Xi stresses the development of new, high-quality productive forces

Chinese President Xi Jinping (Tuesday) stressed the development of new, high-quality productive forces according to local conditions, during the second annual session of the 14th National People's Congress, China's national legislature.


Xi, also general secretary of the Communist Party of China Central Committee and chairman of the Central Military Commission, made the remarks while participating in a discussion with fellow lawmakers from east China's Jiangsu Province.


Xi called for focusing on high-quality development as a top priority, urging efforts to promote innovation, support emerging industries, and adopt forward-looking plans to develop future-oriented industries and improve the modern industrial system.


Xi said that developing new, high-quality productive forces does not mean neglecting or abandoning traditional industries, noting that it is necessary to prevent reckless rushing into projects and the formation of industrial bubbles, and avoid adopting only one mode of development.


He stated that localities must take into account their wealth of resources as well as their industrial foundation and scientific research conditions in promoting the development of new industries, patterns and growth engines in a selective manner, and use new technologies to transform and modernize traditional sectors to become advanced, smart and green industries.


Xi expressed his approval of the government's work report and praised Jiangsu's new progress in economic and social development, and encouraged the province to enhance confidence and make every effort to make greater contributions to comprehensive national development.


He explained that in order to develop new high-quality productive forces, Jiangsu should focus on developing a modern industrial system with advanced manufacturing as its backbone, and accelerate efforts to form clusters of emerging strategic industries with international competitive capabilities.


He also urged turning the province into an important front for the development of new, high-quality productive forces.


Xi called for planning major moves to further deepen comprehensive reform to inject strong momentum into promoting high-quality development and Chinese-style modernization.


He added that it is necessary to accelerate the improvement of basic institutions in areas such as property rights protection, market access, fair competition and social credit system, so as to build a high-level socialist market economy system.


Xi pointed out that we should work to support the growth of the private sector and private enterprises and stimulate the fundamental momentum and innovative strength of various business entities.


He also stressed deepening reforms in science, technology, education and talent management systems to remove bottlenecks and obstacles to the development of new, high-quality productive forces.


He added that it is also important to foster a world-class business environment that is market-oriented, law-based and international in nature, and create new strengths for a high-level open economy.


Xi called for Jiangsu to fully integrate and contribute to the development of the Yangtze River Economic Belt and the integrated development of the Yangtze River Delta, and enhance synergy with other regional development strategies as well as major regional strategies.


Xi urged Jiangsu to build large-scale innovation chains, industrial chains and supply chains, and instructed the province to leverage its status as an economically developed province to push and influence development at the local and national levels.


He also called for continuing efforts to enhance and strengthen the momentum of economic recovery to enhance confidence in development within society as a whole.


Xi called for resolute measures to correct useless bureaucratic formalities and practices. Practical steps must also be taken to reduce the burden on workers on the ground and stimulate creativity within the Party and society as a whole.


He also stressed unremitting efforts to enhance people's well-being in the midst of development and ensure safety in workplaces.
