At the same time that the plane of His Majesty King Abdullah II bin Al Hussein, may God protect him, was landing at Cairo Airport to attend the Arab Summit held on March 4, 2025 AD, corresponding to Ramadan 4, 1446 AH, two planes arrived at Marka Military Airport in the Hashemite Kingdom of Jordan, transporting children with cancer and others injured as a result of the Gaza War, in direct implementation of the royal directives that His Majesty had promised and fulfilled by covering their treatment. His Majesty announced this during his meeting at the White House with US President Donald Trump.
In this extraordinary emergency historic meeting of the Arab League held in Cairo to support the Palestinians, the content of the Arab plan for the reconstruction of Gaza was announced, where for the first time Syrian President Ahmed al-Sharaa was present at the summit, after the fall and escape of Bashar al-Assad, and with the presence of a new flag for Syrian independence replacing the flag of the former Syrian Baath regime.
Here, I would like to first clearly state what His Majesty King Abdullah II bin Al Hussein stated in his speech before the leaders at the Arab Summit, including reference to the basic ideas and contents that His Majesty mentioned in his meeting with President Trump at the White House, namely His Majesty’s complete rejection of the displacement of Palestinians from Gaza and the Strip, and the necessity of rebuilding Gaza within a specific timetable, as well as preparing a clear and implementable vision regarding the management of the Gaza Strip and linking it to the West Bank. Here, His Majesty the King stresses in his speech, specifically in the holy month of Ramadan, the necessity of stopping the escalation in the West Bank, and that the only solution is the two-state solution that guarantees the establishment of a Palestinian state with East Jerusalem as its capital on the 1967 borders. His Majesty indicated that Israel’s prevention of the entry of humanitarian aid into Gaza is a measure that violates international law, stressing that the decision of the Hashemite Kingdom of Jordan is to continue providing and sending support to Gaza and its people, in addition to the firm Jordanian position in supporting the Palestinian cause, especially with regard to the Hashemite care and guardianship of the Islamic and Christian holy sites in Jerusalem.
The outcomes of the Arab summit held in Egypt, which was dedicated to discussing the Palestinian issue and in the extraordinary emergency session of the Arab League, included an Arab plan to seek to prevent the displacement of the people of Gaza and the Palestinian people outside their territories, specifically what is related to the people of the Gaza Strip, so that the next stage of reconstruction will be within a plan costing about 53 billion dollars, which will take place simultaneously with the presence of the population there, where they will live without the need to displace them. Hamas welcomed the plan adopted by the Arab summit in Cairo, within demands to provide the components that guarantee the success of this plan, starting with preparing to hold a future international conference to discuss the reconstruction of Gaza according to the plan announced and adopted by the Cairo summit. The plan also includes holding Palestinian elections, as well as a transitional phase for 6 months during which an administrative committee will be formed consisting of independent Palestinian figures, not made up of armed factions. Hamas appreciated the position of the Arab leaders rejecting attempts to displace the Palestinian people, considering that this summit inaugurated an advanced stage of the Arab countries’ unified alignment with the Palestinian cause. Hamas also appreciated the unified Arab position rejecting To displace the Palestinian people, in addition to the summit’s emphasis that the Palestinian Nakba will not be repeated, and announced its support for the decision to form a community support committee for the reconstruction of Gaza, also welcoming the holding of legislative and presidential elections as soon as possible.
Egypt stressed that the Arab leaders gathered at the Cairo Summit adopted the Egyptian plan for the reconstruction of Gaza, so that this plan would become an Arab plan, in addition to the existence of a solid agreement and understanding on the proposed names for the administration of the Gaza Strip, with the necessity that the figures be independent Palestinians, of course in light of the existence of a political climate that witnesses the sustainability of the ceasefire. Thus, Gaza will be a favorable environment that allows for the implementation of the Gaza reconstruction plan, and is capable of implementing the stages of construction work and completing it within a period of five years. This Egyptian plan was presented at the Cairo Summit as an Arab roadmap and an alternative to the plan of US President Trump that he had previously proposed. Thus, the Cairo Plan is considered an embodiment of the Palestinian state, and this plan is the only guarantee that war and violence will not be repeated and that it will be able to avoid the Palestinian catastrophe.
At the same time, the Israeli Foreign Ministry criticized the final collective statement of the Arab Summit on the Palestinian issue. Israel believes that the summit did not condemn Hamas’ attacks on October 7, 2023, and that this summit relied on the Palestinian Authority, which has proven its corruption in the past decades, in addition to the corruption of UNRWA as well. Israel stressed that the responsible countries in the region must free themselves from the shackles of the past and cooperate in order to find a safe and stable future for the Arab East region. The Israeli side also stressed that the people of Gaza must side with the decision and proposal of US President Donald Trump, and that they alone have the right to make their own free decision. Israel stressed that the people of Gaza must adopt President Trump’s idea, especially in light of the Arab countries’ unanimous rejection of the opportunity that Trump gave the people of Gaza.
The White House also stated that the Gaza reconstruction plan, which resulted from the outcomes of the Arab Summit in Cairo, does not address the situation in the Gaza Strip as Trump’s idea addressed it, as the people of Gaza cannot currently live in Gaza in light of the great destruction there due to the devastating war, especially in light of the inhumane situation that the people of Gaza are living in and in a place where debris is accumulating and where unexploded and dangerous ammunition and bombs are spread.
Between this and that, and within all these proposals regarding the fate of the people of Gaza and the Palestinian people who have suffered greatly as a result of the conflict between Israel and Hamas in Gaza, I believe that it is time for this people to live a dignified life and a safe and respectable life, and for the people of Gaza to have a Palestinian passport so that they can travel like the rest of the people of this world, and I do not believe that there will be prosperity, security and peace in the Arab East without a just solution to the Palestinian and Kurdish issues, and after solving all these pending problems, the Arab East can enter a stage of prosperity, construction and peace.
