” which provides support to the families of Jewish extremists accused of serious violations that affected the lives and property of Palestinians, and the “Hebron Fund,” which finances settlement projects in Hebron.
This “Honino” organization also claims to be a non-profit organization that also provides legal advice to settlers and right-wing activists. It provided a grant to the family of Ami Poper, who killed seven Palestinian workers in 1990, and it also allocated money to members of the “Bat Ain” cell that attempted to detonate a bomb. In a girls' school in East Jerusalem in 2002, it provides a regular salary to the terrorist Menachem Livni, who was imprisoned in connection with activities in a Jewish terrorist group that carried out attacks against Palestinians.
In addition to these organizations that operate under the guise of charitable organizations, there is the “We Are All Prisoners of Zion” organization, which claims charitable activities, but in reality it is an extension of fascist leaders who these days occupy influential positions in the government of the occupying state. It has been shown that Hanmael Dorfman is the lawyer and right-hand man of the extremist Itamar Ben. Ghafir is the one who registered this association with the competent authorities to make it legal.
Following up on the activity of this organization shows that a group of settlers in the West Bank are the ones who supervise its activities, and some of them have been subjected to investigations for committing attacks against Palestinians. This association provides support to the child killer, Muhammad Abu Khudair, who was martyred on July 2, 2014, and to the killer of the Dawabsha family, who was burned. Settlers in their home on July 31, 2015.
The problem of the Palestinian citizen, who suffers from settlement and seeks to dry up his resources through means of pressure on those who finance him from foreign associations, most of which operate in the United States, is not limited to these associations that claim to be charitable, while in reality they are primarily an extremist right-wing Zionist creation. Rather, it extends To include tourism companies that contribute, through their illegal activities, to encouraging settlers, expanding settlements, and reaping profits from actions that fall within the framework of war crimes.
For example, there are Airbnb, Booking.com, Expedia, and TripAdvisor, which are giant online accommodation and travel booking companies that fuel human rights violations against Palestinians, by listing hundreds of rooms and activities within Existing Israeli settlements in the occupied Palestinian territories, including East Jerusalem, and the Israeli government uses the growing tourism sector in the settlements as a means to legalize its presence and expansion, and online accommodation and travel booking companies go along with this scheme.
In a report issued by Amnesty International on January 31, 2019, under the title “Destination: Occupation,” it stated that the company “AirBnB,” based in the United States, has more than 300 places available for reservation in existing settlements on the occupied Palestinian territories. Trip Advisor, also based in the United States, has more than 70 different tourist attractions, tours, restaurants, cafes, hotels, and apartments for rent in existing settlements on the occupied Palestinian territories.
Booking.com, headquartered in the Netherlands, also has lists of 45 hotels and places for rent in existing settlements in the occupied Palestinian territories, and Expedia, headquartered in the United States, has nine providers of accommodation services, including four major hotels in Settlements located on the occupied Palestinian territories.
These and other companies that reap huge profits from encouraging tourism in Israel and its settlements in the West Bank were included by the United Nations Human Rights Council at the end of last year in a blacklist. They are 112 companies, ninety-four of which are Israeli companies, while 18 other companies belong to foreign countries, most of them. It operates in the United States, and it circumvents the boycott laws by claiming, for example, that it will give its profits from tourism in the settlements to charitable organizations, as the company “AirBnB” does under pressure from the Zionist lobby to circumvent the blacklist.
On the other hand, and in the context of accelerating the Judaization processes in the city of Jerusalem, the Minister of Economy and Industry, Nir Barkat, announced the transfer of the ministry and all its branches to the city of Jerusalem, in implementation of the government’s decision to transfer all ministries to the occupied city of Jerusalem, as the occupation government is pushing towards transferring 184 government offices to the city of Jerusalem. Which has begun to take on a Haredi religious character, as right-wing and far-right parties control the facilities of institutions and companies in the city. This comes in implementation of a previous government decision whose implementation is being accelerated under the right-wing, settler, and fascist government.
Meanwhile, the Moshe Leon municipality in Jerusalem decided to publish a tender for the construction of the Halls of Justice in the commercial area of the city entrance by the end of the year, and by the end of 2029 all the courts in Jerusalem except the Supreme Court are expected to be operational from the huge complex that will cover an area of 45 thousand square meters. .
The occupation municipality said that the city will witness a tremendous change in the coming years in a complex of courts of all levels, in the commercial district at the eastern entrance to the city. This huge project is led by the Accountant General in the Ministry of Finance in consultation and planning with the racist Minister of Finance Bezalel Smotrich, and the Office of the Accountant General is currently working on developing The final touches are on writing the tender which is expected to be published by the end of the year. The construction of this court complex is expected to take five years and be completed according to the Ministry of Finance by the end of 2029.
The fascist and extremist right-wing government is also proceeding with its settlement plans with great acceleration. The far-right Minister of Transportation, Miri Regev, after coordination with the West Bank Settlements Council (Yesha), has approved a settlement plan based on constructing a group of strategic settlement security streets that divide the northern West Bank into several sections at a cost. It amounts to one and a half billion shekels, the most important of which is Route 505 (through Samaria) extending from Tel Aviv through Kafr Qasem and then “Ariel” to the Jordan Valley transversely, with the aim of facilitating the right-wing government’s plan to increase the number of settlers and intensify and expand the settlements, reaching one million settlers in the West Bank until the end of the year. The year is 2028, noting that this road is a “highway” from Kafr Qasem to the Zaatara Junction, and it appears that Regev, in agreement with the settlers, is planning to complete the extension of this highway eastward from the Zaatara Junction in the direction of the “Magdolim” settlement, passing through “Ma’ale Ephraim” and arriving at the “Bez’el” settlement ( Fasayil) and the Jordan Valley settlements.
