In this context, Abu Mowais conveyed to the audience the greetings of President Mahmoud Abbas and Prime Minister Dr. Muhammad Shtayyeh, pointing out that the strategy of the Ministry of Higher Education focuses on supporting and promoting productive scientific research, so that the ministry prepared a national document for the priorities of scientific research, and worked on the crucible of scientific research in a research system with effective outputs and an influential scientific product.

He continued: "We established the Palestinian research network and it was linked to the Arab network, and a fund was formed to support scientific research, in order to create a research base for academic and non-academic institutions, to support research related to national research priorities, in addition to completing an integrated project proposal for the National Center for Science and Research, and we are proud of the excellence of Palestine At the Arab level in the quality of scientific research.

Abu Mowais spoke about the Ministry's efforts in terms of aligning educational outputs with the needs of the labor market, as a number of useless educational programs were closed, existing programs were updated, and other modern programs were introduced that are in line with market needs and keeping pace with the industrial revolution, as well as supporting technical education to enhance enrollment rates. with it.

The Minister touched on the most prominent obstacles that impede the scientific research process in Palestine. Chief among them is the scarcity of money, and the obstacles imposed by the occupation, including restricting the travel of academics and researchers, obstructing the import of materials and equipment, and direct attacks on higher education institutions.

In his speech, Al-Saadi said that the development of scientific research in Palestine constitutes a national necessity as it is the basis for prosperity and achieving sustainable development in Palestine, indicating that the Bank's support for this national workshop comes within the framework of a strategic vision to support the scientific research process, which is a cornerstone of the Bank's annual plan for social responsibility. It annually launches its prize for scientific research, which aims to promote this culture and encourage researchers to produce original research that adds new value to knowledge.

Al-Saadi called for concerted efforts from various sectors to support the scientific research process so as to achieve integration of roles, increase research production, and reduce the gap between scientific research outputs and national priorities and needs, thanking Minister Abu Mowais and all those in charge of these efforts.

For his part, the Undersecretary of the "Higher Education" spoke about the many starting points that the Ministry is working on to develop the scientific research system in Palestine, pointing to the focus of the Higher Education Law No. 6 of 2018 on supporting and promoting scientific research as a priority, as well as in the sectoral plan for higher education and scientific research.

Saleh referred to the development of a policy "framework" to define national priorities, governance procedures, and scientific research and publishing policies, as well as moving forward in developing the National Research and Quality Fund system, developing the national research network, activating Palestine's presence in the Arab Network and investing in it, developing the national research infrastructure, and investing in Palestine's agreements with the countries of the world as a framework for achieving the contents of developing scientific research, as well as developing a database on researchers and research results.

The workshop included many important axes and sessions. In the first session, Deputy Saleh spoke about the Ministry's directions for developing the scientific research system, while the Director General of Development and Scientific Research in the Ministry, Dr. Shaher Zyoud on the reality of scientific research in Palestine, and Dr. Muhammad Abu Eid on leadership, innovation and patents and their relationship to scientific research.

The second session was moderated by Dr. Owner Zaben The director of the Erasmus office in Palestine, Dr. Abdul Karim Daraghmeh about partnerships with international institutions and their role in supporting scientific research, especially at the level of programs and projects, while Dr. Emad Brik of An-Najah National University talked about promoting and activating the status of Palestine in international programs, as well as the President of Nablus University for Vocational and Technical Education, Dr. Rizk Selimieh about the Sesame Accelerator Project and its role in supporting research activities.

In the third session, which was moderated by Dr. Saed Al-Khayyat from Palestine Technical University "Khadoori", the Executive Director of the Arab Organization for Research and Education Networks, Eng. Youssef Turman on the Arab and international networks and the opportunities to benefit from them, while the Director of the Technology Transformation Department at the Ministry of Higher Education, Munther Salahat, touched on the role of national networks for scientific research and databases, while Dr. Ahmed Al-Dahdouh from the Applied College of Science and Technology in the Gaza Strip about the projects related to linking research repositories and their role in promoting scientific research.

The fourth session was moderated by Dr. Abdul Karim Daraghmeh, and the head of the National Commission for Accreditation, Quality and Quality for Higher Education Institutions, Dr. Muammar Shteiwi, about the classification of universities and their role in promoting scientific research, while Dr. Mazen Qumsiyeh from Bethlehem University spoke about the role of scientific research in achieving the goals of sustainable development. Malek Zaben about students' graduation projects and the need to link them to research priorities, while Dr. Bassam Al-Tayeh from the Islamic University to local scientific journals and their role in supporting scientific research.

