Netanyahu insists on excluding PA from the “next day” in Gaza

Israeli Prime Minister Benjamin Netanyahu maintained his position of refusing to hand over the Gaza Strip to the Palestinian Authority after the end of the war there or even allowing it to participate in governance, denying a report based on Israeli security sources that he (i.e. Netanyahu) “rescinded his opposition to the participation of the Fatah movement the day after” the war. On Gaza.

Netanyahu's office said that these statements are "false", and that "the Prime Minister adheres to his position that those who finance terrorism, support terrorism, and teach terrorism, including the Palestinian Authority, cannot be partners in the management of Gaza the day after (Hamas)."
The statement stated, “The Prime Minister repeated this position in the (cabinet) sessions, and said it in the hearing of all the American delegates and in front of the Israelis.”
Israeli security sources told the Yedioth Ahronoth website that Netanyahu retracted his previous position and was ready to participate with Fatah the next day.
This came after the Washington Post newspaper revealed, on Friday morning, a plan by Israeli Defense Minister Yoav Galant for the “next day,” which stipulates that a Palestinian force will gradually assume responsibility for security within the Strip. The plan that Gallant reviewed in Washington stipulates the formation of a special committee headed by the United States and with the participation of an international force that includes soldiers from Egypt, Jordan, the Emirates and Morocco, which will be responsible for security in Gaza, with the Americans taking over the logistical aspects until a Palestinian force is handed over responsibility for security within the Strip, after She undergoes special American training.
During his visit to Washington last week, Gallant discussed the “Next Day” plan with American officials.
According to the report, the plan will be implemented in stages, starting in the north of the Strip and expanding southward as much as the situation allows.
According to his plan, Gallant wants to divide the Gaza Strip into 24 administrative regions.

American officials said that they support the Gallant plan, but there is pessimism about the possibility of its success, for several reasons, the first of which is that the Arab countries will not support this plan if the Palestinian Authority is not directly involved in it, and that the Arab countries want to see a political horizon for a Palestinian state, which is something that Israel opposes. Hardly.

The Americans do not trust that the plan can be extended to the rest of the sector quickly.

Israel began measures against the Palestinian Authority in the West Bank, at a time when Netanyahu said that he would not allow a “Palestinian terrorist state” to arise, and so far he has refrained from setting a plan for the next day in Gaza.

Last week, the Israeli Prime Minister admitted that the attempt to hand over responsibility to entities, families and clans in the Gaza Strip instead of Hamas had failed, and that he was looking for another plan.

While fighting continues in Rafah in the far south of the Gaza Strip, which is the last stronghold of Hamas, according to what Israel says, new estimates have emerged that the Israeli army will need another 6 months in the Philadelphia border axis with Egypt.

Yedioth Ahronoth newspaper said that the Israeli army is close to ending the military operation in Rafah, but it will need another 6 months in Rafah to deal with the tunnels.

The Israeli army announced that during the Rafah operation, which has been ongoing for eight weeks, it found 25 entrances to tunnels along the Philadelphia Road, which extends for about 15 kilometers from the Tel al-Sultan neighborhood on the waterfront in the far south of the Gaza Strip to the border with Israel near the kibbutz (settlement) of Kerem Abu. Salem.

Army officials said, "It will take longer to control."

A senior military official confirmed: “In my estimation, this will continue for at least another 6 months, and will require our permanent presence on the Philadelphia route, because it is a slow and complex process.”

The official explained, "This matter requires permanent positions of the Israeli army, a permanent presence, and launching raids on nearby Rafah neighborhoods in order to deepen the achievements of attacking (Hamas)."

Yedioth Ahronoth explained that the work to determine the locations of the tunnels seemed disappointing, with almost no intelligence information to help the army find them.

The Israeli army says that it has now begun the transition from organized and hierarchical warfare to guerrilla warfare in small teams.

According to the army, the fighting will continue for a long time, even as Israel talks about “moving to the third phase.”

According to field sources, many more months will be needed to defeat the militants in Rafah - who are trying to wage a battle for survival. Optimistic estimates indicate half a year of fighting, while pessimistic estimates speak of 24 months until the area is ready.

The commander of the 12th Brigade told the Yedioth Ahronoth newspaper that in the Netzarim axis, which is about half the length of the Philadelphia axis, it took more than 3 months to identify and destroy 12 kilometers of tunnels, adding: “Hamas here has adopted the style of the Viet Cong (Vietnam). By slow fighting through holes and tunnels, to try to drag us inside as time passes.” He added, therefore, "it can be estimated with caution that control over the Philadelphia axis will take a form in the coming months similar to that which already exists in the Netzarim Corridor. We need permanent positions, a permanent presence and raids on neighboring Rafah neighborhoods in order to deepen the achievements."
He added, "The next day's question is more about the mechanism for ending the long fighting, which according to some estimates here will continue for at least another two years."

A new formulation of the ceasefire offer..
In addition, the Axios news website reported on Friday, citing three informed sources, that the United States proposed new wording on parts of the proposed agreement for a ceasefire and hostage release between Israel and the Hamas movement in an effort to conclude the agreement. In its report, Axios based its report on statements from three sources familiar with the faltering negotiations, noting that the new wording, which had not been announced before, is “an amendment to the Israeli proposal that was approved by the War Council, and announced by US President Joe Biden in a speech he delivered last month.” ".
The three sources said that the American efforts, in which Washington is cooperating with Qatari and Egyptian mediators, are focused on Article 8 in the previous proposal, related to the negotiations that are supposed to begin between Israel and Hamas during the first phase of the deal, which includes setting precise conditions for the second phase aimed at To achieve sustainable calm in Gaza. The sources also indicated, according to the website, that "Hamas" wants these negotiations to focus "on the number and identity of Palestinian prisoners who will be released from Israeli prisons, for every soldier or hostage held in Gaza."
