Prisoners' institutions: Torture crimes in "Ofer" are no less serious than "Sde Teiman"

The Commission of Prisoners' Affairs and the Prisoners' Club said that the Israeli occupation authorities continue to use systematic torture and humiliation against Gaza detainees, in addition to a series of systematic crimes; this is based on many testimonies of Gaza detainees who were visited, in addition to testimonies of those released.


The Authority and the Club explained, in a joint statement issued on Tuesday, that what is happening in Ofer Prison against detainees is no less than the testimonies transmitted from the Sde Teiman camp, which was the most prominent title for torture crimes against Gaza detainees, and is one of several camps and prisons in which detainees and prisoners face systematic crimes, unprecedented in their level since the beginning of the war of extermination.


Based on several recent visits, the testimony of one of the detainees reflects the continuation of systematic torture crimes against them, noting that the details of the torture crimes against prisoners and detainees in the occupation’s prisons and camps do not stop, as there are daily testimonies monitored by various institutions of shocking and horrific details that prisoners and detainees face.


New testimony from one of the detainees about torture crimes:

"During my interrogation, the investigators tried to suffocate me with the water from the toilet seat."

"We are still being subjected to torture, humiliation and beatings."


The detainee (G. W.), one of the detainees who were visited, conveyed the details of what he was subjected to during his arrest on March 2, 2024, at a checkpoint in Hamad City in Khan Yunis, “where the occupation army stripped him of his clothes, and he was transferred to a truck after tying his hands behind his back and blindfolding him. He was assaulted along with all the detainees who were detained with him, and then they were transferred to a covered yard (zinc), according to his description. The occupation kept him detained there for a hundred days, along with dozens of detainees. This stage was the most severe and most intense in terms of the torture methods used against him.”


The detainee added that over the course of the 100 days, the detainees were subjected to beatings for any movement made by one of them, and throughout this period the detainee remained handcuffed and blindfolded, or had to sit on their feet, or on their stomachs. The method of hanging for long hours emerged as a (punishment) method against the detainees.


The detainee (G.W.) continued: “During the investigation with me, I was subjected to an attempt to suffocate with water in the toilet seat, in addition to the method of hanging that continued for long hours.”


Today, the detainee is held in Ofer, one of the camps set up by the occupation to detain Gaza detainees, along with several other camps and prisons where Gaza detainees are held. The administration of this camp is under the occupation army, and based on several visits made to Gaza detainees there, each room contains - at least - 20 prisoners who are subjected to torture, humiliation, abuse and beatings.


One of the detainees reported that the prison administration had - a few days ago - suppressed the (room - cell) in which he was being held, after the detainees had hidden slices of bread. The suppression process continued for several hours, during which force was used in the form of (bending the hand and severely beating the shoulder and fingers), which resulted in the breaking of the hand of one of the detainees, and the breaking of the nose of an elderly detainee.


Visits take place under a high level of supervision.

The lawyer, who has recently conducted several visits to Gaza detainees in Ofer, confirmed that the visits are conducted under a high level of strict supervision. The majority of the detainees who were visited refused to give any details about the conditions of their detention, and signs of fear and terror were clear on them. One of the detainees refused to talk about anything, for fear of being beaten, and only mentioned that he suffers from severe trembling for long hours after being subjected to any assault.


In this context, the Authority and the Club confirm that the level of supervision imposed on lawyers, detainees and prisoners - in various prisons - is unprecedented, which has cast a shadow over the work of legal teams and the behavior of detainees and their testimonies during the visit, especially since some prisons have adopted the practice of assaulting prisoners during their transfer for visits, the most prominent of which was the Negev Desert Prison, and the level of supervision was one of several obstacles and systematic policies that had a significant and significant impact on lawyers’ visits.


The most prominent crimes reflected in the testimonies of Gaza detainees over the past period:


The practice of the crime of enforced disappearance, which constituted the most prominent crime that the occupation continues to impose on the majority of Gaza’s detainees.


Their use as human shields for long periods during ground military operations.


Torture crimes were practiced against them at several different levels, including electric shock, hanging, continuous restraint, repeated beatings that caused the limbs of many detainees to be broken, and the use of police dogs during assaults.

•Practicing systematic medical crimes by depriving them of basic treatment, performing surgeries without anesthesia, and amputating the limbs of detainees as a result of continuous restraint.

The practice of rape and sexual assault crimes at various levels.

Practicing the crime of starvation against them.

Forcing detainees to utter words that degrade their dignity and harm their families.

Forcing them to sit in certain positions that cause them severe pain and with the aim of humiliating them.

No detainee is allowed to talk to any other detainee, and anyone who does talk is severely beaten.

Depriving them of practicing any religious rituals.


The most important data about Gaza detainees in the occupation prisons:


Since the beginning of the war of extermination, the occupation has arrested thousands from Gaza. The occupation prison administration has acknowledged the arrest of (1584) detainees from Gaza, whom the occupation has classified as (illegal combatants). This data does not include all detainees from Gaza, specifically those in the camps affiliated with the army administration. It is worth noting that in light of some legal amendments made by the occupation regarding detainees from Gaza, institutions have been able, through a specific mechanism, to reveal the fate of detainees from Gaza. However, the vast majority of them are still subject to enforced disappearance, including martyrs who have risen as a result of torture, and their number is estimated in the dozens. The specialized institutions face major challenges in following up on the issue of detainees from Gaza, especially since visits are still limited.


The number of prisoners in the occupation prisons until the beginning of August exceeded 9,900, and this data does not include all the detainees in Gaza, specifically those detained in the camps affiliated with the army.


The Prisoners’ Authority and the Prisoners’ Club renewed their continuous demands for the international human rights system to restore the role for which it was established, and to move beyond the realm of merely monitoring the crimes of the occupation and declaring positions and calls, to another realm that champions the values of human justice, which begins with holding the leaders of the occupation accountable for their ongoing systematic crimes, within the framework of the ongoing war of extermination against our people in Gaza, and its other aspect represented by the crimes of torture and serious violations against detainees in Israeli prisons.