أقر البرلمان الإسرائيلي في ذات الأسبوع وبعجلة شديدة ودونما نقاش متعمق وبحقد شديد ، بالقراءة الأولى ( 55 ضد 9 ) مشروع قانون لشرعنة عقوبة الإعدام ضد منفذي عمليات المقاومة الفلسطينيين، بعد أن كانت قد أقرته اللجنة الوزارية الأمنية بشكل مستعجل وسطحي مستغلة الأحداث الأمنية الحاصلة في بلدة حوارة. وكأن هذه العقوبة الإقصائية والأشد إيلاما والمستبعدة عالميا، ستردع الفلسطينيين المقاومين عن أفعال المقاومة للمحتل الإسرائيلي وفيها ترياق للمتطرفين اليمينيين.
من الواضح أن هذه الحكومة اليمينية المتطرفة تحاول استغلال الوقت الموجودة فيه قبل نفاده بكل ما أوتيت من قوة وكأنها تستشعر ذلك وتحاول تطبيق برنامجها الممثل لأحزابها الإئتلافية، عبر اقتراح مشروعات القوانين المختلفة من أمنية وقضائية وقانونية ومالية، والمصادقة عليها قبل انفضاضها وذهابها في حال سبيلها كما أتت.
هذا ما دعا بن غفير الذي غدا وزيرا لما يسمى بالأمن الوطني، بين عشية وضحاها وبقدرة قادر، وحتى يبني شعبية زائفة ويرقص على دماء الفلسطينيين واسراهم، وهو الذي انتخب على ذلك ومن أجل ذلك، إلى طرح بند في برنامجه الإنتخابي العنصري ( عوتسماة يهوديت – قوة يهودية ) القاضي بفرض عقوبة الإعدام على رجال المقاومة الفلسطينية في مشروع قانون، والإستعجال في إقراره بالقراءة الأولى وقبل إقرار آلية تنفيذ عقوبة الإعدام ذاتها ، قبل أن يجف مداده ويفيق الآخرون ويرفضوا إقراره .فقد أقرته اللجنة الوزارية يوم الأحد الموافق 26/2 وأقرته الكنيست يوم 1/3. بل إن بن غفير وجماعته وبدافع عجلتهم، لم يعرضوا مشروع القانون على أجهزة الأمن ليطلبوا رايها فيه، وهي جهة لا مناص عن طلب رأيها في هذا الموضوع الخطير. وبالكاد أقر مشروع القانون بقراءته السطحية حتى تصدت له منظمة العفو الدولية ( أمنستي ) وأدانته وشجبته.
ولم يدر بن غفير عبر جهلهِ أن عقوبة الإعدام قائمة في الكيان في قانونه ومحاكمه، وقد نفذت على أدولف آيخمان الألماني المخطوف من الأرجنتين في الستينات، ولكنها ببساطة تحتاج إلى إجماع القضاة ولا تفرض بالأغلبية. وهذا ما جعل الكثيرين يعتقدون زورا وبهتانا أو جهلا أن لا عقوبة إعدام في سرائيل، وبخاصة أنها لم تفرض في العقود الأخيرة مما ولد انطباعا خاطئا عند الكثيرين وبخاصة الغربيين لنفيها وعدم تطبيقها. ورغم عدم تطبيقها قانونيا، وعبر القضاة إلا أنها منتشرة واقعيا وعمليا في أيدي قوات الأمن الإسرائيلية وتطبق على نطاق واسع سواء على الحواجز العسكرية أو في الأزقة أو الشوارع أو المطاردات . وكم من قائد فلسطيني أو سياسي فلسطيني، قامت بتصفيته قوات الأمن الإسرائيلية وأعدمته سواء بطائرة أو بصاروخ أو بسم أو بطريق آخر دونما قرار محكمة بل بقرار أمني سياسي، فقلما يمر يوم بدون شهيد فلسطيني ارتقى عبر رصاص غادر بحجة الدفاع عن النفس، وكأن الدفاع عن النفس لا يتم إلا بالقتل وإزهاق روح الفلسطيني، وكأنهم لا يعلمون أن الرصاص الحي يجب أن يكون الملاذ الأخير في استعمال القوة المسلحة، وإن استعمل فيجب أن يكون موجها نحو الجزء السفلي من الجسد، مع أن هناك وسائل بديلة كثيرة لاحترام حق الحياة للفلسطيني لو رغب المشرع الإسرائيلي كما هو الحال في الدول المتحضرة. بل يمكن القول أن عقوبة الإعدام أخف وقعا من سلسلة العقوبات العالية بالسجن لمئات السنين عبر جمع العقوبات.فالعبرة للجوهر وليس للشكل المجرد فقط.
