Post-war plans propose that Palestinians live within “islands and bubbles” in the Gaza Strip

Informal groups that include retired Israeli army and intelligence officers, research centers, academics, and politicians are discussing plans within the Israeli military establishment regarding the future of Gaza after the end of the war.


The most prominent of these plans is the creation of geographical “islands” or “bubbles” in which Palestinians not affiliated with Hamas can live in temporary shelter while the Israeli army “cleanses the remaining rebels,” according to what the Wall Street Journal reported.


Other members of Prime Minister Benjamin Netanyahu's Likud party support another security-focused plan that seeks to divide Gaza with two corridors spanning its width and a fortified perimeter that would allow the Israeli army to launch raids when it deems necessary.


Ideas come from informal groups of retired military and intelligence officers, think tanks, academics and politicians, as well as internal discussions within the military.


The newspaper said, "Although the political leadership in Israel said almost nothing about what the Gaza Strip would look like and be governed after the end of the fighting, these groups were working on detailed plans that provide a glimpse into how Israel thinks about what it calls the next day."


The plans, whether fully adopted or not, reveal harsh truths about the consequences that are rarely expressed, including that Palestinian civilians could remain confined indefinitely to smaller areas in the Gaza Strip while fighting continues outside, and that the IDF He may have to remain deeply involved in the Strip for years until Hamas is “sidelined.”


Decisions must be made today, said former Israeli general Israel Ziv, who helped submit ideas for a “plan to liberate Hamas-free humanitarian bubbles in Gaza.”


According to people familiar with the effort, it aims to work with local Palestinians who are not affiliated with Hamas to establish isolated areas in northern Gaza. Palestinians in areas that Israel believes Hamas no longer controls will distribute aid and carry out civic duties.


Ultimately, a coalition of the United States and Arab countries will run the operation, these people said.


The newspaper stated that "the Israeli army will continue to fight Hamas outside the bubbles and will create more over time as the Gaza areas are cleansed."


Ziv, who oversaw Israel's exit from Gaza in 2005, suggests that "Palestinians willing to denounce Hamas could register to live on fenced geographic islands located next to their neighborhoods and guarded by the Israeli army, which would give them the right to rebuild their homes."
