Behind the Scenes of Khalil al-Hayya's Election as Hamas Head: Voting Details and Khaled Meshaal's Stance

The Islamic Resistance Movement (Hamas) announced the selection of Khalil al-Hayya as the new head of its political bureau, filling the position that had been vacant since the assassination of the former leader Yahya Sinwar during the Israeli aggression on the Gaza Strip in October 2024. This announcement ended a period of anticipation regarding the identity of the movement's next leadership amidst complex field and political conditions facing the Palestinian cause.

Informed sources revealed that the electoral process witnessed fierce competition, reflecting the vitality of the consultative institution within the movement, where Khalil al-Hayya received 35 votes, while Khaled Meshaal received 34 votes. This narrow margin of votes was considered by observers and leaders in the movement as evidence of integrity and adherence to the internal regulations governing the work of Hamas's leadership institutions.

Commenting on these results, Hamas leader Mahmoud al-Mardawi affirmed that the election being decided by a single vote sends a strong message about the nature of the consultative system adopted by Hamas. These changes come to compensate for the vacuum left by the martyrdom of a number of leaders in the executive office, the Shura Council, and those with specialized tasks during the 'Al-Aqsa Flood' battle.

Movement leaders stressed that adherence to internal regulations and holding elections in these difficult circumstances is an extension of the Palestinian people's legacy in democratic practice. Sources explained that Hamas has historically been keen on holding its elections regularly, whether inside occupation prisons or in external arenas, to ensure the legitimacy of the leadership and the continuity of institutional work.

Following the announcement of the results, Khaled Meshaal immediately called on all cadres and members of the movement to rally behind Khalil al-Hayya, emphasizing internal unity. Meshaal considered the leadership of the movement to be a mandate and a great responsibility before the Palestinian people and the movement's institutions, and not merely an honorary position, which reflects the spirit of collective responsibility.

Regarding reports of differences in vision between al-Hayya and Meshaal, al-Mardawi clarified that Hamas is an institutional movement par excellence, and any differences that appear are only within the framework of procedural details. He affirmed that the strategic issues and fundamental principles of the movement enjoy complete consensus, and that everyone adheres to the final decision taken by the consultative institution.

Regarding major issues such as the resistance's weapons and regional relations, al-Mardawi stressed that the decision within Hamas is a purely Palestinian decision stemming from national interests. He added that the movement listens to the advice of friends and allies in the region, but its final decisions are subject to Palestinian considerations and specificity without any external interference.

Al-Mardawi concluded by indicating that the next phase requires intensive coordination with various countries, emphasizing that continuous Israeli pressures have not succeeded in undermining the movement's unity. He affirmed that Hamas is moving forward with its national project under the leadership of Khalil al-Hayya, while maintaining the cohesion of its consultative institutions and its ability to make decisions in the most difficult circumstances.

The position of head of the movement is not an honor but a mandate, and its holder is responsible before the movement's institutions and the Palestinian people.