الحقيقة التي لا تقبل الجدل ولا النقاش ان الكيان استعمل كل الوسائل المتاحة لقمع الشعب الفلسطيني المدني والمقاوم والتي حظرتها إعلانات حقوق الإنسان ومواثيقها والقواعد الدستورية والحقوق والحريات الفردية والقانون الطبيعي ومبادىء العدالة والإنصاف. فالكيان يفرض على الفلسطينيين سواء في القدس الشرقية أو في الضفة الغربية أو قطاع غزة أو الداخل الفلسطيني العقوبات الجماعية والتصفية الجسدية والرصاص الحي والمعدني والمطاطي وقنابل الغاز في الأحياء السكنية وهدم المنازل والإعتقال الإداري والتعذيب والمعاملة المهينة والحاطة بالكرامة ومصادرة الأراضي وتقييد التنظيم والبناء.
في إطار عجلة بن غفير وعصابته لم يصغ لرأي المستشارة القانونية للحكومة الإسرائيلية (غالي ميارا بهرات ) المهددة بالطرد ، القاضي بمعارضة هذا المشروع لفرض عقوبة الإعدام لأنه غير أخلاقي، ولا يتفق مع القواعد العالمية لحقوق الإنسان، ومع الإعتبارات الدستورية الإسرائيلية، ولا مع ميثاق الحقوق المدنية والسياسية لعام 1966 التي وقعته وصادق عليه الكيان، ولا مع استبعاد هذه العقوبة لعقود زمنية طويلة، ولتعارضه مع الراي العام الدولي الغربي الذي يرى في عقوبة الإعدام عقوبة إقصائية غير شرعية وغير إنسانية، ولأنه لا يقدم ردعا حقيقيا ، ولتسببه باضرار للكيان، ولمعارضة أجهزة الأمن لفرضه لعدم جدواه منذ نشوء المقاومة بعد عام 1967.
فاجهزة الأمن الإسرائيلية بعد عام 1967، كانت على دراية ومعرفة بهذه العقوبة الشديدة والمؤلمة والإقصائية وأثرها، لكنها اختارت وآثرت أن لا تفرضها عبر أوامرها العسكرية،في حين انها فرضت هدم المنازل والإعتقال الإداري والإبعاد ،ذلك أنها وجدت أن من الأجدى ألا تفرضها لاعتبارات كثيرة، لا تنبع من المصلحة الفلسطينية ولا تقديسا للدم الفلسطيني ولا احتراما للحق في الحياة للفلسطيني، بل تفضيلا للأمن الإسرائيلي والمصلحة الإسرائيلية في الحصول على المعلومات وحقنا للدم الإسرائيلي. وهذا ما دونه شلومو غازيت في كتابه ( العصا والجزرة ) عن تجربته كونه المنسق الأول لجيش الإحتلال الإسرائيلي في قواعد إرساء السياسة الإسرائيلية في الضفة الغربية وقطاع غزة.
فقد ذكر هذا الجنرال الذي انقلب إلى يساري في أخريات عمره أن أجهزة الأمن الإسرائيلية وجدت بعد دراسات وأبحاث وليس عواطف وإرهاصات وشعبويات بعد عام 1967 إلى عدم تفضيل عقوبة الإعدام بل استبعادها من قائمة العقوبات عبر طلب إجماعها من القضاة. فقد ذكروا أن فرض عقوبة الإعدام لو فرضت على المقاوم، فستؤدي إلى قيام المقاوم باستعمال كل السبل للقتال ولن يستسلم مهما كلفه الأمر، لأنه يعلم علم الأكيد أن مصيره الإعدام، فلم لا يموت في ساحة الوغى أفضل واشرف، وبهذا سيلحق أضرارا أكبر في الإسرائيليين. في حين أنه لو كان عنده ذرة أمل للحياة وأن لا يعدم فيمكن أن يستسلم. ورأت أجهزة الأمن أن القبض على المقاومين أحياء والتحقيق معهم بعد تعذيبهم يسهل عليهم الوصول لمعلومات في غاية الأهمية كانوا يجهلونها وبخاصة للمستقبل وللقضايا ذات العلاقة. كما قالوا أن إعدام المقاوم سيجعله يتبوأ مقاما رفيعا في المجتمع الفلسطيني ، بحيث يصبح قدوة يهتدي به الآخرين ويصبح قديسا أو وليا يحج إليه وتقام له التماثيل والنصب.وذكروا أن من يقاتل لأجل قضية لن يفكر كثيرا في موضوع عقوبة الإعدام من عدمها.
الحق في الحياة والسلامة الجسدية حق مقدس، منحة إلهية تسبق البشر والقانون، من الحقوق الأساسية للإنسان، وهو ليست تقدمة من غفير ولا من نتنياهو بل هو أسمى منهما، ولا يجوز سلبها من الإنسان عبر عقوبة إقصائية متوحشة عنصرية وعلى الباغي تدور الدوائر!!!