This settlement plan is reminiscent of the map of strategic interests that was put on the agenda of the Israeli government at the end of the 1990s by the Minister of Infrastructure, Ariel Sharon, and Yitzhak Mordechai, the Minister of Defense in the government of Benjamin Netanyahu, after the Hebron Agreement that was signed between the Palestinian and Israeli sides at the beginning of the year 1997, according to According to this map of interests, the West Bank is divided by longitudinal and transverse streets that enable the occupying state to retain its control over about 63% of the area of Palestinian lands in the West Bank.
At the same time, and in the context of legitimizing settlement outposts and transforming them into settlements with all the obligations that arise from that, the Minister of Finance and Minister of Settlement in the Ministry of the Army, Bezalel Smotrich, issued instructions paving the way for strengthening settlement activity in 3 settlements that were originally settlement outposts that were recently legalized by decisions of the current government. The Commander of the Central Region signed an order specifying the scope of the jurisdiction of the settlements of “Asahel” south of Hebron, “Abigail” in Mount Hebron, and “Beit Hogla” in the Jordan Valley, which will enable them to be settled legally.
The government headed by Netanyahu and Minister Smotrich agreed to build the three settlements, and after signing the decree, Smotrich said: “Great things are happening in the settlements and the government is working to promote a right-wing, Zionist and nationalist policy that sees the development of settlement in the West Bank as a gain for the state.”
As part of its settlement plans, the Civil Administration is pushing forward with 22 plans to establish solar energy production plants in Area C in the West Bank. It plans to build a facility to produce electricity with solar energy, the production capacity of which is the largest of all solar energy facilities in the occupying state, and the occupation authorities aspire to these plans. To transform solar energy into an important economic branch in the settlements, and the fruits of this step will be reaped by, among other parties, the settlements located in the Jordan Valley, where it is planned to establish the largest facility.
According to the plan that was approved two weeks ago, the largest solar station will be built on agricultural lands in the “Nama” settlement, north of the city of Jericho (2.5 km away), which is one of the agricultural settlements that was established on lands with an area of 425 dunums. It is expected that the new solar facility will provide the settlements with a great economic benefit by providing alternative energy.
The head of the Regional Council for the Jordan Valley Settlements, David Al-Hayani, and the new head of the Civil Administration, Fares Atilla, blessed the approval of the establishment of the facility as one of the very important projects that the Civil Administration recently promoted.
At a time when the occupation authorities are expanding their Judaization settlement project forward with bids to build thousands of housing units for settlers and structural plans for building new settlements, expanding existing settlements, and constructing more roads and bypass streets to serve the settlers and facilitate their movement, they are expanding the demolition of Palestinian homes and facilities in The West Bank, including Jerusalem Governorate, in accordance with the policy advocated by both Smotrich and Ben Gvir, began a massive demolition operation in Anata in order to expand the main street leading to the town of Al-Zayyim and the city of Jericho, which is used by settlers to facilitate their movement through this street to the “Antot” and “Antot” settlements. Kfar Adumim and Pisgat Zeev. The demolition included nine commercial stores located at the northern entrance to the town of Anata, and the Al-Baqaan area inside the town, where a modern house about to be occupied was demolished, costing more than a million shekels, in addition to the demolition of a sheep farm and barracks, under the pretext of These establishments, farms, and houses are adjacent to the apartheid wall, as the occupation authorities prevent construction within 150 meters of the wall. The demolition process also affected the Ghaith family hall and office in Anata, without receiving notifications or prior notification before starting the demolition, given that there are orders to demolish all Something close to the wall.
Last week, the occupation forces distributed dozens of notices to demolish agricultural and residential facilities in the village of Duma in the Nablus Governorate, a village that was subjected in July 2015 to a brutal terrorist act by settlers, in which a number of members of the Dawabshe family were burned to death.
The number of notifications reached 50 demolition and removal orders, the majority of which were in the eastern area of the village, under the pretext that the area is classified as C according to the Oslo Accords and is located in an area that the occupation forces claim is “state property.” The demolition notices included stone chains, water lines, and electricity lines. They uprooted olive trees, mobile agricultural rooms, barracks built of tin, and three residential houses.
The occupation forces demand that the people of Duma return everything to its previous state in those lands whose owners were handed demolition and removal orders, and gave them 45 days to remove and demolish them.
The occupation authorities also notified the cessation of work and construction on a large number of homes, facilities and agricultural roads in the town of Qarawat Bani Hassan in Salfit Governorate in the western and north-south region of the town.
The notifications were distributed among houses under construction, a garbage dump, agricultural rooms, and two streets, and included 18 notifications in the western region, Al-Uqda, and Khallet Abu Zeid, three notifications in the northern head, and two notifications in the eastern region called “Al-Midan,” under the pretext of its presence in areas classified as (C).
