The number of licensed nurseries in Palestine has reached more than 44, and the Nursery Owners Syndicate was established in Palestine, to stress the necessity of securing the rights of licensed nurseries, protecting children and combating home nurseries that pose a danger and lack safety standards for children.
One of the most important priorities of the Nursery Owners Syndicate in Palestine was to strengthen the status of the nursery sector and provide services to it, and try to reduce the risks occurring within nurseries.
The Ministry of Social Development is the only supervisory authority over nurseries in Palestine, and due to the large number of nurseries, the Ministry is no longer able to take care of their affairs. Therefore, it was important to have the Nursery Owners Syndicate in Palestine to follow up and check the specifications of nurseries.
The official of the Nursery Owners Union in Nablus, Maher Tubaila, told Al-Quds.com, “The second most important priority of the Child Nursery Owners Syndicate in Palestine is to follow up on home nurseries, which have no similarities with legal nurseries in all aspects of safety. Child".
In a comparison between home and legal nurseries, Tubaila explained that legal nurseries are licensed and subject to certain specifications, and are covered by all safety means such as fire, alarm and monitoring devices, and covered by insurance, because all children are exposed at any time and to any accident, while home nurseries are, in the end, a house that contains On a family, which is not at all qualified to receive children, in addition to the frequent recording of incidents of child molestation in home nurseries by a family member.
Hence, the Syndicate played a role in following up on the issue and working with full efforts to close home nurseries due to the seriousness of the matter for children and their families, and the danger also for legal nurseries that bear the costs, unlike home nurseries that do not have any material costs, and thus they fight legal nurseries with livelihood.
The Palestinian Nursery Owners Syndicate took steps in an attempt to close home nurseries, and succeeded in closing three home nurseries so far.
However, Tubaila shows that they did not receive sufficient cooperation from the Ministry of Social Development in combating home nurseries and working to close them.
Some mothers resort to placing their children in home nurseries due to their proximity to the home, or because of the personal relationship between them and the owner of the home nursery, or because of the poor working conditions and financial situation.
Ahmed Al-Salous, the father of one of the children in the nurseries, told Al-Quds.com: “He is striving with all his efforts to secure a safe nursery for his child, because legal nurseries mean that there is an authority responsible for them in terms of legal reference and safety for children, and they follow the age-separation method, but nurseries Homework means the presence of female employees who are not specialized in child affairs, the lack of safety means, and the lack of rehabilitation and appropriate conditions for receiving children.
Parents seek to place their children in legal custody, not only for the reason of the job or the child’s spending time waiting for his parents, but also to help their children interact with their peers, and develop speech and movements.
Al-Salous says: "When his child is compared with other children of the same age, he finds that he has acquired speech faster, acquired movement in an organized manner, and his awareness has become high."
One of the things that help children in acquiring skills is the existence of a system of age separation within legal nurseries. When a child spends his time with other children of the same age, this helps him to develop, move and acquire skills more than the presence of a child with other children with a large age difference, as in home nurseries due to the lack of There is a separation system between ages.
Al-Salous added: "He prefers to close home nurseries, because there is no legal department to protect the child in it, because in licensed nurseries it is sufficient to have comprehensive insurance, and the existence of these differences between home nurseries and legal nurseries is sufficient to stop and close home nurseries."
On the other hand, a great burden falls on the owners of legal nurseries, because they make full efforts to provide a suitable environment for children, prepare them socially, morally and educationally, and work to develop their talents and abilities to learn in accordance with the goals of society and its religious and social values, and monitor and promote the growth and physical development of children According to ministerial programs and activities by the competent authorities, legal nurseries bear a lot of costs and control from the competent authorities such as the Syndicate, the Ministry of Health and Civil Defense, and the presence of home nurseries that work to combat livelihoods and stand in front of the path of legal nurseries.
Fatima Hammad, the owner of a children's nursery in the city of Nablus, told Al-Quds.com: "The objection to home nurseries came from the point of view that they do not provide means of safety for the child, and what distinguishes legal nurseries is that each age group has its own nanny, and a specific number for each. A room, which includes safety means. As for home nurseries, all children sit in one room, and in the event of an accident for the child, there is no defense for home nurseries.
Hammad added, "The effect also comes from a financial point of view, and some mothers go to home nurseries because the amounts are symbolic without knowing the consequences and risks surrounding their children."
In order to reduce the phenomenon of home nurseries, Hammad stressed the need for cooperation between the union and the Ministry of Social Development to limit its spread and to secure a safe and suitable place for children.
Despite the unremitting attempts and efforts of the Nursery Owners Syndicate to combat and stop the phenomenon of home nurseries, it is still continuing, especially with the lack of support and cooperation from the rest of the competent authorities, and the lack of sufficient interest on the part of some mothers in securing a suitable place for their children, but the attempts will continue until A safe and suitable place for children is provided.
